Project Description: Hillsborough County Thirteenth Judicial Circuit Court (Administration) intends to recommend the award of a sole source procurement to OrangeHRM for a three (3)-year period, at a total cost of $66,213.70 for the purchase of OrangeHRM software Version 7.18.1, a proprietary human resources application, which provides Personal Information Management, Employee Management, Recruitment and Onboarding/Offboarding, Reporting and Analytics, Document and Policy Management, Role-Based User Access, an Audit Trail, a Self-Service Portal, a Mobile Application, Application Programming Interface Access and Integration, Deployment Options, a Request Desk Module, and is a Highly Modular System and Open-Source. This procurement is being made in accordance with Section 3-205(2)(a) of the County’s Procurement Policy as OrangeHRM software Version 7.18.1 is only sold and distributed through the manufacturer, OrangeHRM. The software’s various modules make it the only known system to contain salient features to provide all the functionality necessary to support the Agency which needs to track State and County employees in one system making this software the most cost-effective option to meet their unique needs. Additional features include the software is a cloud-based (open-source) operation, making it uniquely adaptable to strict IT policies and allows for unlimited customization, code auditing, and local deployment-ideal for organizations with specific data control or compliance needs, and is a Highly Modular System. The Agency reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly.
Contractors who believe that they can provide goods and/or services that are substantially and materially the same as those identified in the attached quote must submit clear and convincing information to support a challenge to the intended award. Challenges to this notice must be received no later than the Close Date of the Sole Source Project and must be submitted using the “submission” section in EUNA Procurement, formally known as Bonfire, for this particular procurement. After this date, an award will be made. The County will review properly submitted challenges (responses) to determine whether bona fide competition exists.
