By submitting a response to this solicitation, theProposer accepts the responsibility for downloading, reading and bidding by the termsand conditions set forth in the City’s “General Information for Vendors”. All questions shallbe directed in writing to bids@bangormaine.gov.III. QuestionsAny questions must be directed in writing to bids@bangormaine.gov no later than 4:30PM, Friday, January 23, 2026.The City will issue a response to any questions or inquiries submitted in writing by thedate above on or before 4:30 PM, Friday January 30, 2026. The response will be in theform of an addendum, which will be available on the City’s website. Notifications will besent to the Registered Vendor List when new addenda are released. To receive theseupdates, the City strongly encourages all potential proposers to register as vendors atwww.bangormaine.gov/vendorregistrationV. Late BidsIt is the responsibility of the Proposer(s) to see that their bids have sufficient time to bereceived by the Purchasing Department before the submittal deadline.Any bid, portion of a bid, or unrequested bid revision received at the City of BangorPurchasing Department after the time and date specified, will be returned to theProposer unopened.VI. Withdrawal of BidsNo Proposer may withdraw their bid for a period of ninety (90) days from the date ofopening. All bids shall be subject to acceptance by the City during this period.To withdraw a bid prior to the opening, the Proposer shall request the withdrawal inwriting. All costs associated with the withdrawal (i.e. mailing fees) will be borne by theProposer.VII.AwardThe bid award will be based on one or more of the following:1. Qualifications of Proposer, and/or prior history or experience with theequipment offeredVIII.RejectionThe City of Bangor reserves the right to reject any and all bids, to waive anyinformalities or defects in bids or to accept a higher cost bid if it is deemed to be in thebest interest of the City of Bangor. The City also reserves the right to negotiate with thesuccessful Proposer.IX. SpecificationsThe specifications listed below represent the City’s basic requirements for the equipmentrequested. The specifications should be viewed as a guideline for the City’s needs andnot an absolute minimum or maximum requirement. Alternate specifications will beconsidered but may not be accepted. The City will purchase the equipment that will bestmeet the requirements of the Bangor Fleet Maintenance Department. In order to beconsidered, Proposers must list the specifications of their equipment under "VendorSpecifications".The equipment requested must be the most current model year (or unsold prioryear model), one (1) Mini Excavator that meets all Federal, State and EPA Tier 4regulatory standards for the construction industry. It shall be complete as nationallyadvertised.
