MARKS FIRE RESCUE FACILITY CONSTRUCTIONINTENT AND GENERAL INFORMATIONINTENT AND GENERAL INFORMATIONWakulla County, Florida through Invitation to Bid No. 2026-06, is soliciting bids from qualifiedbusinesses registered to do business in the State of Florida to construct of a new 4,967-square-foot building as specified in the Scope of Services herein referred to as “the Services”.MANDATORY PRE-BID CONFERENCEA mandatory pre-bid conference is scheduled for APRIL 16, 2026, at 10:00 a.m. EST. The meetingwill be held at the Wakulla County Board of County Commissioners Administration Office locatedat 3093 Crawfordville Hwy., Crawfordville, FL 32327. The pre-bid conference is MANDATORY forall contractors who plan to submit bids. Attendees must sign in at the pre-bid conference in orderto be authorized to bid on the project.It is the intent of this ITB to enter into a Contract with the successful Bidder to begin uponapproval of the Board of County Commissioners and the issuance of a Notice to Proceed (NTP),for the Work.Firms interested in preparing a bid for this ITB must complete the requirements set forth in thisITB, its attached documents and documents incorporated by reference (collectively referred toas the “ITB”). Under the bid process of Wakulla County, the conditions set forth herein arebinding on the Bidder as confirmed by the signature of a person with legal authority to bind theBidder on the cover letter transmitting its Bid to the County in response to this ITB.If this ITB is amended, the County Procurement Office will issue an appropriate addendum to theITB. Any addendums will be posted on the county website. If an addendum is issued, all termsand conditions of this ITB that are not specifically modified in the addendum shall remainunchanged. An addendum to this ITB will be issued if any of the date and/or time change unlessthe date(s) fall after the date the ITB Bid(s) are due. Specific dates/time will be determined ateach phase.It is understood and the Bidder hereby agrees to be solely responsible for obtaining all materialsand determining the best methods that will be utilized to meet the intent of the specifications ofthis ITB. Failure by the Bidder to acquaint themselves with the available information will notrelieve them from responsibility for estimating properly the difficulty or cost of successfullyperforming the work. Bidders are expected to examine the specifications and all instructionspertaining to the required commodities/services. Failure to do so will be at Bidder’s risk.The County reserves the right to reject any Bid found to be non-responsive, vague, or non-conforming. The County also reserves the right at any time to withdraw all or part of this ITB inorder to protect its best interests. The County is not liable for any costs incurred by the Bidder inpreparing its response, nor is a response an offer to contract with any Bidder. By submitting a reply, each Bidderspecifically acknowledges and agrees that in addition to all requirements noted elsewhereIn this Bid, all requirements referencing “Contractor” contained within the Scope ofService below will be applicable to the Bidder should they be deemed the successfulBidder.All services to be performed by, or under the direction of the successful Bidder under anyresultant contract, shall meet or exceed the minimum requirement outlined in this Bid.Under no circumstances shall services meeting less than the minimum servicesrequirements be permitted without the prior written approval of the County; otherwise,it shall be considered that services proposed will performed in strict compliance withrequirement and rules, regulations and governance contained in this Bid and successfulBidder shall be held responsible, therefore.3.2 General Information. The successful contractor will be responsible for the followingscope of work:The work will consist of, but is not limited to, the construction of a new 4,967-square-footbuilding. The structure will include a concrete foundation with steel and metal framingfor the exterior walls. The roof will consist of metal trusses and decking with a standingseam metal roof. The project will also include new HVAC, plumbing, and electricalsystems, along with site work and utilities. Site work will consists of, but not limited to,debris removal, perimeter fence removal, asphalt paving, concrete driveway, utilityconnection and any other scope shown in the documents.The total funding available for this project is $1,926,172.00. Funding is provided by theDivision of the State Fire Marshal. No federal provisions apply to this procurement.SECTION 4.0 RECEIPT AND OPENING OF THE BID4.1 All Bids received will be recorded and date-stamped at the Wakulla County office locatedat 3093 Crawfordville Highway, Crawfordville, Florida. The responsibility for submittingthe Bid to the County Procurement Office no later than the specified time and date issolely that of the Bidder. The County will in no way be responsible for delays in maildelivery or delays caused for any other occurrence.4.2 Submission of Bids by fax or other electronic means will not be accepted. Late Bids willnot be accepted, i.e., any Bid submitted/received after 3:00 P.M. EST on MAY 19, 2026,unless otherwise changed through the issuance of an addendum to this ITB.
