Click on the “Upcoming Bid Opportunities” linkand then on the appropriate document link(s).11Introduction1.1BackgroundTennessee Tech University is a four-year comprehensive university located in Cookeville,Tennessee, and is the state’s only technological university, currently enrolling more than 10,000students. Tennessee Tech offers more than 200 academic programs through its various academicdivisions – the College of Agriculture and Human Ecology, College of Arts and Sciences, College ofBusiness, College of Education, College of Engineering, College of Fine Arts, College of GraduateStudies, the College of Interdisciplinary Studies, and the Whitson-Hester School of Nursing.Tennessee Tech also offers the PhD in education, engineering, and environmental science andmaintains seven research centers, including three Centers of Excellence, (the Center for EnergySystems Research; the Center for Manufacturing Research; and the Center for the Management,Utilization and Protection of Water Resources). The Appalachian Center for Craft, a TennesseeTech satellite campus and an academic program offered through the College of Fine Arts, is anationally accredited School of Art, Craft and Design, offering a Bachelor of Fine Arts degree withconcentrations in clay, fibers, glass, metals and woods. Tennessee Tech has consistently achievedhigh rankings for academic excellence and affordability.1.2Statement of PurposeTennessee Tech wishes to secure a contract with a qualified company to provide Carpentry Serviceson an “as needed” basis per the specifications outlined herein.Tennessee Technological University has issued this Request for Quotation (RFQ) to define theuniversity's minimum service requirements; solicit bids; detail bid requirements; and outline theuniversity’s process for evaluating bids and selecting the Contractor.Through this RFQ, Tennessee Tech reserves the right to award both primary and secondary contractsso that if the primary contractor is unable to accommodate Tennessee Tech’s needs for carpentryservices, then the secondary contractor might assist with such services.1.3NondiscriminationNo person shall be excluded from participation in, be denied benefits of, be discriminated against inthe admission or access to, or be discriminated against in treatment or employment in TennesseeTech’s contracted programs or activities on the grounds of disability, age, race, color, religion, sex,veteran status, national origin, or any other classification protected by federal or Tennessee StateConstitutional or statutory law; nor shall they be excluded from participation in, be denied benefitsof, or be otherwise subjected to discrimination in the performance of contracts with Tennessee Techor in the employment practices of the university’s contractors. Tennessee Tech assumes no responsibility for delays or delivery failures resultingfrom the method of dispatch. Actual or electronic “postmarking” of a communication or bid toTennessee Tech by a deadline date shall not substitute for actual receipt of a communication or bid byTennessee Tech.Tennessee Tech will convey all official responses and communications pursuant to this RFQ by postingthem on its website at https://www.tntech.edu/purchasing/bidopportunities.php It is theresponsibility of each bidder to monitor this site in order to obtain any new and/or additionalinformation that may be distributed relative to this RFQ. Bids must address all additionalcorrespondence as needed.Only Tennessee Tech’s official, written responses and communications shall be considered bindingregarding this RFQ. Any oral communications shall be considered unofficial and non-binding regardingthis RFQ.Written Question/Answer PeriodA written question and answer period deadline is identified in Section 2 of the RFQ Schedule of Events.The purpose of the written question/answer period is to allow Bidders to submit any questions theymay have regarding the RFQ. To ensure accurate, consistent responses to all known Bidders, the31.6.21.6.31.7official response to questions will be issued by Tennessee Tech as described in RFQ Sections 1.7, etseq., above and on the date in the RFQ Section 2, Schedule of Events.It is the responsibility of each Bidder to examine the RFQ including all attachments and submitquestions within the identified time period. Tennessee Tech is not obligated to address questions notreceived within the question/answer period identified in the Schedule of Events.Tennessee Tech reserves the right to determine, at its sole discretion, the appropriate and adequateresponses to written comments, questions, and requests for clarification. Tennessee Tech’s officialresponses and other official communications pursuant to this RFQ shall constitute an amendment ofthis RFQ.Bid DeadlineBids must be submitted no later than the Bid deadline time and date detailed in the RFQ Section 2,Schedule of Events. A bid must respond to the written RFQ and any RFQ exhibits, attachments, oramendments. Award of ContractMarch 3, 20263Bid RequirementsEach Bidder must submit a bid in response to this RFQ with the most favorable terms that the Biddercan offer. There will be no best and final offer procedure. However, Tennessee Tech reserves the rightto further clarify or negotiate with the best evaluated Bidder subsequent to award recommendationbut prior to contract execution if deemed necessary by university. Tennessee Tech may initiatenegotiations which serve to alter the bid in a way favorable to the university. For example, prices maybe reduced, time requirements may be revised, etc. In no event shall negotiations decrease thefinancial return to Tennessee Tech or amend the bid such that the apparent successful Bidder nolonger offers the best bid.3.1Tennessee Tech must receive all quotations in response to this RFQ, at the address indicated inSection 1.5.1 no later than the Quotation Deadline time and date in Section 2, RFQ Schedule of Events.Late quotations will not be considered and will remain unopened and filed in the RFQ file.3.2A bid must be typewritten or hand-written in ink. A Bidder may not deliver a bid orally.3.3Each bid should be economically prepared, with emphasis on completeness and clarity of content.
