NOTICE TO BIDDERS

NOTICE IS HEREBY GIVEN that sealed bids will be received by the Borough Council for the Borough of Highland Park, County of Middlesex, State of New Jersey, at Borough Hall, Clerk’s Office, 221 South 5th Avenue, Highland Park NJ 08904 on August 21, 2025 @ 11:30 AM prevailing time at which time and place bids will be opened and read in public for:

2025-2026 Maintenance Contract for
Tree Pruning, Tree Removal, Stump Removal and/or Root Grinding

Contract Documents and proposal forms are available in Borough Clerk’s Office at Borough Hall, 221 South 5th Avenue, Highland Park NJ 08904 and may be inspected and/or obtained by prospective bidders during regular business hours (Monday, Wednesday, Thursday 8AM-4PM; Tuesday 8AM-6PM and Friday 8AM-1PM) or by email at jsantiago@hpboro.com .

Bids must be submitted on the form(s) provided, completed in accordance with the specifications contained therein, and enclosed in a sealed envelope addressed to the Borough Clerk’s Office of the Borough of Highland Park bearing the name and address of the bidder and the name of the proposed work on the outside. Bidders must submit the original and one (1) copy of their bid.

Sealed bids must be submitted to the Borough Clerk in person, by messenger or by mail prior to the date and time of the bid opening named above. The Borough assumes no responsibility for the

loss or non-delivery of any bid sent prior to bid opening. All bids must be accompanied by a bid security in the form of a certified check, cashier’s check or bid bond from a surety company authorized to do business in the State of New Jersey and acceptable to the Borough of Highland Park for not less than ten percent (10%) of the amount of the bid, not to exceed $20,000 made payable to the Borough of Highland Park. A surety statement must also accompany the bid.

Bidders must be registered with the NJ Department of Treasury pursuant to section 1 of P.L. 2001, c. 132 (N.J.S.A. 52:32-44). Bidders are also required to comply with the requirements of N.J.S.A.10:5-31 et seq. and N.J.A.C. 17:27-1 et seq. The Borough intends to award this contract to the lowest responsible bidder whose bid is responsive and complies with the Borough’s requirements for same.

The Borough reserves the right to abandon and cancel this proposed project prior to the opening of bids. The Borough also reserves the right to reject bids in a manner consistent with New Jersey law; and to waive immaterial defects or informalities in any bid, where it is deemed to be in the interest of the Borough to do so. The Borough further reserves the right to increase or decrease quantities specified in the manner designated in the Contract Documents. No bid may be withdrawn for a period of sixty (60) days after the date set for the opening bids.

The Borough reserves the right to award this contract based on funds available.
