TOWN OF HARRISONINVITATION FOR THIRD PARTY INSPECTION/PLAN REVIEW SERVICESThe Town of Harrison in the County of Hudson, State of New Jersey, is a Class 1municipality seeking proposals from authorized (per the New Jersey UniformConstruction Code, Department of Community Affairs) agencies for plan review and on-site inspection services. The contract will be for a One (1) year term for the followingsub-codes:➢ Elevator – One (1) HHS, Sub-Code Official/InspectorThe contract shall require minimum fulltime staffing of Sub-Code Official and Inspectorpositions. All Sub-Code Official and Inspectors are required to possess a HHS license intheir respective sub-code. Also, all Sub-Codes and Inspectors must be approved by theTown of Harrison Construction Official, who shall have the authority to determine thatthe sub-code officials/inspectors are able to effectively enforce the sub-code for whichthe bid is submitted.On-site Inspection Agency is responsible for substituting all Subcode Officials due tovacation leave, sick leave, etc… Agency must also give the Town of Harrison two (2)weeks notice for any substitutions.The Town of Harrison has a population of approximately 19,000 and comprises of 1.5square miles.The Third-party service agency selected pursuant to this Request For Proposal mustcomply with all the duties and responsibilities enumerated in N.J.A.C. 5:23-4.13 andN.J.A.C. 5:23-4.14 as well as all related rules and regulations. It is required that the on-site agency personnel be available at the Office of the Construction Official daily fromthe hours of 8 AM to 4:30 PM. All inspections and re-inspections shall be performed in atimely manner as prescribed by the Uniform Construction Code under the direction of theTown Construction Official. All inspectors are to report back to the office at the end ofthe day and hand in all paperwork on all inspections performed. It is understood that theprivate enforcing agency will adhere to and comply with all the required procedures andresponsibilities as required by the Municipality. Failure to comply with any proceduresor responsibilities shall be cause for immediate termination.Interested parties must submit a written proposal together with a qualification statement.The qualification statement submitted shall be in writing and shall contain the followinginformation. Please address in writing, the manner in which your agency intends tocomply with our “Local Procedural Requirements”, which are made a part of this requestfor proposal.Any omission of required information shall allow the local governing body the option toautomatically disqualify the entire proposal.11. Agency name and principal business address.2. Name of person who will service as the agency’s responsible official andrepresentative if the agency is awarded the contract.3. A complete list of all agency technical, field inspection, and supervisorypersonnel, grouped by job classification and title. This list must also containthe technical, education, and license qualifications of each person named.4. A complete list of all municipalities served by the agency specificallyidentifying the subcodes enforced in each municipality named and the numberof permits supervised and the number of inspections performed during anaverage month of the previous year in each municipality.5. The agency’s Table of Organization correlated by job title to the personnel listspecified in 3 above.6. The manner in which each class of employee is compensated which shall beone of the following only: full-time salaried, part-time salaried, full-timehourly or part-time hourly. If employees of a given class are compensated inmore that one way, a percentage breakdown must be provided. Provide a listof the elevator Inspectors and Subcodes employed by your agency inaccordance with this requirement.7. The complete address of each agency office that is open and staffed at least 35hours per week by salaried or hourly agency employees.8. A narrative description of the arrangements the agency plans to make for theissuance of minor work and single trade permits.9. A narrative description of the arrangements the agency plans to make fordischarging plan review obligations. We require Plan Reviews to becompleted in five (5) days or receipt of plans.10. The time in which the agency can or has performed plan reviews assigned bythe Construction Official. We require a completion time of five (5) days.11. Any guarantees of time in responding to request for required inspections orplan reviews where the response times are less than the maximum timeestablished in the regulations. If you cannot guarantee response time less thanthe maximum, please so state in your proposal. We require a time of (24)hours from time requested.212. The time in which the agency can respond or has responded to requests forrequired inspections from the construction industry. We require a time of oneday from date requested.13. A narrative description of the arrangements the agency plans to make forproviding emergency inspection services, including response time. Werequire a response time of (18) hours from time called.14. The bidding agency shall provide this office a list and brief description of anyand all investigations being conducted by the Department of CommunityAffairs or any other department of the State of New Jersey, regarding yourcompany. Failure to provide this information may result in thedisqualification of your proposal.The following list of “Local Procedural Requirements” shall be considered part ofyour Agency’s response to this RFP.• The Subcode Official will prepare all Notices of Violation, for signing togetherwith the Construction Official. The notices shall include all the necessaryinformation to complete the form such as Name of Owner or Agency, Lot andBlock numbers, a different Control Number for identification purposes, the nameand address of the Board of Appeals, the fee for application to the Board. Includean example of your completed form.• The Subcode Official must complete the Certificate of Compliance, for signing bywith the Construction Official. Form must include the type of Certificate, Blockand Lot numbers, Building Registration Numbers, elevator car number andexpiration date of Certificate. We require a Control Number for each certificateissued. Include an example of your completed form.• Please enclose resume of the individual who will act as your agency’s“Responsible Official”.• The Subcode Official must hand deliver to our Building Department, within (15)days of the inspection all Inspection reports, completed Notices of Violation, andCertificate of Compliances for signing off with the Construction Official. Includean example of your completed forms.• N.J.A.C. 5:23-12 requires that inspection cycles be maintained. We require amonthly status report, which lists the address of the elevator, the currentowner/agent, the type of elevator device, the next inspection due date and type ofinspection for each building location in our municipality. If a re-inspection isrequired, that address must be highlighted for the Construction Official’s review.Please include a sample of a completed status report.• The Owner requires all stationery to be supplied by the Agency.3• The bid shall provide a Fee schedule based on the fee your agency is biddingbased on a percentage of the state fees. Our municipality requires a 15%administrative fee.• Included with the inspection report, we will require a separate letter ofexplanation, addressed to each Owner or Agent. It must include the address of thedevice inspected, the type of certificate issued, and instructions for abatement ofviolations. Please include a sample of your completed letter.• All invoices shall be accompanied by a Statement Summary which will includethe following information, Date of Inspection, Address of property, Block, Lot,Control Number, Agency fee, Town fee and Total fee. Failure to provide thisinformation will delay processing of third-party agency’s invoices.In addition to the above the following must be provided with all proposals:1. A sample of the agency’s insurance certificate2. A copy of the agency’s NJ Business Registration Certificate requiredby P.L. 2004, c.57All proposals must be submitted no later than 10:00 AM on Friday March 13th2026.
