Personal Protective Turn-Out Gear and Accessories
(Shelby County Fire Department)
TO ALL PROSPECTIVE BIDDERS:
The following questions were submitted by potential bidders. Our answers are listed below in
red.
To ensure a fully compliant response to the Shelby County Fire Department’s Personal
Protective Turnout Gear and Accessories Formal Bid specifications, we request clarification on
the following section:
“Moisture Barrier: CROSSTECH Black 2F or equivalent.
Minimum TPP: 45
Minimum THL: 275.”
Because TPP and THL values are determined by the full garment composite (outer shell +
thermal liner + moisture barrier), we respectfully request clarification on the points below:
1. Acceptance of Equivalent Moisture Barriers
If no currently certified composite incorporating CROSSTECH Black 2F can meet both the
required TPP ≥ 45 and THL ≥ 275, will the department accept an equivalent NFPA-1971
certified moisture barrier that enables those performance values to be achieved? Yes, the
Department will accept and equivalent to NFPA-1971 that will enable the performance values to be met.
2. Intent of Specification
Is it the department’s intent that bidders meet the required TPP and THL values using any
NFPA-1971compliant composite, provided the moisture barrier used is either:
CROSSTECH Black 2F, or
A barrier with equivalent performance characteristics, certification, and durability? Yes, they
may use a moisture barrier of any type which meets the NFPA-1971 standard for performance,
certifications and durability.
3. Closest-Compliant Alternative
If the specified values cannot be met with a composite using CROSSTECH Black 2F, does the
department prefer that bidders propose a fully compliant composite using an equivalent
barrier that meets the stated performance thresholds? The bidder may propose a compliant
composite with an equivalent barrier that meets the stated performance thresholds.
4. Pre-Conditioned or Post-Conditioned Composite Values
To ensure alignment with the department’s intent, can you confirm whether the required TPP
(45) and THL (275) thresholds apply to pre-conditioned, post-conditioned, or both
measurements as defined under NFPA 1971 conditioning protocols? Both measurements as
defined in NFPA-1971 conditioning protocols are the Department’s intent.
Sincerely,
Signature on original file
