Our answers are listed below inred.To ensure a fully compliant response to the Shelby County Fire Department’s PersonalProtective Turnout Gear and Accessories Formal Bid specifications, we request clarification onthe following section:“Moisture Barrier: CROSSTECH Black 2F or equivalent.Minimum TPP: 45Minimum THL: 275.”Because TPP and THL values are determined by the full garment composite (outer shell +thermal liner + moisture barrier), we respectfully request clarification on the points below:1. Acceptance of Equivalent Moisture BarriersIf no currently certified composite incorporating CROSSTECH Black 2F can meet both therequired TPP ≥ 45 and THL ≥ 275, will the department accept an equivalent NFPA-1971–certified moisture barrier that enables those performance values to be achieved? Yes, theDepartment will accept and equivalent to NFPA-1971 that will enable the performance values to be met.2. Intent of SpecificationIs it the department’s intent that bidders meet the required TPP and THL values using anyNFPA-1971–compliant composite, provided the moisture barrier used is either:∙ CROSSTECH Black 2F, or∙ A barrier with equivalent performance characteristics, certification, and durability? Yes, theymay use a moisture barrier of any type which meets the NFPA-1971 standard for performance,certifications and durability.3. Closest-Compliant AlternativeIf the specified values cannot be met with a composite using CROSSTECH Black 2F, does thedepartment prefer that bidders propose a fully compliant composite using an equivalentbarrier that meets the stated performance thresholds? The bidder may propose a compliantcomposite with an equivalent barrier that meets the stated performance thresholds.4. Pre-Conditioned or Post-Conditioned Composite ValuesTo ensure alignment with the department’s intent, can you confirm whether the required TPP(45) and THL (275) thresholds apply to pre-conditioned, post-conditioned, or bothmeasurements as defined under NFPA 1971 conditioning protocols?
