Overview

Summary

Pasadena Water and Power ("PWP"), a department of the City of Pasadena ("City"), is inviting bids for the construction of a 25 Megawatt ("MW") utility-scale lithium iron phosphate Battery Energy Storage System (“BESS”) with a minimum storage capability of four (4) hours to be constructed at PWP's Glenarm Power Plant location. Construction of the BESS Project must adhere to all applicable local, state, and federal regulations and protocols.

This contract covers construction-only services, as the complete design and engineering documents have already been finalized and are included in this bid package. The selected contractor will be responsible for construction, equipment installation, wiring, termination and testing of their scope of work to deliver a fully operational BESS facility compliant within the contract.

Contractors must demonstrate experience with Lithium-Ion Utility Scale Containerized Battery Projects or similar electrical infrastructure projects and be capable of delivering the project in compliance with all applicable codes, safety standards, and permitting conditions. Contractor shall be fully responsible for the construction execution, field coordination, local testing within the scope of this bid and completion of all work as defined in this specification and IFC documentation.

Background

The City of Pasadena ("City") seeks the services of a Qualified Bidder to construct a Battery Energy Storage System ("BESS") Project . The BESS Project Construction Contractor will construct a lithium iron phosphate BESS installation of at least 25 MW / 100 MWh, four hours of storage, in Pasadena, California. The objective for this Bid is to select a private entity, a contractor, who shall furnish all labor, materials, equipment, transportation, supplies, systems, and disposal as necessary to complete the construction of the Glenarm BESS Project as shown on drawings and as described in the specifications as required herein.

The proposed BESS Project will be located on 0.59 acres at 43 East State Street, Pasadena, California (Pasadena Complex). The BESS Project must be constructed in adherence to all applicable local, state, and federal regulations and protocols; and the BESS Project must interconnect directly to PWP’s electric distribution system at 34.5 kilovolts ("kV").

The contract between the City and the Project Construction Contractor shall include all labor, material, equipment, install, support during commissioning, and interconnect, and start-up of the BESS prior to Commercial Operation Date. The City has execute a separate contract with a qualified firm, the Project Developer, who is contractually responsible for the development, design, engineering, ownership, and operation of the Glenarm BESS.
