CITY OF OCEAN SPRINGSDEANA ROAD ROADWAY & UTILITY IMPROVEMENTSOCEAN SPRINGS, MISSISSIPPIADVERTISEMENT FOR BIDSSealed or Electronic Bids for the Deana Road Roadway & Utility Improvements Project will bereceived by the City of Ocean Springs, at the office of the City Clerk, 1018 Porter Avenue, OceanSprings, MS 39564 until 2:00 p.m., local time on Wednesday, June 17, 2026, at which time theBids received will be publicly opened and read. The Project consist of improvements to DeanaRoad from Highway 90 to Ocean Springs Road, construction of a concrete pathway, drainagesystem improvements and water system upgrades.Bids will be received from a single prime Contractor. Bids shall be on a unit price basis, withadditive alternate bid items (if any) as indicated in the Bid Form.This Issuing Office for the Bidding Documents is Brown, Mitchell & Alexander, Inc., 131 RueMagnolia, Biloxi, MS 39530, (228) 436-7612. Prospective Bidders may examine the BiddingDocuments at the Issuing Office on Monday through Thursday (between the hours of 7:30 A.M.and 5:30 P.M.) and Friday (between the hours of 8:00 A.M. and Noon). Copies of the BiddingDocuments may be obtained from the Issuing Office as described below.Bidding documents are being made available via paper copy or pdf for a charge of $150.00 (hardcopy) or $75.00 (digital). Plan holders are required to log-in or register for an account atwww.oceanspringsbids.com to view and order Bidding Documents. All plan holders are requiredto have a valid email address for registration. The cost for the bidding documents is non-refundable and must be purchased through the website. For questions regarding websiteregistration and online orders please contact Plan House Printing at (228) 248-0181.The date that the Bidding Documents are transmitted by the Issuing Office will be considered theprospective Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding Documentswill not be available from the Issuing Office. Neither Owner nor Engineer will be responsible forfull or partial sets of Bidding Documents, including Addenda, if any, obtained from sources otherthan the Issuing Office.Bid security shall be furnished in accordance with the Instruction to Bidders.For bids exceeding $50,000.00, Bidder must indicate his Certificate of Responsibility Number onthe outside of sealed proposal as required by Mississippi Law. Effective July 1, 2010; Per MSCode 31-3-21(3); any bid submitted by a nonresident contractor which does not include thenonresident contractor’s current state law pertaining to such state’s treatment of nonresidentcontractors, shall be rejected and not considered for award. If no such law exists in the non-resident contractor’s state, then the non-resident contractor may provide a statement to thateffect.When submitting an electronic bid, the bid must be submitted in “pdf” format and shall contain thesame information and forms as required for the paper bids. Electronic bids must be secured witha bid bond. When submitting a bid electronically, the authorized signature shall be an electronicsignature or handwritten in blue-ink signature. In the event that an electronically submitted bidAFB - 119-3651A-04has a corrupted attachment, the bid will be considered null and void. When bids are submittedelectronically, the requirement for including a certificate of responsibility, or a statement that thebid enclosed does not exceed Fifty Thousand Dollars ($50,000.00), on the exterior of the bidenvelope shall be deemed in compliance by including the same information as an attachment withthe electronic bid submittal.For an electronic bid, documents can be downloaded from Plan House Printing. Electronic bidsshall be submitted at www.oceanspringsbids.com.
