The Town of Cheshire reserves the rights to amend or terminate this Request for Proposals, accept all or any part of a proposal, reject all proposals, waive any informalities or non-material deficiencies in a proposal, and award the proposal to the proposer that, in the Town’s judgment, will be in the Town’s best interests.
All proposers must attend a mandatory pre-bid conference on November 19, 2025 at 1:00pm in Room 207/209 in the Cheshire Town Hall, 84 South Main Street, Cheshire, CT 06410.

INTRODUCTIONThe Town of Cheshire (the “Town”) is soliciting proposals for a TOWN AND SCHOOLPHYSICAL SECURITY UPGRADES as detailed in the Specifications section. This Request forProposal is not a contract offer, and no contract will exist unless and until a written contract is signedby the Town and the successful proposer.Interested parties should submit a proposal in accordance with the requirements and directionscontained in this Request for Proposals. Proposers are prohibited from contacting any Town orTown employee, officer or official concerning this Request for Proposals, except as set forthin Section 6, below. A proposer’s failure to comply with this requirement may result indisqualification.If there are any conflicts between the provisions of these Standard Instructions to Proposers and anyother documents comprising this Request for Proposals, these Standard Instructions to Proposersshall prevail.2. RIGHT TO AMEND OR TERMINATE THE REQUEST FOR PROPOSALS ORCONTRACTThe Town may, before or after proposal opening and in its sole discretion, clarify, modify, amendor terminate this Request for Proposals if the Town determine it is in the Town’s best interest. Anysuch action shall be affected by a posting on the Town’s website under “Bids and Requests forProposals (RFPs)”, at www.cheshirect.gov. Each proposer is responsible for checking the Town’swebsite to determine if the Town has issued any addenda and, if so, to complete its proposalin accordance with the Request for Proposals as modified by the addenda.If this Request for Proposal provides for a multi-year agreement, the Town also reserves the right toterminate the Contract at the end of the last fiscal year for which funds have been appropriated, andthe Town shall have no obligation or liability to the successful proposer for any unfunded year oryears.The Town has allocated specific budget amount for this project. The Town reserves the rightto reject any proposals that exceed the allocated budgeted amount to this project.3. KEY DATESProposal Opening:Preliminary Notice of Award:Contract Execution:December 11, 2025December 19, 2025January 5, 2026The Preliminary Notice of Award and Contract Execution dates are anticipated, not certain.4. OBTAINING THE REQUEST FOR PROPOSALSAll documents that are a part of this proposal may be obtained from the Cheshire website under “Bidsand Requests for Proposals (RFPs)”, at www.cheshirect.gov.5. PROPOSAL SUBMISSION INSTRUCTIONSOne (1) original hard copy and two (2) electronic copies of all proposal documents must besubmitted in sealed, opaque envelopes clearly labeled with the proposer’s name, the proposer’saddress, the words "PROPOSAL DOCUMENTS,” and the Proposal Title, Proposal Numberand Proposal Opening Date. The Town may decline to accept proposals submitted in unmarkedenvelopes that the Town opens in its normal course of business. The Town may, but shall not berequired to, return such proposal documents and inform the proposer that the proposal documentsmay be resubmitted in a sealed envelope properly marked as described above. All proposers mustprovide electronic copies (USB Thumb drive preferred) of their proposals along with the proposaldocuments.All proposal documents must be submitted in sealed, opaque envelopes clearly labeled with theproposer’s name, the proposer’s address, the words "PROPOSAL DOCUMENTS,” and theProposal Title, Proposal Number and Proposal Opening Date. The Town may decline to acceptproposals submitted in unmarked envelopes that the Town open in its normal course of business.The Town may, but shall not be required to, return such proposal documents and inform the proposerthat the proposal documents may be resubmitted in a sealed envelope properly marked as describedabove.Proposal prices must be submitted on the Proposal Form included in this Request for Proposals. Allblank spaces for proposal prices must be completed in ink or be typewritten; proposal prices mustbe stated in both words and figures. The person signing the Proposal Form must initial any errors,alterations or corrections on that form. Ditto marks or words such as “SAME” shall not be used inthe Proposal Form.Proposals may be withdrawn personally or in writing provided that the Town receive the withdrawalprior to the time and date the proposals are scheduled to be opened. Proposals are considered valid,and may not be withdrawn, cancelled or modified, for sixty (60) days after the opening date, to givethe Town sufficient time to review the proposals, investigate the proposers’ qualifications, secureany required municipal approvals, and execute a binding contract with the successful proposer.An authorized person representing the legal entity of the proposer must sign the Proposal Form andall other forms included in this Request for Proposals.Each written and electronic submission MUST include the company web site URL, an emailaddress, and direct contact information for the proposers.6.
