OBJECTIVEThe City of Ann Arbor (City) is seeking the services of qualified firms (Contractor) toprovide 9-1-1 Advanced Life Support (ALS) ambulance services as a coordinatedservice to the City of Ann Arbor Fire Department ’s (AAFD) current basic life supportnon-transport and transport Emergency Medical Services (EMS). The awardedContractor, shall provide the requested services in accordance with the requirementsspecified in this RFP. All ambulance services described in this RFP document referonly to ground ambulance services. The City does not guarantee that the Contractorwill be assigned any particular number of calls for service. However, the Contractorselected for this contractor will be the single provider of ALS service to the City of AnnArbor during the terms of the contract. Prior to submitting a proposal, Contractors areadvised to carefully read this RFP in its entirety.AAFD operates one basic life support ambulance (BLS). A second BLS ambulance isstaffed for periods of peak demand such as during home University of Michiganfootball games or as non-overtime staffing allows. AAFD also operates five BLS non-transport fire apparatuses (engines and ladders). In 2024, AAFD responded to 5,557emergency medical incidents.As an EMS provider, AAFD serves a critical role in a coordinated system that ensurespatients receive the appropriate level of care at every stage, from the moment a 9-1-1 call is made to the point of definitive treatment or recovery. This coordinated system,also known as the “continuum of care,” encompasses every phase of patientinteraction, including initial emergency response, prehospital care, transport, hospitaladmission, and post-discharge follow-up, ensuring that patients experience aconsistent and high-quality care process throughout their journey.AAFD’s EMS delivery is a crucial link in this continuum of care by providing rapidresponse, patient assessment, on-scene treatment and/or stabilization, transport ifnecessary to an appropriate facility based on patient’s needs, and follow-up for high-risk patients. The integration of these services into the broader healthcare system isessential for ensuring overall system efficiency and supporting the continuum of care.As a contracted ALS ambulance provider for the City, the Contractor will beresponsible for delivering timely, proficient, and compassionate service based on thefollowing goals:1. Optimal Patient Care – High-quality advanced prehospital medical care andinterventions to ensure appropriate level of care and seamless transition from theprehospital environment to more definitive care settings, if needed.2. Resource Utilization and Adaptability – Integration of resources into AAFD’s EMSdeployment model to ensure maximum effectiveness and system-wide efficiency.33. System Adaptability – Capacity and flexibility for adapting to deployment changesnecessary to meet system demand and maintain level of service.4. Fiscal Responsibility - Fair and reasonable fee proposal that supports service levelrequirements and demonstrates value to the residents and visitors.From October 2024 – September 2025 it is estimated there were 11,828 calls forALS service in the City of Ann Arbor. Of these incidents, 4,936 were normal traffic(non-life threatening) responses and 6,892 were priority traffic (life-threatening).The effective date of the resulting contract will be January 1, 2027. The initialcontract will be for two (2) years with the potential of a single two (2) year renewal.B. QUESTIONS AND CLARIFICATIONS / DESIGNATED CITY CONTACTSAll questions regarding this Request for Proposal (RFP) shall be submitted via e-mail.Questions will be accepted and answered in accordance with the terms and conditionsof this RFP.All questions shall be submitted on or before January 26, 2026 by 5:00 p.m., andshould be addressed as follows:Scope of Work/Proposal Content questions shall be e-mailed to Mike Kennedy,Fire Chief – mkennedy@a2gov.orgRFP Process and Compliance questions shall be e-mailed to Colin Spencer, Buyer- CSpencer@a2gov.orgShould any prospective offeror be in doubt as to the true meaning of any portion ofthis RFP, or should the prospective offeror find any ambiguity, inconsistency, oromission therein, the prospective offeror shall make a written request for an officialinterpretation or correction by the due date for questions above.All interpretations, corrections, or additions to this RFP will be made only as an officialaddendum that will be posted to a2gov.org and MITN.info and it shall be theprospective offeror’s responsibility to ensure they have received all addenda beforesubmitting a proposal. Any addendum issued by the City shall become part of theRFP, and must be incorporated in the proposal where applicable.C. PRE-PROPOSAL MEETINGA pre-proposal meeting will be held:WHEN: January 23, 2026 at 1:00 p.m.4WHERE: Fire Station 1 – Emergency Operations Center, 111 North 5th Ave, AnnArbor, Michigan 48104 (use south entrance closest to Huron, has largeAAFD patch)The meeting is not mandatory; however, it is highly recommended that interestedofferors attend the meeting. The purpose of this meeting is to discuss the serviceswith prospective offerors and to answer any questions concerning RFP 26-04. Anyquestions and answers furnished in the pre-proposal meeting will not be official untilverified in writing through an addendum.D. PROPOSAL FORMATTo be considered, each firm must submit a response to this RFP using the formatprovided in Section III. No other distribution of proposals is to be made by theprospective offeror. An official authorized to bind the offeror to its provisions mustsign the proposal. Each proposal must remain valid for at least ninety days from thedue date of this RFP.Proposals should be prepared simply and economically providing a straightforward,concise description of the offeror’s ability to meet the requirements of the RFP. Noerasures are permitted. Mistakes may be crossed out and corrected and must beinitialed in ink by the person signing the proposal.E. SELECTION CRITERIAResponses to this RFP will be evaluated using a point system as shown in Section III.A selection committee comprised of staff from the City will complete the evaluation.The fee proposals will not be reviewed at the initial evaluation. After initial evaluation,the City will determine top proposals, and open only those fee proposals. The Citywill then determine which, if any, firms will be interviewed. During the interviews, theselected firms will be given the opportunity to discuss their proposal, qualifications,past experience, and their fee proposal in more detail. The City further reserves theright to interview the key personnel assigned by the selected offeror to this project. Ifthe City chooses to interview any respondents, the interviews will be tentatively heldthe week of March 2, 2026. Offeror must be available on these dates.All proposals submitted may be subject to clarifications and further negotiation. Allagreements resulting from negotiations that differ from what is represented within theRFP or in the proposal response shall be documented and included as part of the finalcontract.F. SEALED PROPOSAL SUBMISSIONAll proposals are due and must be delivered to the City on or before, February17, 2026 by 2:00 p.m. (local time). Proposals submitted late or via oral, telephonic,telegraphic, electronic mail or facsimile will not be considered or accepted.5
