New Sempervirens Psychiatric Health Facility Project

NOTICE IS HEREBY GIVEN that the Department of Public Works of Humboldt County, a public body, corporate and politic,, is issuing a Request for Qualifications and Proposals (RFQ/P) from qualified firms for Construction Manager at Risk (CMAR) services, including preconstruction services and construction services under a Guaranteed Maximum Price (GMP) contract, for the New Sempervirens Psychiatric Health Facility (PHF) and Crisis Stabilization Unit (CSU) project located in Eureka, California.

PROJECT DESCRIPTION: The Project consists of demolition, new construction, and site development for a new approximately 24,900 square foot, two-story Psychiatric Health Facility and Crisis Stabilization Unit, including a 16-bed PHF, 4-patient CSU, secure outdoor areas, site improvements, parking, and associated infrastructure. The facility will serve both adolescent and adult populations and comply with all accessibility requirements.

PRE-PROPOSAL VIDEOCONFERENCE: An optional pre-proposal videoconference will be held on July 2 nd , between 2:00-3:00 PM.  Details for attendance are included in the RFQ/P document.

PROCUREMENT METHOD: Construction Manager at Risk (CMAR) with Guaranteed Maximum Price (GMP), including a fixed-fee preconstruction phase.

SUBMITTAL REQUIREMENTS: Statements of Qualifications and Proposals shall be submitted in sealed envelopes in accordance with the requirements set forth in the RFQ/P. Submittals must be received at the location below by 5:00 P.M,, Pacific Daylight Time on July 23 rd , 2026  the stated deadline. Late submissions will not be accepted. Electronic submissions will not be accepted unless specifically authorized in the RFQ/P.

LICENSE & LABOR REQUIREMENTS

  • Firms must hold a valid California Class B General Contractor’s License
  • Compliance with California Labor Code, Public Contract Code, and skilled and trained workforce requirements is mandatory
  • This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations .   Pursuant to Section 1771.1(a) of the California Labor Code, a contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal, subject to the requirements of Section 4104 of the Public Contract Code, or engage in the performance of any contract for public work, as defined in Sections 1770 et seq. of the Labor Code, unless currently registered and qualified to perform public work pursuant to Section 1725.5 of the Labor Code. It is not a violation of Section 1771.1(a) for an unregistered contractor to submit a bid that is authorized by Section 7029.1 of the Business and Professions Code or by Section 10164 or 20103.5 of the Public Contract Code, provided the contractor is registered to perform public work pursuant to Section 1725.5 at the time the contract is awarded.
  • The Contractor, and each subcontractor participating in the Project, shall be required to pay the prevailing wages as established by the Department of Industrial Relations, Division of Labor Statistics and Research, P.O. Box 420603, San Francisco, CA, Phone: (415) 703-4780.

SELECTION PROCESS: Selection will be based on demonstrated qualifications, experience, and proposal criteria as set forth in the RFQ/P. The County reserves the right to reject any or all proposals, waive irregularities, and accept the proposal deemed in its best interest.

GENERAL REQUIREMENTS: All work shall comply with applicable federal, state, and local laws, regulations, and codes. The successful firm will be required to comply with all equal employment opportunity laws and regulations both at the time of award and throughout the duration of the Project.

Award of contract is contingent upon approval by the Humboldt County Board of Supervisors and availability of funding.

In the performance of this contract, the Contractor will not discriminate against any employee or applicant for employment in accordance with the provisions of the California Fair Employment and Housing Act. (Government Code section 12900et seq.)

The successful Bidder will be required to furnish and pay for a satisfactory faithful performance bond and a satisfactory payment bond in the forms set forth in said Bid Documents.

All contractors and their subcontractors must be eligible to submit a Statement of Qualifications and Proposal on this project and that they are not listed either (1) on the Controller General’s List of Ineligible Bidders/Contractors, or (2) on the debarred list of the Labor Commissioner of the State of California.

The successful Bidder shall possess a valid Contractor’s license in good standing, with a classification of "B” (General Building Contractor) at the time the contract is awarded.
