Page 25All additional supplemental information requested in the RFQ and/or Bid Form2RFQ NUMBER 2606-PLCONTINUING ENGINEERING SERVICESDUE: BEFORE 2:00 PM on April 9, 2026NOTICE IS HEREBY GIVEN that sealed quotes will be received by the City of Dade City (City) until 2:00PM, Local Time, April 9, 2026 to provide Continuing Engineering Services.Brief Description: In accordance with section 287.055 of Florida statutes "Consultants CompetitiveNegotiations Act" (CCNA) the City of Dade City hereby invites interested and qualified Florida licensedprofessional engineers to present their qualifications for providing continuing engineering services thatmay be required by the city on an as-needed basis.CCNA contracts are limited to projects which construction costs do not exceed $4 million and when thefee for professional services for each individual study does not exceed $500,000, per Florida Statue287.055 (2)(g). Any resulting contracts(s) will be for three years with renewal for an additional two yearsupon mutual consent of the parties. Firm qualifications presented in accordance with the requested formatwill be accepted by the City of Dade City, 38020 Meridian Ave, Dade City, Florida 33525 until 2:00 pmon April 9, 2026.SCOPE OF WORKQualified parties interested in responding to this Request for Qualifications may review or download ageneral information package containing a prescribed general format and details relevant to this RFQfrom the Dade City web site at https://www.dadecityfl.com , DemandStar web site athttps://network.demandstar.com , or email request to tmauriello@dadecityfl.com . Attention is directedto F.S. Section 287.133 (2) {A) "Public Entity Crime" which prohibits certain persons or affiliates whohave been convicted of a public entity crime from responding to this invitation. A form is included in theinformation package for execution and submission with a response to this RFQ. A Drug FreeWorkplace Form is also included in the information package for execution and submission with aresponse to this RFQ. Failure to execute and submit the requisite forms with a response to this RFQwill subject the response to disqualification.Consultants interested in submitting a response to this RFQ agree to not contact or "lobby" City CouncilMembers or any employee or agent of the City at any time during the solicitation period and selectionprocess with the exception of directing questions requests for clarification through the City Engineer.Any other contact with the City in this matter will be considered inappropriate and subject a response torejection / disqualification.The City reserves the right to reject any or all responses, waive any informality or irregularity on anyresponse if considered non-substantial by the City, and/or to cancel this invitation at will. Responsesreceived after the date and time stipulated herein will be considered late and therefore disqualified.3SCOPE OF SERVICES:Below is a summary description of each type of work discipline to be awarded under this solicitation:Civil / General Engineering:Requires engineering expertise in planning, designing, permitting, bidding, and constructionadministration services in connection with Civil Engineering, as well as knowledge of currentrules and regulations of local, state, and federal agencies regulating the industry, including theDepartment of Environmental Protection, the South Florida Water Management District, theUnited States Environmental Protection Agency, the United States Corps of Engineers, and anyother governmental authorities having jurisdiction over the same. The firm must employ at leastone professional engineer, registered with the Florida State Board of Professional Engineers,having training and experience in this general area. Requires engineering expertise in planning,designing, permitting, bidding, and construction administration services in connection withstructural design and building, as well as knowledge of current rules and regulations of local,state, and federal agencies regulating the industry. The firm must employ at least oneprofessional engineer, registered with the Florida State Board of Professional Engineers, havingtraining and experience in the area of Structural Systems and Structural Engineering. Requiresengineering expertise in inspecting, planning, permitting, bidding, special inspector services,threshold inspector services, and construction administration services in connection with multi-discipline design, as well as knowledge of the Florida Building Code and the related currentrules and regulations of local, state, and federal agencies and jurisdictions regulating theindustry. The firm must employ at least one professional engineer, registered with the FloridaState Board of Professional Engineers, having training and experience in the area ofConstruction Engineering Inspection. Requires engineering expertise in planning, designing,permitting, bidding, and construction administration services in connection with electricalsystems as well as knowledge of current rules and regulations of local, state, and federalagencies regulating the industry. The firm must employ at least one professional engineer,registered with the Florida Board of Professional Engineers, having training and experience inthe area of Electrical Systems and Electrical Engineering. Requires engineering expertise inplanning, designing, permitting, bidding, and construction administration services in connectionwith mechanical, plumbing, and fire protection systems as well as knowledge of current rulesand regulations of local, state, and federal agencies regulating the industry. The firm mustemploy at least one professional engineer, registered with the Florida Board of ProfessionalEngineers, having training and experience in the area of Mechanical Systems and MechanicalEngineering. Requires engineering expertise in planning, designing, permitting, bidding, andconstruction administration phases of services in connection with transportation infrastructures,traffic studies, warrant studies, and signals. The firm must employ at least one professionalengineer, registered with the Florida State Board of Professional Engineers, having training andexperience in the area of Transportation Engineering. Review of development petitions (siteplans, special exceptions, temporary uses, etc.), and associated traffic impact studies forcompliance with Broward County’s Traffic Performance Standards and City Codes. Coordinationwith petitioner’s consultants and the Pasco County Traffic Division to resolve issues relating to4the interpretation and implementation of the Traffic Performance Standards. Review of impactsof the development petition’s traffic on existing road networks with particular emphasis onsurrounding residential neighborhoods. Review of proposed roadway improvementrecommendations for compliance with established design criteria and to ensure that all trafficimpacts caused by proposed petitions have been properly addressed. Review of existing orproposed conditions as they effect traffic conditions along city streets and makingrecommendations relative to changes or improvements. Examples include speed limits, trafficcounts, intersection improvements, on-street parking, etc. Meet with staff, applicants, and PascoCounty staff to address issues that arise during the development review process. Requiresexpertise in land planning, designing, permitting, bidding, andconstruction administration phases of service for Landscape Architecture. The firm must employat least one landscape architect, registered with the Florida State Board of LandscapeArchitecture. Additionally, the firm must employ sufficient personnel to provide services normallyassociated with this type of land planning services.Geo-Technical Services:Requires engineering expertise in connection with Geotechnical Analysis. The firm must employat least one professional engineer, registered with the Florida State Board of ProfessionalEngineers having demonstrated experience in the activities normally associated with this work.The Consultant must employ and enlist sufficient staff to undertake the requirements normallyassociated with this type of work and must document the availability of proper equipment toperform this work.Surveying and Mapping Services:Requires surveying experience in the preparation of Boundary, Site, Topographic and Right-of-Way Surveys, and Sketch and Legal Descriptions in conformance with the Florida MinimumTechnical Standards. The firm must employ at least one land surveyor, registered with theFlorida State Board of Land Surveyors, having at least one year of land surveying experienceacting as responsible in charge. The Consultant must employ and enlist sufficient staff toundertake the requirements normally associated with this type of work and must document theavailability of proper equipment to perform this work.Architectural Design:Requires architectural expertise in planning, designing, permitting, bidding, and constructionadministration phases of service in Architectural Design. The firm must employ at least onearchitect, registered with the Florida State Board of Architecture and Interior Design.Additionally, the firm must have knowledge of current rules and regulations of local, state, andfederal agencies regulating the environment and all land use and building code provisions,including the Department of Environmental Protection, the South Florida Water ManagementDistrict, the United States Environmental Protection Agency, the South Florida Building Code,and the United States Corps of EngineersSubmitting for Multiple Disciplines:Responders have the option of submitting qualifications for one or more of the professionalworks disciplines listed above.5
