DescriptionNew York City Economic Development Corporation (“NYCEDC”) invites firms to submit a proposal in response to this Request for Proposals (“RFP”), to provide public education campaign services to maximize public awareness of New York City Charter ballot items. In May 2026, Mayor Mamdani announced the appointment of the Commission on Government Efficiency (“COGE”), a Charter Revision Commission tasked with making City government work better for New Yorkers. COGE is a body of 15 members and staffed by City of New York employees charged with reviewing the New York City Charter for potential revisions. The Commission held ten hearings across the five boroughs over the summer, released its interim report on July 3, 2026, and released its final report on July 23, 2026. NYCEDC is seeking a firm to provide public education campaign services, design and ad buys across multiple types of media, to maximize public awareness of the ballot items. The public education campaign will launch no later than September 15, 2026
NYCEDC plans to select a consultant on the basis of factors stated in the RFP which include, but are not limited to: the quality of the proposal, experience of key staff identified in the proposal, demonstrated successful experience in performing services similar to those encompassed in the RFP, and the proposed fee.It is the policy of NYCEDC to comply with all federal, state and City laws and regulations which prohibit unlawful discrimination because of race, creed, color, national origin, sex, age, disability, marital status and other protected category and to take affirmative action in working with contracting parties to ensure certified Minority and Women-owned Business Enterprises (MWBEs) share in the economic opportunities generated by NYCEDC’s projects and initiatives.
