STRIDES is a U.S. Department of State–funded global initiative designed to strengthen national and subnational systems toprevent, detect, and respond to infectious disease threats in alignment with theInternational Health Regulations (IHR 2005) and U.S. Government GHS priorities. InSoutheast Asia, STRIDES is implemented in close coordination with the Government ofThailand, U.S. Embassy Bangkok, and other regional entities to strengthen laboratorysystems, surveillance, and outbreak preparedness with regional spillover benefits acrossAsia.STRIDES has four core objectives:1. Strengthen detection capacity and systems across human and animallaboratory networks, including biosafety and biosecurity.2. Develop and enhance event-based and indicator-based surveillancesystems for timely detection of public health threats.3. Improve data collection, analysis, interoperability, and reporting tosupport evidence-based decision-making and outbreak response.4. Provide targeted technical and operational support during outbreaks,including surge assistance to laboratories and surveillance systems.1This RFP and any subsequent subcontract support a national review, revision, andinstitutionalization of Thailand’s integrated antimicrobial resistance (AMR) surveillancesystem across human and animal health sectors. The work will assess existing surveillanceguidelines and practices among key agencies, including the Thai Ministry of Public Health(MOPH), Department of Livestock Development (DLD), Food and Drug Administration (FDA),Department of Medical Sciences (DMSC), Pollution Control Department (PCD), universities,and reference laboratories, and evaluate their alignment with global and regional AMRframeworks. Based on identified gaps in laboratory capacity, indicators, sampling, datamanagement, cross-sector integration, and reporting, the project will lead multisectoralconsultations to update and standardize the Thailand Integrated AMR SurveillanceGuideline. The revised guideline will clarify activation triggers, specimen handling,diagnostic workflows for priority AMR pathogens, reporting pathways, and referralmechanisms. Finally, the Activity will support nationwide dissemination, routine adoption,and monitored implementation of the updated guideline across laboratory networks andsurveillance systems to strengthen coordinated, multisectoral AMR surveillance.STRIDES Scope of WorkSTRIDES activities in Southeast Asia will implement a Government of Thailand-led, multi-sectoral, and tailored technical strategy aligned with Thailand’s National Action Plan forHealth Security (NAPHS 2023–2027) and priority gaps identified through the 2022 JointExternal Evaluation (JEE) and 2024 State Parties Annual Self-Assessment Report (SPAR)assessments. The Activity strengthens core public health capabilities in disease detection,reporting, and coordinated response with a deliberate focus on high-risk border provinces.These locations are characterized by intense cross-border mobility, migratory labor flows,zoonotic spillover risks, and recurring infectious disease outbreaks. By enhancing earlywarning systems, strengthening Point-of-Entry (PoE) surveillance, and equipping provincialRapid Response Teams (RRT) and Emergency Operations Centers (EOC) with integratedtools and protocols, STRIDES will enable Thailand to detect outbreaks earlier and respondwith faster, evidence-driven, multisectoral action.Central to this approach is strengthening Thailand’s integrated laboratory and surveillancesystems across human and animal health sectors. STRIDES will work with key Thaiinstitutions, including the Department of Disease Control (DDC), DMSC, Thai Red CrossEmerging Infectious Diseases Clinical Center (TRC-EIDCC), Chulalongkorn University, andlaboratories under the DLD to expand molecular diagnostics and genomic surveillance forpriority pathogens. Support will include upgrading critical infrastructure, reinforcing qualityassurance (QA)/quality control (QC) systems, and expanding surveillance for high-riskzoonoses and priority pathogens, including wastewater-based surveillance whereappropriate. These improvements will increase Thailand’s ability to generate accurate andtimely laboratory data and integrate it effectively into national surveillance systems toinform real-time risk assessments and targeted public health measures.2Complementing these national-level investments, STRIDES will bolster emergencypreparedness, multisectoral coordination, and community engagement, ensuring that theregion can manage public health threats efficiently. STRIDES’ work includes strengtheningincident management systems and conducting simulation exercises with human health,veterinary, border, immigration, and customs authorities. Expanding regionally, STRIDEScontributes to health security resilience by strengthening cross-border surveillance,laboratory cooperation, and multisectoral workforce development across the GreaterMekong Subregion and ASEAN platforms. Leveraging Thailand’s technical expertise andstrategic geographic position, activities support the ASEAN Coordinating Centre for AnimalHealth and Zoonoses (ACCAHZ) and bilateral coordination mechanisms with Cambodia, theLao People’s Democratic Republic (PDR), and Myanmar to improve data sharing, jointoutbreak investigation protocols, and PoE readiness. Regional laboratory quality assurance,training, and genomic surveillance collaboration builds on Thailand’s leadership within theregion. Through strategic partnerships, STRIDES will help cultivate a regional multisectoralworkforce skilled in outbreak investigation, biosafety and biosecurity, field epidemiology,and meeting 7-1-7 performance benchmarks.Subcontract Scope of Work and Implementation ApproachAny subcontract entered into as a result of this RFP will focus on supporting a nationalreview, revision, and institutionalization of Thailand’s integrated antimicrobial resistance(AMR) surveillance system across human and animal health sectors under STRIDESObjective 4. Applicants should propose a technical and financial approach to implementthe scope of work and achieve the illustrative results defined in this RFP based on theirinstitutional strengths, technical expertise, and operational presence in Thailand and/or theSoutheast Asia region. Consortium applications are acceptable where partnersdemonstrate complementary expertise, clearly defined roles, and effective coordinationand governance mechanisms.Objective 4: Provide Targeted Outbreak Detection and Response AssistanceApplicants may propose activities that include, but are not limited to:Conduct a national review of Thailand’s integrated AMR surveillance system by examiningexisting guidelines across human and animal health sectors. Map current AMR surveillancepractices among key agencies, including MOPH, DLD, FDA, DMSC, the PCD, universities, andreference laboratories. Assess alignment with global and regional standards such as theGlobal Antimicrobial Resistance and Use Surveillance System, World Organisation forAnimal Health antimicrobial use (AMU)/AMR guidelines, Food and Agriculture Organizationof the United Nations frameworks, and the ASEAN AMR Surveillance Roadmap. Identifygaps in laboratory capacity, indicator definitions, sampling strategies, data management,cross-sector integration, and reporting pathways. Consult in-country experts and partners,including surveillance officers, laboratory staff, veterinarians, epidemiologists, andacademic partners, to validate findings. Produce a national review report summarizinggaps and recommendations to inform guideline revision.3Lead multisectoral consultations with key Thai contributors and partners to jointly updateand revise the Thailand Integrated AMR Surveillance Guideline. Ensure revised proceduresclearly define standardized activation triggers, specimen handling requirements, diagnosticworkflows for priority AMR pathogens, critical-result reporting pathways, and referralmechanisms to reference laboratories. Align updated procedures with 7-1-7 early detectionand response benchmarks and integrate into existing emergency coordinationmechanisms. Integrate the updated procedures into local-level surveillance and responsemechanisms to strengthen coordinated, timely, and multisectoral action.Coordinate and oversee the nationwide dissemination and institutionalization of theupdated Integrated AMR Surveillance Guideline across laboratory networks andsurveillance systems. Support integration of the revised guideline into routineimplementation processes and laboratory quality systems, providing targeted assistance toaddress operational and system-level barriers. Strengthen adherence and long-termsustainability by establishing structured follow-up, troubleshooting, and monitoringmechanisms across all implementing areas.DeliverablesThe table below provides illustrative examples of key deliverables and performanceindicators aligned with the STRIDES Thailand/Asia Regional Scope of Work. Theseindicators are subject to revision, and additional indicators may be incorporated as theimplementation plan is finalized.
