Description

The 156th Wing, at the Muniz Air National Guard Base, Carolina, Puerto Rico intends to issue a Request for Quotes conducted under the Revolutionary Federal Acquisition Regulation (FAR) Part 12 procedures for commercial services to award a single firm fixed-price contract for services, non-personal, to provide all supervision, transportation, labor, materials, equipment, fuel and any other needed materials and quality control necessary, except as specified in Paragraph 3.0 as Government Furnished items, to safely excavate, remove, and replace three (3) failing main water distribution valves located at a depth of 4 to 7 feet on the installation. The project includes site preparation, excavation, valve installation, backfilling, and site restoration to maintain the integrity of the base water distribution system.



Work shall be in accordance to drawings contained in the Statement of Works (SOW) incorporated in this solicitation. Contract completion time is 30 calendar days after receipt of contract to include inspection and punch lists.

SITE VISIT INFORMATION:

Our agency will host a site visit on Aug 11, 2026, 10:00 AM AST (local time), to be held at the 156th Wing, Muniz Air National Guard Base, Carolina, P.R. Interested contractors are encouraged to attend. Although not mandatory, scheduled site visit is critical. We are trying to mitigate potential risks and damages for the government and contractor by showcasing the project level of effort. We suggest you carry all necessary material to take notes/measurements during the visit, as needed. Questions will not be answered during the visit, instead they will be answered in writing by responding to questions via requests for information (RFI), The solicitation and associated information will be available only from the Contract Opportunities page at SAM.gov.



To obtain installation access, interested parties must submit a request for attendance no later than 2:00 PM AST on Aug 10, 2026, to rafael.martinezrodriguez@us.af.mil

Firm Name and Telephone Number

Visitor (s) Name

Copy of valid Real ID Act compliant Driver’s License and or US Passport.



IMPORTANT BASE ACCESS NOTICE: Muniz Air National Guard Base is a secure Air Force installation. Access is controlled strictly by security forces. For those processing on-site, you must bring a valid state/federal ID, current vehicle registration, and proof of vehicle insurance. Concealed carry, open carry, and personal firearms of any kind are strictly prohibited on the installation.



REQUESTS FOR INFORMATION (RFIs):

Requests for Information shall be submitted on or before 2:00 PM AST on Aug 13, 2026, to the following email address: rafael.martinezrodriguez@us.af.mil. Information provided at the site visits, as well as questions, shall not change/qualify the terms and conditions of the solicitation. Any needed changes to the solicitation will be implemented via a formal amendment.



SOLICITATION DOCUMENTS:

Project specifics, full instructions to offerors, and evaluation criteria can be found in the attached Standard Form (SF) 1449 Section L and associated documents.



A complete bid package must contain the following:



1. Offer, Standard Form (SF) 1449 blocks 17a. and 30 (complete all letters)

2. Under Section B “Supplies or Services & Prices or Costs” page 3 - all items must be priced and totaled

3. Items listed under Section M (List of equipment and/or types of skill sets and or disciplines needed from laborers based on solicitation Statement of Works and proposed project schedule)

The Government intends to award without discussions.
