Bid Title: Request for Qualifications - Professional Services - On-Call DCED Consulting Services
Category: Request for Qualifications/Proposals Status: Open Description: Selected consultants will augment and support DCED staff as needed. This RFQ process may select one or more firms for a three-year contract. The City does not guarantee that firms will receive a specific volume of work or total contract amount.
The City specifically seeks experienced consultants in the following subareas:

Land Use Planning
- Development Review (zoning standards)
- Development Review technical expertise with GMA Critical Areas- Wetlands, Fish and Wildlife Habitat Areas, Critical Aquifer Recharge Areas, Frequently Flooded Areas, Shorelines, and Geologically Hazards Areas
- Comprehensive and subarea planning
- Urban Design and Building Architectural Services
- Landscape Architecture
- GIS
The City will review submitted SOQs and create a list of qualified consultants for each subarea. The City is not seeking, or expecting, team responses or expertise in every aspect of each subarea. The City anticipates that all services will be by contract on an as-needed or on-call basis. Specific work under the contract will be performed on a task order basis consisting of individually negotiated task orders. Each task order will provide a specific scope, budget, and schedule for the services required. The exact disciplines required and the amount of work for each discipline has not been determined.
The services will involve a variety of projects throughout the City and may include both City projects and private development projects. This service must be provided by consultant(s) who are knowledgeable of City planning and permitting codes, regulations, requirements, processes, and procedures.

Qualifications: The City seeks consultants with extensive experience in four subareas to provide services under the direction of City staff. Services requested may include, but are not limited to, the following:
Subarea 1: Land Use Planning
• Provide technical assistance to City staff on development review of project permit ap-plications, including meetings, communications, field visits (as needed), coordination and technical memorandum.
• Technical Assistance specialty needs: Wetlands, Fish and Wildlife Habitat Areas, Critical Aquifer Recharge Areas, Frequently Flooded Areas, Shorelines, and Geologically Hazards Areas.
• Assistance with comprehensive and subarea planning.
• Ability to work within tight timeframes and produce quality work products within budget.
• May assist with update to City’s Comprehensive Plan, Zoning Ordinance and/or Critical Areas Ordinance.
Subarea 2: Urban Design and Architectural Services
• Review of architectural plans submitted to the City by developers as part of the site plan or building permit process; peer review work of others.
• Provide written summary of recommendations on the design, which may include simple sketches to illustrate recommended changes in addition to the written summary.
• Ability to interpret and develop code pertaining to design standards and requirements.
• May assist with update to City’s Zoning Ordinance, Design Standards.
Subarea 3: Landscape Architecture
• Review of landscape plans and specifications submitted to the City by developers as part of the site plan or building permit process; peer review work of others.
• Provide written summary of recommendations on the design, which may include simple sketches to illustrate recommended changes in addition to the written summary.
• Ability to interpret and develop code pertaining to landscaping standards and requirements.
• May assist with update to City’s Zoning Ordinance, Landscaping Standards.
Subarea 4: GIS
• Provide GIS services in support of department staff and projects.
• Support City’s GIS needs for long-range planning efforts.
