Huron River DriveAnn Arbor, MI 48105-4800PHONE: (734) 677-3603pur@wccnet.edu1.0 Proposal InvitationWashtenaw Community College (“College” and/or “WCC”) seeks proposals from vendors that can fulfillthe deliverables as outlined in this RFP. The major goal of this project is to provide WCC’s biology & lifesciences students with a safe, reliable, and educationally effective nucleic acid gel documentation system.Submissions should detail the firm’s ability to meet the major goal of this project and the requirementsoutlined below.The purpose of this RFP is to assess the current availability of the selections outlined herein. The College,at its sole discretion, may consider the closest comparable substitution for award. The selected supplierwill be able to provide all deliverables outlined in the RFP.Response to this RFP confirms an understanding that this is not a contract or offer of business by theCollege. This request for proposal in no manner obligates the College to the eventual purchase of anyproducts or services described, implied, or which may be proposed, until confirmed by written agreement,and may be terminated by the College without penalty or obligation at any time prior to the signing of anagreement, contract, or purchase order. In submitting a proposal, Supplier agrees that all materialsassociated with, attached to, or referenced by the submitted proposal will become the property of theCollege and may be incorporated into a subsequent contractual agreement between the successfulSupplier and the College.The College is not liable in any manner or to any extent for any cost or expense incurred by the Supplierin the preparation, submission, presentation, or any other action connected with proposing or otherwiseresponding to this RFP. Such exemption from liability applies whether such costs are incurred directly bythe Supplier or indirectly through the Supplier’s agents, employees, assigns, or others, whether related ornot to the Supplier.The College reserves the right to reject any and all proposals and waive any irregularities. Proposals whichfail to comply fully with any provisions of this document may be considered invalid and may not receiveconsideration. The College also reserves the right to negotiate terms and conditions of a contract with thechosen Supplier. The College reserves the right to award a contract based on any combination of thespecifications described herein.The awarded Supplier’s proposal response shall be subject to, and governed by the College’s Terms andConditions for Product Purchase and Installation, located at:https://www.wccnet.edu/about/purchasing/purchasing-terms-products.php, as a condition of award,and are hereby incorporated herein as a substantive part of the solicitation documents. In the eventthere is any conflict or inconsistency between the Terms & Conditions referenced in the RFP documentsand those included in a Supplier’s Proposal response, Supplier’s quote, or listed on the Supplier’swebsite, the Terms & Conditions of the RFB documents shall govern. Proposal submissions must includeall exceptions to the College’s terms and conditions of purchase. A purchase order signed by anauthorized agent of the College is required to constitute acceptance of Proposal offer and offer termsand conditions of service. This RFP and any subsequently offered contracts will be governed by the lawsof the State of Michigan. As required by law, any information submitted in response to this request for proposal could becomepublic information. Suppliers responding to this proposal are cautioned not to include any proprietaryinformation as part of their proposal unless such proprietary information is carefully identified in writingas such and accepted by the College as proprietary. Any documents submitted may be reviewed andevaluated by any person at the discretion of the College, including non-allied and independent Suppliersretained by the College now or in the future.Timing is critical. The College is looking to have all requested units delivered to WCC’s Campus on orbefore June 26th, 2026.Preference will be given to the suppliers who can meet the specifications provided or closest substitutesas determined by the College. Award of a contract will be based on the proposal whose offering bestmeets the needs of the College. Criteria for award of a contract include but are not limited to:platform, development, and content authoring capabilities; firm’s relevant experience in education; easeof use; compatibility with College’s existing infrastructure and software; ability to provide requiredequipment/software; price; and deliverable timeline.The College reserves the right to request follow-up information such as questions, presentations, anddemos prior to contract award.2.0 Planned RFP ScheduleRFP Timeline:RFP Issued: May 15th, 2026.Submission of Written Questions from Prospective Bidders: May 19th, 2026, by 2:00pm EDT.College will post Responses to Written Questions: May 20th, 2026, by 2:00pm EDT.RFP Due Date: May 22nd, 2026, by 2:00pm EDT.3.0 Specifications/Requirements1. Vendor shall specify the manufacturer, model name, and complete system configuration, including allrequired hardware, sensors, components, software modules, licensing, support services, and accessoriesnecessary to meet all requirements of this RFP.2. The proposal shall include all items required for full operational use, including but not limited to:• Software & hardware• Set-up, maintenance and security requirements3. Please indicate the date when the unit and all components can be delivered for operation and use onWCC’s Campus in Ann Arbor, Michigan. All lead times after receipt of order (ARO) should be notedwithin submission and will be shipped FOB Destination WCC, freight pre-paid.4. Huron River DriveAnn Arbor, MI 48105-4800PHONE: (734) 677-3603pur@wccnet.eduRequiredspecifications:PreferredSpecifications:Shipping point:Delivery:Specifications:• Proposed equipment shall allow the College to eliminate the use of ineffective and lengthyvisible light DNA staining from the student lab workflow, reducing lab time and simplifyingwaste disposal compliance.• Enable clear, quality digital imaging of DNA and RNA agarose gels using modern safe stains(e.g., SYBR Safe, GelRed).• Support direct band visualization and gel excision on the instrument, without requiring geltransfer.• Provide an intuitive software interface suitable for undergraduate students with minimaltraining.•Unit must provide non-UV, LED-based illumination — no UV transilluminator; blue/greenLED excitation required for safe stain compatibility.• Must image safe stain alternatives to EtBr (SYBR Safe, GelRed, GelGreen, or equivalent),with excitation ~490 nm and emission >520 nm.• On-instrument gel excision capability with a protective amber/orange viewing shieldincluded.• Compatible with both standard mini and midi gel sizes (accommodates gels up to at least10 cm × 10 cm).• Includes image capture and analysis software; software must be included in purchase price(no separate licensing fee).• At least one year warranty on parts and labor.• Compact, benchtop footprint suitable for shared student lab space.• Ability to image ethidium bromide gels as well (broader stain compatibility).• Quantification capability (band intensity analysis) within included software.• Export to common file formats (TIFF, JPEG, PNG) without proprietary lock-in.• Multiple exposure/sensitivity settings to accommodate varying DNA concentrations.• Vendor provides training resources or instructional materials appropriate forundergraduate teaching labs.• US-based technical support and service availability.FOB WCC, Pre-paidAll requested items must be delivered to WCC’s Campus on or before June 26th, 2026.Final acceptance shall be contingent upon successful, functional testing, demonstrating thatthe system meets all required specifications listed above.4.0 RFP Requirements - GeneralThe following requirements must be met when responding to this RFP.
