State of MaineBureau of General ServicesDivision of Planning, Design & ConstructionRequest for QualificationsInformation for Owner’s RepresentativesThe Department of Administrative and Financial Services, Bureau of General Services(BGS) and the Maine Judicial Branch (MJB) wish to procure Owner’s Representative (OR)services for the Hancock Judicial Center (BGS #3799) at 45 Merrill Lane Extension inEllsworth, Maine.Project DescriptionThis project consists of the site development and construction of a new, multi-story,consolidated Superior and District Courthouse facility in the City of Ellsworth. This newHancock Judicial Center (HJC) will contain four (4) courtrooms spread across 64,000 square feetwith parking for up to 150 vehicles.The site development includes utility & drainage systems, drives, parking lots, siteimprovements, and landscaping.The building construction includes concrete foundations and floor slabs, structural steelframing, brick masonry veneer & granite details, membrane & pitched roofing, interior finishes,elevators, plumbing, HVAC, & electrical systems.The estimated budget for construction is approximately $47,000,000. The selection committeewill rank all firms and negotiate fees with the highest ranked firm.Owner’s Representative Procurement ProcessThe standard procurement process for Owner’s Representative services for public improvementsis a Qualification Based Selection (QBS) process per statute (§1743 subsection 8, and Title 5,§1742 subsection 6), described briefly here:1. The advertisement of this Request for Qualifications is the initial step in the process.2. Interested companies respond to the Request for Qualifications (RFQ) as describedbelow, submitting the Letter of Interest and Statement of Qualifications to the SelectionCommittee.3. The Selection Committee screens all submissions and invites the most qualifiedcompanies to interview for the project.4. The Selection Committee interviews the companies. Second interviews may bescheduled. References are checked.5. The Selection Committee ranks all of the interviewed companies. BGS negotiates anagreement with the highest ranked company based on the scope of professional servicesidentified in the RFQ and interview.6.
