SummaryThe City of Norfolk (the “City”), Virginia, Department of City Planning, is seeking qualified firms to provide Architectural & Engineering (“A&E”) services on an as-required basis. The City intends to enter into an annual, renewable agreement with the firms selected to provide these services. The City will provide a scope of services for each specific request for A&E services required under the agreement.
BackgroundThe City relies on numerous forms of public-private partnerships to support Norfolk’s residential and nonresidential development. These relationships can take many forms, including providing support for A&E services for private development. Goals for these partnerships range from housing production to job creation and tax base enhancement. A recent example of successful City A&E support for private development is the Traditional Neighborhood Plan Book, a complete set of preapproved construction documents provided in specific neighborhoods, free of charge, to support the private development of narrow lot, single family homes. The City would like to expand the use of preapproved construction documents to support the private development of accessory dwelling units and other housing types. In addition, the City would like the opportunity to provide professional services to support tenant buildout or potential new construction or renovation in support of economic development opportunities.
