Purpose of the Procurement and Period of Performance. Victor Valley Transit Authority isseeking proposals from qualified companies to assist with on-call environmental assistancefor Mitigation Measure compliance for its two projects, the Hesperia Transfer Hub andHydrogen Fueling Station. The resulting contract will be not to exceed 120 days.2. Obtaining the Request for Quote (RFQ) Document. RFQuote documents may be obtainedfrom VVTA, in person at 17150 Smoke Tree Street, Hesperia, CA 92345-8305, electronicallyat www.vvta.org/Procurement or via www.publicpurchase.com. Documents are alsoavailable via email request to cplasting@vvta.org. RFQs requested by courier or via USPSmail shall be packaged and sent only at the Bidders’ expense.3. Quotes Due Date and Submittal Requirements. Quotes must be received by 5:00 PM(PST) Friday, January 2, 2026.3.1. Vendor Registration with the California Department of Industrial Relations CaliforniaSB 854 Compliance. VVTA will not accept a Quote from or enter the Contract with a Bidder,without proof that the Bidder and its Subcontractors are registered with the CaliforniaDepartment of Industrial Relations (DIR) to perform public work under Labor Code Section1725.5, subject to limited legal exceptions. The Bidder shall enter DIR Registration Number onthe Quote.5. Validity of Quotes. Quotes and subsequent offers shall be valid for a period of ninety (90)days. An award may be made without further discussion. VVTA reserves the right to withdrawor cancel this RFQ at any time without prior notice and VVTA makes no representation that anycontract will be awarded to a Bidder responding to this RFQ.The successful Bidder shall be required to comply with all applicable Equal OpportunityLaws and Regulations.REQUEST FOR QUOTE 2026-04Page 2 of 22ON-CALL ENVIRONMENTAL SERVICESRev. 12/2025GENERALVictor Valley Transit Authority is seeking proposals from qualified companies to provide on callenvironmental assistance for VVTA’s Mitigation Measure compliance for its two projects, theHesperia Transfer Hub and Hydrogen Fueling Station.The selected proposer shall be prepared to provide services in a timely manner and onrelatively short notice to ensure that VVTA meets critical, and at times, unpredictable timedeadlines and schedules. Selected companies will be called upon to assist with any surveying,assessment, or guidance for VVTA to comply with each project’s mitigation measures andmitigation measure reporting program. All services shall be performed on an as-needed, projectby project basis pursuant to a request from VVTA, with no guarantee that any minimum amountof services will be requested. Qualified firms shall have prior experience with public works andinfrastructure projects.SCOPE OF SERVICESThe selected proposer shall provide biological, archaeological, and paleontological resourceservices, and advise and assist VVTA staff with any applicable MitigationMeasure/Environmental compliance requirements for its projects. The selected proposer willprovide on call/as needed services and assistance with Mitigation Measure compliancerequirements and will be asked to provide fee proposals on specific projects or tasks, based onagreed-upon scope of services.Services provided by the proposer will depend on the project schedule and actual timeframe forthe Mitigation Measure compliance(see Exhibit 1 for full details on VVTA’s Mitigation Measures(MM) and Mitigation Measurement Reporting Plan (MMRP).Provide biological, archaeological, and paleontological resource services, and consultingservices including, but not limited to:• Preconstruction General Wildlife Survey as per MM BIO-1.• Preconstruction Breeding Bird Survey (in compliance with the Migratory Bird Treat ActMBTA) As per MM BIO-2.• Focused Burrowing Owl Survey as per MM BIO-3.• Biological Monitor, project Limits, and Designated Areas Biological Monitor as per MMBIO-4.• Assist with education of General Vegetation and wildlife avoidance protection measuresas per MM BIO-5.• Loggerhead Shrike Survey and protection measures as per MM BIO-6.• Focused Botanical Surveys (Hesperia Transfer Hub Site) as per MM BIO-8.• Protocol Trapping Surveys for the Mohave ground squirrel (Hesperia Transfer Hub Site)as per MM BIO-9.• Provide Archaeologist services if cultural resources are discovered during projectactivities as per MM CUL-1. (The Archeologist must be qualified based on the Secretaryof the Interior’s Professional Qualifications Standards for Archeology – certification mustbe included with the proposal.)REQUEST FOR QUOTE 2026-04Page 3 of 22ON-CALL ENVIRONMENTAL SERVICESRev. 12/2025• Provide Paleontologist services if paleontological resources are encountered as per MMGEO-1.• Provide archaeologist services/assistance to tribes as per MM TCR-1 Through MM TCR-4.• Provide on-call consulting services to assist with CEQA compliance.FORMAT OF PROPOSALS1. Proposals must be submitted and organized in the order listed below. The proposal shallinclude, at a minimum, the following:a. Cover letter – Bidder must include a letter of introduction.b. Title Pagec. Table of Contentsd. Profile of Firm (History, Experience, Changes) – This section should includedetails regarding the Bidder’s ability and experience to operate the project asspecified in the RFQ. The following information should be included:I. Corporate hierarchy – i.e., President, Vice President, Corporate Officers, etc.…II. Corporate overview of services or activities performed.• History of firm – Include a brief history of the firm• Founding Date (month and year)• Firm size – staff and client base• Firm’s vision and mission statementIII. Employment practices – policies and procedures, training, including safetytraining and affiliation/accreditation.IV. Location of the office from which the work will be provided and the staff allocationat that office.e. Identify Project team including, but not limited to:I. Size of Project TeamII. Education, qualifications, and specific experience in performing the work that isbeing solicited in this RFQ, especially related to the construction of a fuelingstation – hydrogen preferred.III. Project Organization Chart.f. Resumes of Key Personnelg. Bidder’s approach to accomplish the Scope of Work Requirements.I. Description of Bidder’s approach to performing services. Proposals mustinclude a description of the services to be rendered per the scope of workincluding a detailed proposal.II. Provide a work plan or description of how the work will be performed by thecontractor. (e.g. – outline a proposed work plan and methodologies that will beemployed to accomplish the work)III. The name of the Project Manager / Liaison and a list of personnel to be assignedto the project and the roles and qualifications.IV. Indicate whether your firm will be subcontracting portion(s) of the work.If so, indicate the name of the subcontractor, the portion of the work to besubcontracted, and their State of CA Contractor’s License Number (ifapplicable).V. Describe your firm’s approach to resolving problems that may be encountered inthe field.i. Summary of Contracted ServicesI. Bidder must identify all areas that will be subcontracted and name of the firmsperforming such work. List their key personnel and their qualifications.II. Bidder must list all services, equipment, and facilities that the Bidder hasprovided and/or operated under contract during the past five (5) years. Includecompany name, address, phone number, and contact.III. VVTA reserves the right to interview any organization and visit any of thefacilities listed as subcontractors.j. Required Forms (See Attachment B)k. Any other information required by this RFQ or its addenda which may not belisted above.l. Cost/Price Proposal – Bidders shall submit proposed pricing to provide theproducts/services for the work described in above Scope of Services.2. Firms may include additional information, however, do NOT attach terms andconditions that conflict with the RFQ, as your firms’ proposal may be deemed non-responsive.Best Offers.
