The project is intended to provide apermanent covered gathering space and public restroom facilities to support park users andcommunity events.The Town reserves the right to request additional information or clarification of any submittedproposals. Proposals and pricing must remain open for sixty (60) days. This solicitation will becomean addendum to any resultant contract.The RFP is available on our website athttps://www.strathamnh.gov/departments/administration/bids_rfps_for_sale/index.phpProposals will be reviewed in accordance with the Evaluation Criteria stated within this RFP. ThisRFP supersedes all other proposals, oral and written, and all negotiations, conversations, ordiscussions between the Town and any other entity related to the subject matter. The award of thecontract shall be made to the proposer offering the best overall value to the Town of Stratham, asdetermined solely by the Town, and shall not necessarily be awarded to the lowest-priced proposal.The Town reserves the right to consider all factors it deems pertinent to the Town’s interests and tomake an award that, in its judgment, best serves the public good.Interested firms should submit five (5) paper bound copies of the proposal and one (1) copy of thesealed bid price with the submission to the following address:Town of Stratham NHAttn: Department of Public Works10 Bunker Hill AvenueStratham, NH 03885They shall also submit an electronic copy of the proposal in PDF format provided via email toadmincoordinator@strathamnh.gov or on a USB jump drive (also known as a thumb drive). The sealed proposalshall be plainly and clearly marked with the project name and the name of the firm submitting theproposal. Interested firms are encouraged to submit succinct, well-organized proposals where therequirements of this RFP can be easily identified. Sealed proposals are due by June 17th, 2026, by3:30 PM, either by mail or personal delivery. The proposed pavilionstructure will consist of an approximately 60-foot by 40-foot open-air pavilion with enclosedrestroom areas.The project will also include construction of two public restroom facilities within the pavilionstructure, including all required plumbing, utility coordination, finishes, fixtures, ventilation, andassociated building systems necessary for a complete and operational installation.3TOWN OF STRATHAM • DEPARTMENT OF PUBLIC WORKS70 Bunker Hill Avenue • Stratham, NH 03885 • 603-772-5550RFP # 05-26-01Associated site utility work will include installation of a proposed 1,250-gallon concrete pumpchamber, a 3,000-gallon concrete septic tank, and approximately 900 linear feet of Enviro-Septicleach field system, along with all related piping, controls, electrical connections, grading, trenching,and restoration required for a complete and functional subsurface disposal system.The awarded contractor shall be responsible for coordinating all work necessary to complete theproject in accordance with the plans, specifications, permitting requirements, and applicablefederal, state, and local regulations.Upon request, the Town will provide site plans, structural plans, and subsurface disposal systemplans prepared by Emanuel Engineering, Inc., which shall serve as the basis for all work performedunder the awarded contract.SCOPE OF SERVICESThe Contractor shall furnish all labor, materials, equipment, supervision, permits, and coordinationnecessary to complete the project in accordance with the plans prepared by Emanuel Engineering,Inc. and all applicable codes and standards.The work shall include, but is not limited to, the following:Pavilion Construction• Construction of an approximately 60-foot by 40-foot pavilion structure in accordance withthe approved structural plans• Installation of all foundations, footings, slabs, framing, roofing, trim, and related structuralcomponents• Furnishing and installation of all hardware, fasteners, and connection materials required fora complete structure• Coordination of inspections and compliance with all applicable building code requirementsRestroom Construction• Contractor-provided layout and construction plan for two proposed restroom facilitieslocated within the pavilion structure• Construction of restroom walls, framing, doors, finishes, fixtures, and accessories• Installation of all plumbing systems, water service connections, sanitary piping, ventilationsystems, and electrical components necessary for complete restroom operation• Installation of ADA-compliant restroom fixtures and accessibility features in accordancewith applicable standardsSeptic and Utility Installation• Installation of a proposed 1,250-gallon concrete pump chamber• Installation of a proposed 3,000-gallon concrete septic tank• Installation of approximately 900 linear feet of Enviro-Septic leach field system4TOWN OF STRATHAM • DEPARTMENT OF PUBLIC WORKS70 Bunker Hill Avenue • Stratham, NH 03885 • 603-772-5550RFP # 05-26-01• Excavation, trenching, grading, backfilling, and site restoration associated with utilityinstallation• Installation of all piping, pumps, controls, alarms, electrical connections, and relatedappurtenances required for a fully operational subsurface disposal system• Coordination with utility providers and inspection authorities as requiredSite Work and Restoration• Site preparation and grading associated with pavilion and septic construction• Restoration of disturbed lawn and landscaped areas• Erosion and sedimentation control measures throughout construction• Final site cleanup and removal of construction debrisGeneral Requirements• Coordination with the Town and project engineer throughout all phases of construction• Compliance with all applicable OSHA, state, federal, and local safety and permittingrequirements• Contractor responsibility for all necessary permits, inspections, and approvals unlessotherwise noted by the Town• Protection of existing park infrastructure and public areas during construction as much aspossiblePlease include any exclusions, assumptions, or proposed alternates within your proposalsubmission.KEY DATESEvent or RequirementRFP Posted to Town’s WebsiteCurrent site visitDeadline for submissions of questions due viaemail to admincoordinator@strathamnh.govResponses to comments and questions postedto Town’s website and distributed to all thosewho made inquiriesProposals Due (via paper or electronically)Opening of ProposalsDate and TimeMay 20th, 2026Open to the PublicJune 3rd, 2026June 10th, 2026June 17th, 2026 at 3:30 PMJune 18th, 2026MANDATORY SUBMITTING FIRM REQUIREMENTSSubmitting firms are required to assume responsibility for all services offered within the firm’sproposal regardless of whether they are produced “in-house” or performed through a sub- contractarrangement.
