NORTH BEACH DUNE REMEDIATION PROJECTTECHNICAL REQUIREMENTSSECTION 1: GENERAL1.0 COMMENCEMENT, PROSECUTION AND COMPLETION OF WORK1.1 The CONTRACTOR shall commence activities under this contract (a) within 7days of a Notice-To-Proceed (b) prosecute the work diligently, and (c) complete the entirework ready for use within 60 days of the commencement of construction at North Beach.Construction must begin at the westernmost limits of site and progress east.1.2 The CONTRACTOR shall not commence site work at North Beach prior to 15April 2026 and must be complete on the beach by 15 June 2026. Additional time aspresented in Section 1.1 can be utilized for mobilization and de-mobilization andcompletion of pre-construction and post-construction submittals.2.0 PRE-CONSTRUCTION MEETING2.1 Prior to initiating actual construction, the CONTRACTOR shall attend a Pre-Construction Meeting to discuss technical, administrative, and regulatory permittingaspects of the work. The meeting will be held on the project site. At that meeting, theCONTRACTOR shall present to the OWNER the anticipated schedule, equipment, anacknowledgment of the required traffic route, the method of truck staging and hours ofdaily work, and other information regarding the methods by which the work shall beaccomplished. The OWNER may delegate any of their responsibilities as described hereand in subsequent sections of the project specifications to the ENGINEER at theirdiscretion.13.0 PERMITS3.1 The City requires that a firm register as a Contractor on Tybee at a cost of $20.00and fill out both the E-Verification and SAVE paperwork required by the State of Georgia.The OWNER shall obtain all environmental permits for the fill placement required alongthe affected shoreline length. By acceptance of the Contract, the CONTRACTOR agrees toabide by all applicable Conditions of the Environmental Permits.3.2 The CONTRACTOR shall always maintain on site -- and make available forinspection upon verbal request of the OWNER or authorized public officials -- all relatedpermit documents issued by the regulatory agencies in regard to the work.4.0 SUBMITTALS4.1 Equipment. At, or prior to the Pre-Construction Conference, the CONTRACTORshall submit to the OWNER a list of equipment and their respective haul capacities (incubic yards) which are anticipated to be used for the project. For each truck, an identifyingnumber shall be listed by which the truck can be readily identified in the field. The haulcapacity shall be determined by the CONTRACTOR for each truck. The OWNER reservesthe right to verify a truck's capacity. The CONTRACTOR shall submit to the OWNER theidentifying number and haul capacity of equipment (not submitted on the initial list) priorto the use of those trucks for the work.4.2 Sand Source. At or prior to the Pre-Construction Conference the CONTRACTORshall submit to the OWNER the Certificate providing details of compliant sand sourcematerial.4.3 Work Plan including the following sections: Baseline Construction Schedule,Proposed Order of Work, Safety Plan, and Contractor Quality Control Planl4.4 Contact List. At or prior to the Pre-Construction Conference, theCONTRACTOR and OWNER shall provide to one another a list of pertinent projectpersonnel and their telephone and emails by which the personnel can be reached forpurposes of notification and other matters discussed in these specifications.4.5 Daily Reports. The CONTRACTOR shall submit to the OWNER (by facsimile)or to the City's site representative (in person) a Daily Report for each day during which sitework is undertaken. This estimate shall include load counts for each truck in use, locationof filling, etc.25.0 SITE ACCESS, WORK AREA, AND STORAGE AREASAccess Locations. The single site access location available to the CONTRACTOR isindicated on the drawings. Procurement of additional access routes shall be obtained by andat the expense of the CONTRACTOR and with written consent of the OWNER. At no timeshall the CONTRACTOR access the fill area, by vehicle or pedestrian traffic, throughprivate property unless specific written authorization is obtained from the property OWNER,by the CONTRACTOR, expressly for that purpose.5.0 Truck Route. The route of travel for all trucks shall be on Polk St. from Highway80.5.1 Truck Staging. Should staging be required, along Highway 80, flagmen ifnecessary, shall be provided by CONTRACTOR. Stock piling of material shall be on thebeach at the end of Polk St, as identified on the project plans. Coordination with Citypersonnel and local law enforcement will be necessary to ensure adequate safetyprecautions are implemented during truck queueing.5.2 Access/Road Preparation. The CONTRACTOR shall be authorized to clear orimprove the beach access road from Polk Street in order to not impede haul equipmentaccess from the upland to the fill site in coordination with and approval of the OWNER.5.3 Storage Areas. The preferred location for storage of equipment adjacent the workarea will be designated by the OWNER. Pedestrian access shall not be impeded byequipment storage. Construction equipment stored at the work area or access sites shall bedone so at the CONTRACTOR's risk.5.4 Lighting. Lighting of the beach is prohibited except as may be specificallyauthorized in writing by the OWNER.5.5 Work Area. The CONTRACTOR will be permitted to exclude the public forsafety purposes from the work areas in the immediate vicinity of placement, grading, andfill transport operations.5.6 Stockpile. The beach area located seaward of the permanent vegetation linenorthward of the City of Tybee Island Treatment Plant may be used for equipment stagingand temporary sand stockpiling. Any material stockpiled for eventual transport to the fill3site shall be located well landward of the daily influence of waves and tides. The limits ofthis stockpiled area are defined in the project plans.6.0 PERMISSIBLE WORKDAYS AND HOURS6.1Construction activities shall be in accordance with City of Tybee IslandConstruction Regulations. Hours of operation shall be between 7:00AM and 7:00PMMonday through Friday. Work on Saturday and Sunday shall be between 10:00 AM and5:00 PM.7.0 NOTIFICATION7.1 The CONTRACTOR shall notify the OWNER of the CONTRACTOR's intendeddate of commencement of the site work at least four (4) calendar days in advance of thework's commencement.7.2 The CONTRACTOR shall notify the OWNER if a temporary, voluntarysuspension of work is anticipated. Such notice shall be given by not later than 12:00 noonof the workday preceding the anticipated suspension of work. This requirement does notpertain to temporary work suspensions which may be necessary because of unanticipatedadverse weather conditions.7.3 After a temporary suspension of work, the CONTRACTOR shall notify theOWNER of his intent to re-initiate site work by at least 12:00 noon of the day precedingthe anticipated start of work.7.4 The OWNER shall notify the CONTRACTOR of any observed non-compliancewith the drawings and specifications, and/or with applicable federal, state or local laws,regulations or project permits, promptly upon discovery. The CONTRACTOR shall, afterreceipt of such notice, immediately take corrective action. Such notice, when delivered tothe CONTRACTOR or his authorized representative, shall be deemed sufficient for thepurpose. If the CONTRACTOR fails or refused to comply promptly, the OWNER mayissue an order stopping all or part of the work until satisfactory corrective action has beentaken. No part of the time lost due to any such stop orders shall be made the subject of aclaim by the CONTRACTOR for extension of time or for excess costs or damages unlessit is later determined that the CONTRACTOR was in compliance.48.0 PHYSICAL DATA8.1 The construction drawings are believed to accurately represent average conditionsexistent at the time of the survey indicated in the drawings. The CONTRACTOR isresponsible for visiting the work site prior to preparing his bid in order to develop his ownunderstanding of the physical site conditions, the influences of the tides, and for verifyingthe conditions shown in the drawings prior to construction.9.0 MOBILIZATION/DEMOBILIZATION/SITE PREPARATION9.1 A direct bid item for the cost of mobilization, demobilization and site preparationis included in this contract. All costs associated with site preparation, before and afterconstruction shall be included in Bid Item No. 1. not to exceed 5% of total bid price.10.0 SITE CLEAN-UP10.1 It is the intent of the OWNER that the work be accomplished with minimumdisturbance to the natural resources adjacent to the work area (specifically, the existingupland vegetation), and that the immediate and general vicinity of the work area remain inits pre-project state subsequent to completion of the work. All materials utilized by theCONTRACTOR during construction shall be removed from the site; including surveystakes, flagging and other temporary survey controls; and excluding permanent surveymonuments and those materials installed in accordance with the drawings andspecifications.10.2 Should the CONTRACTOR during the progress of the work, lose, dump, throwoverboard, sink, or misplace any material (including sand) or equipment which in theopinion of the OWNER may be considered unaesthetic, environmentally deleterious, ordangerous to the public, the CONTRACTOR shall recover and remove same with theutmost dispatch.10.3 The CONTRACTOR shall inspect the work areas at the end of every workdayto ensure that all debris left by the CONTRACTOR; and subcontractor's workers has beenremoved from the work areas and properly disposed of. This includes, for example, lunchbags, soda cans, drink cups, etc.11.0 SUBCONTRACTORS11.1 Full compliance with the provisions of all Contract Documents by subcontractorsshall be the responsibility of the CONTRACTOR.5
