Charlotte County Purchasing Department18500 Murdock Circle, Suite 344Port Charlotte, Florida 33948-1094Phone 941.743.1378Fax 941.743.1384JANUARY 7, 2026TO: PROSPECTIVE BIDDERSRE: BID 20260066, KINGS HIGHWAY WIDENING, ADDENDUM NO. 3BID DUE DATE: JANUARY 14, 2026 @ 2:00 PM ESTBidders are hereby notified that this addendum shall be made a part of the above-named proposal and contractdocuments. The following is issued to modify, and/or clarify the proposal and contract documents. These items shall have the sameforce and effect as the original bid and contract documents, and bids to be submitted on the specified date shall conformwith the additions, deletions and revisions as listed herein.ITEM # 1 QUESTIONS / ANSWERSQ1 - In response to Q6-On Page U-6, the 12” WM is tying into a 6” and 10” Watermains. There are short sections of pipe(6” and 10”) that there is not a bid item for. Can the 12” line continue and be reduced at the connection? By doing thisonly a reducer would need to be added. Can the plans be updated to show this? We wont be bidding what is on the plansby doing this?A1 - There are multiple ways to make the connections in question, with the suggested scenario already approved. Allbidders are advised to bid those items in the bid sheet. Revised plans will not be provided prior to bid. Please note thesebid questions and responses become part of the contract documents.Q2 - It is noted that the contractor is responsible for litter removal. How is that to be paid? Or can items be added formowing and litter removal?A2 – Per TS-22 litter removal and mowing is inherent to the performance turf (sod) pay item. Additional pay items will notbe added.Q3 - Will the county provide a laydown area for the contractor or recommend an area?A3 - No. Contractor will be responsible for any lay down/staging areas they feel necessary outside the County ROW orCounty owned land within the project limits. Any such use of private property shall require written approval from theproperty owner prior to use.Q4 - Will asphalt and fuel price adjustments be applicable to this project?A4 – No, this will not be applicable.Q5 - Is there a cross section of pond 100 with earthwork calculations?A5 - No. Pond cross sections are included in the plans however, given the small and irregular shape, the pond earthworkwas based off average end area at top and bottom, not the cross sections.Q6 - Currently on the roadway, there are thermo-plastic markings. Will thermo-plastic be expected to be supplied? Can apay item be added for this item?A6 - No. All striping shall be paint.BID NO. 20260066, ADDENDUM NO. 2Q7 - On the Erosion control plans indicate there are synthetic hay bales to be installed and there is not a bid item. Canone be added?A7 - 104-18 Inlet Protection System has been added to the bid form. See revised bid form attached.Q8 - Roadway Plans Indicate the separator being built on stabilized subgrade. FDOT Specs show traffic separators builton asphalt or Stabilized Subgrade/Base. Which will be required?A8 – Traffic separators shall be placed on stabilized subgrade at a minimum. If the contractor chooses it may be placedon base or asphalt as well at no additional expense to the County.Q9 - At the beginning of the project at the Walmart intersection, where there is an existing median, heading southwesttowards I-75, will all four lanes to be maintained during phase and 2 Lane Northeast travel lanes included?A9 - No. The County prefers 4 lanes remain open as much as possible, but it is assumed that traffic will need to bereduced to two lanes (1 lane in each direction) for certain operations. Contractor should make every effort to minimizethese lane restrictions and to have them occur during off peak hours as much as possible. The contractor’s MOT plansshould account for the necessary lane shifts and temporary signal modifications, i.e. shifting heads, adjusting detection, adjusting timing, etc., as necessary.Q10 - On the Sheet Pile Wall, is the Pipe Penetration to be cored or to cast in place for the Drain Pipe. And being in awall zone, will that portion of the pipe be required to be PVC per FDOT Standards ?A10 - It is assumed the sheet pile at that location will be cast in place to incorporate the RCP pipe in this area.ITEM 2: DELETE BID FORM: Please delete Bid Form on Pages 49 - 60 of the bid package and add the attachedREVISED BID FORM, ADDENDUM #3 that is attached to this addendum to the bid package.NOTE TO BIDDERS: Please make sure REVISED BID FORM, ADDENDUM #3, are used when submitting the bid.Otherwise bid will be deemed non-responsive for incorrect bid form submittal. This addendum is binding and is to be considered as if contained within the original bid documents of Bid No. 20260066.Bidders are required to acknowledge receipt of this addendum on their bid forms.Kimberly A.
