Franklin County, MissouriSt. John’s Creek Road Bridge Replacing Low Water CrossingINVITATION TO BIDSSealed bids for the Franklin County, Missouri (hereinafter "Owner") St. John’s Creek Road Bridge Replacing Low WaterCrossing Project, BRO-R036(002) (hereinafter “Project”) will be received by the Franklin County Commission, 400 E. LocustStreet, Union, Missouri, 63084, until 2:00 p.m. local time, on Thursday, April 23, 2026, at which time the bids will be publiclyopened and read aloud.The Scope of Work includes removal of the low water crossing on St. John’s Creek Road crossing St. John;’s Creek,construction of a new bridge near the same location, and provides for excavations, pile driving, bridge construction,embankments, asphalt paving, pavement striping, guard rail, traffic control, fencing and other incidental items andwork described in the Project Manual, or reasonably inferable therefrom. Franklin County anticipates issuing noticeto proceed in the spring of 2026.To ensure that you receive all addenda, request the bid documents by email from Becky Toney at btoney@cochraneng.com.Bid packages will be distributed electronically at no cost to the bidder. When requesting the documents, you will be requiredto provide your company name, a contact person and phone number, a complete company address and an e-mail addressto be added to the Plan Holders List and for receiving official bidding communications and addenda. If you are not on thePlan Holders List, you will not receive any addenda issued. Hard copies will not be available for purchase. Bidders maymake printed copies of the bid documents (plans, project manual, and a bid packet) at their own expense.Project and biddingquestions shall be conducted exclusively via e-mail. Any questions regarding this project must be submitted to:mspalding@cochraneng.com, by 4:00 pm local time on April 16, 2026. No written questions after this date or any verbalquestions will be recognized.A bid security in the amount of five percent (5%) of the bid amount must accompany each bid, in accordance with theInstructions to Bidders.For a contractor to be awarded this project the contractor must have a fully responsive contractor questionnaire on file withthe Missouri Highway and Transportation Commission at least 7 days prior to the bid opening date. All bidders must be onMoDOT’s Qualified Contractor List per Section 102.2 of the 2025 Missouri Standard Specifications for HighwayConstruction.The wage rates applicable to this project have been predetermined as required by law and are set forth in this specification.When Federal wage rates are applicable and included, this contract is subject to the “Work Hours Act of 1962”, (P.L. 87-581: 76 Stat. 357) and implementing regulations. When state and federal wage rates are both required the higher of the twofor each job classification shall be used.Effective January 1, 2009 and pursuant to RSMo 285.530 (1), No business entity or employer shall knowingly employ, hirefor employment, or continue to employ an unauthorized alien to perform work within the state of Missouri. The successfulbidder must submit a sworn affidavit and documentation affirming the business entity's enrollment and participation in thefederal work authorization program and that all of its employees working for the contracted services are not illegalimmigrants.Upon signing the contract, the successful contractor and any subcontractor performing the work shall provide a ten-hourOccupational Safety and Health Administration (OSHA) construction safety program for their on-site employees within sixty(60) days of beginning work on the construction project.Franklin County, Missouri hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuantto this advertisement, businesses owned and controlled by socially and economically disadvantaged individuals will beafforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds ofrace, color, religion, creed, sex, age, ancestry, or national origin in consideration for an award.The DBE Contract Goal for this project is 0%, and DBE firms must be certified by MoDOT to attain credit towards thiscontract goal. There is no goal for On the Job Trainee.THE OWNER INTENDS TO AWARD THE CONTRACT TO THE LOWEST, RESPONSIVE, RESPONSIBLE BIDDER.THE OWNER RESERVES THE RIGHT TO REJECT ANY AND ALL BIDS, AND TO WAIVE ANY IRREGULARITIES INTHE BEST INTEREST OF THE OWNER WITH MODOT’S CONSENT.INV - 1
