IntroductionThe City of Bangor is requesting bids from qualified vendors to provide Fire Suppression SystemsInspection Services for the twenty buildings at Bangor International Airport, as well as anyadditional systems added during the contract period. A full report of each inspection is required,including field check lists and notes on any deficiencies.The City intends to award a three (3) year contract to the Proposer(s) best able to provide therequired services. Three additional one (1) year renewal options will be contemplated contingentupon mutual agreement of the parties. The services and their delivery shall comply with thespecifications contained in this requestII. General InformationAvailable at the following web address: www.bangormaine.gov/proposals on the City’s website. Bysubmitting a response to this solicitation, the Proposer accepts the responsibility for downloading,reading, and bidding by the terms and conditions set forth in the City’s “General Information forVendors.”In your proposal, please specify whether you currently have, or are in the process of developing, adomestic violence policy. If you do not have such a policy, let us know if you would like to receive acopy of the City of Bangor's policy as a reference.III. SubmissionFor consideration, submit the proposal Bid Form (page 8) and all materials requested in Section XIII.Qualifications, electronically or in an envelope via submission methods listed below. Mandatory Pre-Bid Meeting and QuestionsA mandatory pre-bid meeting will be held on June 2, 2026, at 9:00 AM. This meeting will be held atthe Bangor International Airport, located at 287 Godfrey Boulevard in Bangor Maine. Allprospective proposers must attend to submit a proposal.Any questions must be directed in writing to bids@bangormaine.gov no later than 4:30 P.M., Friday,June 5, 2026.The City will provide a response by 4:30 P.M. on Friday, June 12, 2026. This response will be in theform of an addendum, accessible on the City's website. Notifications will be sent to those who havesigned up to receive notifications at www.bangormaine.gov/bids through NotifyME. Notificationswill be sent when new addenda are released.V. Late ProposalsIt is the responsibility of the Proposer(s) to see that their proposals have sufficient time to be receivedby the Purchasing Department before the submittal deadline. Any proposal, portion of a proposal,or requested proposal revision received at the City Purchasing Department after the time and datespecified will be returned to the Proposer unopened or, if by electronic submission, deleted withoutbeing opened.VI. Withdrawal of ProposalsNo Proposer may withdraw their proposal for a period of ninety (90) days from the date of opening.All proposals shall be subject to acceptance by the City during this period.P26-58Page 2 of 7Fire Suppression andAlarm SystemsInspection ServicesTo withdraw a proposal prior to the opening, the Proposer shall request the withdrawal in writing.All costs associated with the withdrawal (i.e., mailing fees) will be borne by the Proposer.VII. RejectionThe City reserves the right to reject any proposals, waive any informalities or defects in proposals, oraccept a higher-cost proposal if it is deemed to be in the best interest of the City. The City alsoreserves the right to request clarification of any details from the successful Proposer. The evaluationof proposals and determination of the award will be at the discretion of the City and its judgmentshall be final and without right of recourse by any Proposer.VIII. Information for ProposersA. Tax Exclusion: All Federal and State taxes must be excluded from the proposal price. Uponrequest, a tax exemption certificate for the City of Bangor shall be furnished to the successfulProposer.B. Bid Form and Requirements: The Bid Form (page 8) and all materials requested in Section VII.Qualifications must be completed and returned with the proposal to be consideredresponsive.C. Required Insurance: Proposers are required to maintain the following insurance policiesthroughout the life of the project and name the City of Bangor as an additional insured whereapplicable and may be required to provide proof:1. Worker’s Compensation Insurance2. Employer’s Liability Insurance3. Comprehensive Automobile Liability4. Commercial & General Liability5. Professional Liability (Errors &Omissions)Statutory$500,000 each accident$500,000 disease – policy unit$500,000 disease – each employee$1,000,000 combined, single limit peraccident$1,000,000 combined single limit$2,000,000 aggregate$1,000,000 combined single limit$2,000,000 aggregateIX. PricesThe bid prices must be those figures listed on the Bid Form and remain firm for the first year of the contract.Future price adjustments may be granted with 30 days’ written notice to the City by the contractor.X. Price offered.XI. Term of Agreement(s)The contract(s) shall be effective upon execution and continue through 6/30/2029 The option torenew for three (3) additional one (1) year periods are to be contemplated contingent upon mutualagreement of both parties. The contract may be terminated without penalty upon a thirty (30) daywritten notice by either party(s).XII. Scope of WorkThe successful Proposer(s) will be required to:• Provide complete services for inspection and testing of fire suppression systems, wet anddry sprinkler systems, and associated alarm systems. To include but not limited to: pullstations, smoke detectors, horn strobes, fire panels, heat detectors, fire pumps, sprinklerheads, pressure switches, air compressors, jockey pumps, and all gauges, switches andvalves.• Provide monitoring service to select locations for notification and dispatch.• Provide fire system backflow testing and certification.• Identify and service all low point drains yearly.• Identify all repairs and deficiencies as a result of the testing. Summarize these items in areport along with the problem, action taken or required to be taken and recommendationsto remedy the condition;• Upon completion of repairs, inspection, testing, and re-certification of the repaired systemis required.• Maintain records of equipment and testing and submit certificates and reports; and• Maintain a database of suppression system’s components and results of testing.Note: Minor adjustments may be performed by the Inspector. Any deficiencies or further repairsmust be noted as a separate item with a quote for the required repair if offered by the Inspector.The quoted repairs may or may not be accepted by the City and no repairs shall be performedwithout a purchase order from the City.The successful Proposer(s) shall perform the work using equipment, tools and machinery of his/herown choosing.
