REQUEST FOR PROPOSALSSHELBURNE- TOWN SEAWALL STRUCTURAL ASSESMENTS ANDCONCEPTUAL REPAIR OR REPLACEMENT DESIGNSTOWN OF SHELBURNE, VERMONTIssued: April 17, 2026Deadline for Submission: 5 p.m., May 1st, 2026P.O. INTRODUCTIONThe Town of Shelburne, Vermont, herein after referred to as the Municipality, is solicitingStructural Inspection, Assessment, and Conceptual Design Recommendation Services for twolakeshore sea walls in Shelburne. Requested services includes, but is not limited to, the following:inspecting the current seawalls to determine the necessity for repairs or reconstruction, ifreconstruction is deemed necessary – creating preliminary design plans based on bioengineeringstrategies featured in the Vermont State Lakewise standards and the Shoreline StabilizationHandbook developed by the Northwest Regional Planning Commission.This RFP seeks to hire a consultant that can provide structural inspection and if deemednecessary, preliminary design plans for the Shelburne Town Beach Seawall and Harbor RdSeawall across from the Shelburne Shipyard.II. BACKGROUNDThe Town of Shelburne’s Town Beach is a high value community resource that gets continual usethroughout the year. Harbor Road seawall provides critical reinforcement to the road and preventsongoing erosion. The Town has the opportunity to pair the replacement of the Town Beachseawall and Harbor Road seawall with the utilization of WISPr funds that are tied to Shelburne’sSRF loan for its Wastewater Treatment Plant Consolidation Project. To be eligible for WISPrfunding, the replacement must meet WISPr requirements of a Lakewise shoreline retrofit. Theconceptual designs must be completed ideally by June of 2026 to be eligible for the WISPrapplication.III. SCOPE OF WORKThe following scope of services assumes that the consultant will identify all options andevaluate the options as described below.All electronic files, supporting data, GIS layers and documents generated by the retainedconsultant in the performance of this contract shall become the property of the Town ofShelburne. The consultant may retain copies of the files and documents as well.Step 1: Structural and Condition AssessmentThis step will include the general assessment of the two current structures. Evaluatingstructural integrity, expected lifespan, any areas of concern or failure, and notingdeficiencies. An overall report showing the findings of the assessment for both structures.Deliverables: Conditions Assessment ReportStep 2: RecommendationRequest for ProposalsPage 2 of 4The consultant should then prepare a formal recommendation with various alternativeoptions for each seawall to maximize lifespan. Consultant should note applicablestandards and regulations for each alternative. The no-action alternative should beconsidered in this step. The alternatives analysis must include preliminary cost estimatesand a preliminary assessment of potential environmental impacts.Deliverables: Recommendation ReportStep 3: Conceptual Lakewise Shoreline DesignIf either of the walls is recommended to be fully replaced, the consultant should developa preliminary plan of the redesign using Lakewise shoreline standards. This shouldinclude:-Dimensions of the replacement seawall-Limits of disturbance-Bioengineered replacement solution: preferably vegetated gabion walls-Construction access and staging areas-Preliminary sediment and erosion control plan-Project Narrative – including permits that will need to be acquired to completeproject.Deliverables: Preliminary Designs for each Seawall using Lakewise StandardsIV. PROPOSAL REQUIREMENTSPlease submit proposals by end of day on May 1st, 2026 via email to Rachel Tobler atrtobler@shelburnevt.org. Any questions regarding this RFP or more info on the project sites canbe asked at any time prior to the submission deadline. The Town will share responses to allquestions with all consultants that have been requested to submit proposals. Consultants arerequested to indicate their intention to submit a proposal as soon as possible. Projects will beawarded after proposals have been received and reviewed.A. Required InformationThe Proposal should include the following:1. Cover Letter.2. Scope of Work - A scope of work for the project detailing the consultant’s proposedapproach to the work.3. Proposed Schedule – The schedule should include completion of work tasks anddeliverables. Proposed schedules should take into consideration the deadline of June2026 for ideal completion.Request for ProposalsPage 3 of 44. Cost Proposal – Cost proposals must be submitted per step and as a final total price.Consultants should be aware that if neither seawall is deemed necessary to repair,step 3 will not be needed. The budget for this project is $35,000.5. Schedule of rates- Rates for principles and engineers for work completed outside ofcurrent scope.V. BASIS FOR SELECTIONAll proposals will be evaluated by a selection committee consisting of Town of Shelburne staff.Proposals will be reviewed based on a demonstration of overall project understanding and ademonstrated ability to provide high quality services in a timely manner. Ability to work onmultiple projects will also rank higher on evaluation.The Town reserves the right to seek clarification of any proposal submitted and to select theproposal considered to best promote the public interest.All proposals become the property of the Town of Shelburne upon submission. The cost ofpreparing and submitting a proposal is the sole expense of the consultant. The Town reserves theright to reject any and all proposals received as a result of this solicitation, to negotiate with anyqualified source, to waive any formality and any technicalities or to cancel the RFP in part or inits entirety if it is in the best interest of the Town. This solicitation of proposals in no wayobligates the Town to award a contract.The Town of Shelburne is an Equal Opportunity Employer and encourages proposals fromqualified minority and woman-owned businesses.
