NOTICE TO BIDDERS

Sealed proposals will be received by South Orange Village, County of Essex, State of New Jersey, at Village Hall, 76 South Orange Avenue, Third Floor, South Orange, New Jersey 07079, on Tuesday, December 2, 2025 at 11:00 a.m. prevailing time or shortly thereafter, At that time and place proposals will be publicly opened and read for the CAMERON RECREATION AREA RENOVATION PROJECT, in South Orange, NJ. South Orange Village disclaims responsibility for late receipt of bids which are not submitted in person (i.e., mail, FedEx, etc.).

South Orange Village is moving forward with the renovation of the Cameron Recreation Area, a project that will bring exciting new amenities to the community. The improvements will include upgraded basketball courts, paddle tennis courts, a dedicated pickle ball court, native plantings, fitness stations, and picnic areas. Supported in part by a Green Acres Grant, this project will transform the space into a vibrant recreational hub for residents of all ages once completed.

All bids submitted, either in person or by mail must have the sealed envelope clearly marked on the outside “BID FOR – CAMERON RECREATION AREA RENOVATION PROJECT ”.

Copies of the Proposal documents may be obtained by downloading from the Village website, www.southorange.org or examined during regular business hours in the Clerk’s Office, Village Hall, 76 South Orange Avenue, Third Floor, South Orange, NJ.  Electronic copies of the Proposal documents will be provided free of charge.

Non-Mandatory Pre-bid walkthrough will be held on 10/16/2025 at 10:00 AM.

South Orange Village reserves the right to waive any informalities or irregularities in the bid received, and to reject any and/or all bids as in its judgment may best serve the interest of the Village.  The Village shall have a maximum of sixty (60) days from the receipt of bids to either accept or reject them.

Proposals for the contracts will be accepted only from Bidders who have been properly qualified in accordance with the requirements of the specifications.

The successful Bidder shall be required to comply with the provisions of the New Jersey Prevailing Wage Act, Chapter 150 of the Laws of 1963, effective January 1, 1964, and the requirements of P.O. 1975, c. 127.

Bidders are required to provide a copy of their Public Works Contractor registration with the bid pursuant to P.L. 1999, c.238.

Bidders are required to provide a copy of their Business Registration with the bid pursuant to P.L. 2004, c.57.

Please be advised that State funds though the Green Acres Program are being utilized in this project.  Under N.J.A.C. 7:D-2, vendors currently suspended, debarred or disqualified are excluded from participation on this project.
