Prairie Street,Denton, Texas, at 1:00 p.m. CST on January 8, 2026.A site visit will be conducted on January 8, 2026, immediately following the pre-solicitation meeting.This will be the only time available to view the site, no other site visit will be allowed.Project DescriptionThis project entails building a 3,000-ton initial capacity plant (scalable to 4,500 tons) to alleviate strain onthe two existing Central Utility Plants (CUPs), which provide 8,600 tons combined amid system-wide peaksof 11,000 tons. It restores redundancy, mitigates risks from outdated satellite chillers, and integrates viaextended chilled water loops. This RFQprovides sufficient information for interested parties to prepare and submit qualifications for consideration by the Owner.1. DEFINITIONS, BACKGROUND, AND SPECIAL CONCERNS1.1 Design/Build – A design-build method for the construction, rehabilitation, alteration, or repair of a buildingor associated structure, entering into a single contract with a design-build firm for the design andconstruction of the building or associated structure.1.2 Architects and Engineers – The Owner shall select or designate an architect or engineer who shallprepare the construction documents for the project and who has full responsibility for complying with theTexas Engineering Practice Act (Education Code 51.776; Occupation Code; Chapter 1001), and/or theTexas Architectural Practice Act (Education Code 51.776; Occupation Code; Chapter 1051), asapplicable.1.3 Trade Contractors and Subcontractors – The firm shall publicly advertise and solicit either competitivebids or competitive sealed proposals from trade contractors, subcontractors, or suppliers for theperformance of necessary major elements of the work, other than the minor work that may be included ingeneral conditions. A representative of the Owner shall participate with the Construction Manager duringthis process. The Construction Manager may seek to perform portions of the work itself if the ConstructionManager submits its bid or proposal for those portions of the work in the same manner as all other tradecontractors or subcontractors and if the Owner determines that the Construction Manager’s bid orproposal provides the best value for the institution. The Owner’s determination in such matters is final.1.4 Receipt of Bids or Proposals – The Firm and the Owner shall receive and open all trade contractor orsubcontractor bids or proposals in a manner that does not disclose the contents of the bid or proposalduring the selection process to a person not employed by the Construction Manager, engineer, architector Owner. All bids or proposals shall be made public by the Construction Manager within seven (7) daysafter the date of final selection.1.5 Acceptance of Recommendations for Trade Contractors and Subcontractors – If the ConstructionManager reviews, evaluates, and recommends to the Owner a bid or proposal from a trade contractor orsubcontractor, but the Owner requires a bid or proposal from another trade contractor or subcontractor tobe accepted, then, pursuant to the terms of the Contract, the Owner shall compensate the ConstructionManager by a change in cost, time, or guaranteed maximum cost for any additional cost and risk, whichhas been demonstrated to the Owner’s satisfaction and as required by the Contract, that the ConstructionManager may incur.1.6 Schedule, Scope, Budget – Detailed information about schedule, scope and budget, are contained inSection 3 and herein below.2. PREPARATION OF PROPOSALSRespondents shall comply with the following instructions in preparing their proposal.4.1 General InstructionsA. Respondents should carefully read the information contained herein and submit a complete responseto all requirements and questions as directed. Respondents must comply with all the rules,regulations and statutes relating to purchasing in the State of Texas, to the rules and regulations ofthe Owner and the requirements of this form. UNTS consists of the UNTS Building at Dallas,University of North Texas at Denton, University of North Texas at Dallas, and University of NorthTexas Health Science Center at Fort Worth.B. The response to the RFQ will provide all information necessary for consideration and initial evaluationby the Owner. Based on the initial evaluation, the Owner may select a short list of up to five (5) ofthe top Firms for an interview. Short-listed respondents may be required to submit additionalinformation in connection with the interview.C. In Phase 2, the Owner may request additional information regarding each short-listed Respondent’sdemonstrated competence and qualifications, based on criteria in the RFQ package. The Owner willevaluate each response submitted on the basis of criteria specified in the RFQ, any additionalinformation submitted in connection with the interview, and the interview itself, if held.D. Qualifications and any other information submitted by Respondents in response to this RFQ shallbecome the property of the Owner.E. The Owner will not provide compensation to Respondents for any expenses incurred by theRespondent(s) for proposal preparation or for any demonstrations that may be made, unlessotherwise expressly stated or required by law. Respondents submit qualifications and proposals attheir own risk and expense.F. Submittals which are qualified with conditional clauses or alterations, items not called for in the RFQdocuments, or irregularities of any kind are subject to disqualification by the Owner, at its sole option.G. Each response should be prepared simply and economically, providing a straightforward, concisedescription of your firm’s ability to meet the requirements of this RFQ with a limitation of thirty (30)pages. Emphasis should be on completeness, clarity of content, responsiveness to the requirements,and an understanding of the Owner’s needs.H. The Owner makes no guarantee that an award will be made as a result of this RFQ, and reservesthe right to accept or reject any or all responses, waive any formalities or minor technicalinconsistencies, or delete any item/requirements from this RFQ or contract when deemed to be inthe Owner’s best interest. Representations made within any response will be binding on respondingfirms. The Owner will not be bound to act by any previous communication or response submitted bythe firms other than this RFQ.I.
