REQUEST FOR PROPOSALS
2026 FORESTRY MANAGEMENT PLAN
PURPOSE
The City of Port Huron (City) is requesting proposals for professional services related to
development of a Forestry Management Plan.
BACKGROUND
This City of Port Huron, a “Tree City USA” since 1997, has experienced declines in its tree
canopy coverage. Like many cities, Port Huron’s tree canopy declined due to Dutch Elm
Disease, Emerald Ash Borer, Sewer Separation Projects, and Urban Renewal. The City is
committed to equitably increasing the City’s tree canopy coverage from its current 24.9% to
40%, in line with Port Huron’s Resolution #20-054 which states that “social inequities are a
public health crisis.”
We seek professional services to accurately catalogue the current state of our tree canopy
through a tree inventory and develop a forestry management plan that meets the City’s goals
of both properly maintaining and expanding the City’s tree canopy coverage. In addition, we
believe that to successfully reach 40% canopy coverage, community engagement and outreach
are essential. Hence, we welcome the inclusion of strategies, case studies, or examples of
successful community engagement as part of the forestry management plan.
SCOPE OF WORK
The Consultant shall perform the following services for the City related to this project:
1. Attend and administer meetings related to the project including the following:
a. Kickoff Meeting
b. Preliminary Plan Review Meeting (60% Complete)
c. Final Plan Review Meeting (80-90% Complete)
d. Interim Progress Meetings (2)
e. City Council Meeting
2. Prepare and submit preliminary forestry management plan (60% complete) to the City and
meet with the City to discuss progress and comments.
3. Implement comments from preliminary plan review.
4. Prepare and submit final review forestry management plan (80-90% complete) to the City
and meet with the City to discuss progress and comments.
5. Implement comments from final plan review.
6. Prepare final deliverables including forestry management plan to the City.
7. Prepare and present presentation for City Council meeting.
8. Address comments generated from the City Council meeting and resubmit management
plan to the City.
9. Attend and administer two public input meetings and compile results.
10. Identify community education strategies.
11. Perform tree study/survey/inventory including risk assessment within public property
including: right-of-way, parks, cemeteries. Identify how the data will be managed (training
with management system shall be provided as part of the scope of work). Risk assessment
shall include the following:
a. Location
b. Date of inventory
c. Tree size, estimated age and species
d. Inspection of tree health (decay, disease, dieback)
e. Structure (cracks, weak attachments, leaning)
f. Site conditions (soil, nearby buildings, hardscape)
12. Prepare canopy survey (public and private)
13. Master Plan should include the following at a minimum:
a. Goals
b. Identification of related grants and requirements to apply for grants.
c. Identify suitable planting locations with recommended tree species.
d. Equitable distribution of trees
e. Prepare a checklist that should be considered prior to each planting. Checklist
should consider the following
i. Soil type
ii. Sun exposure
iii. Utilities (MISS Dig)
iv. Sight distance for motorists
v. Hardscape
vi. Aesthetics
f. Plan shall be focused on trees in the ground.
g. Implementation plan which shall include timeline and budget.
h. Tree maintenance plan which shall include cost, staffing and supplemental
contracting needs.
CRITERIA FOR SELECTION
The following will be taken into consideration. Method of approach and cost will be weighted
heavily in the selection decision:

PROPOSAL PREPARATION INSTRUCTIONS
Please provide, at a minimum, the following information in your proposal:
1. A detailed written description of the proposed methods to complete the scope of work
described in this request for proposal.
2. A list of persons proposed for the various tasks and phases of the work and resumes
describing their education and past experience and responsibilities on similar projects.
3. List of subconsultants, if any.
4. Information on your company and its experience.
5. Tables showing:
A. The proposed number of worker-hours for each person to be employed on the
project (Attachment 2 is included to show format). If desired, the respondent may
provide supplementary material showing a detailed breakdown of each task.
B. An itemization and price for anticipated staff resources as well as various non-labor
expenses such as travel, postage, telephone calls, materials, printing, etc. This shall
be provided on a Task basis (Attachment 3 is included to show format).
6. A list of any suggested alternatives or exceptions to this request for proposal concerning
the scope of work or requested bidding information.
7. A description of the level and extent of your companys management involvement
anticipated to support and review the services proposed.
OTHER INFORMATION
1. Addenda to the RFP: In the event it is necessary to reserve any part of the RFP, addenda will
be provided to all persons / firms which received the RFP from the City. Acknowledgement
of addenda should appear within the proposal. All questions from prospective consultants
shall be due one week prior to proposal submission date.
2. Incurring Costs: The City of Port Huron is not liable for any costs incurred prior to issuance
of a contract.
3. Acceptance of Proposal: The contents of the proposal of the successful firm may become an
obligation if a contract results. The proposal will be incorporated by references into any
resulting contract to the extent accepted by the City.
4. Freedom of Information Act: Respondents to the RFP and contents therein may be eligible
for review under the Freedom of Information Act.
5. Contract Compliance: The selected firm shall comply with all relevant requirements of the
City of Port Hurons equal opportunity employment or other regulations and ordinances.
