Bid Title: Request for Qualifications for PCH Roundabouts at El Matador State Beach and Encinal Canyon Road
Category: Professional Consulting Status: Open Description: The City of Malibu is requesting proposals from qualified firms to provide Engineering Design Services to provide plans, specifications, estimates and permits related to the Pacific Coast Highway (PCH) Roundabouts at El Matador State Beach and Encinal Canyon Road. The overall objective of this project is to improve the safety and operations of the highway through strategically placing these roundabouts at the intersections of Encinal Canyon Road and El Matador Beach along Pacific Coast Highway, providing continuous traffic flow, speed control, and improved accessibility for pedestrians and cyclists.
This project is located within the City of Malibu, California, at the El Matador State Beach entrance and Encinal Canyon Road intersections along Pacific Coast Highway. The project limits are Pacific Coast Highway/State Route 1 and the intersections of Encinal Canyon Road and El Matador Beach. Within the project locations, Pacific Coast Highway is comprised of four travel lanes (two in each direction) with a two-way left turn lane; and an existing posted speed limit of 55mph.
This project consists of the design of a single lane roundabout at the above-mentioned intersections. The roundabouts are to be designed with a “quick build” modular roundabout system. The existing traffic configuration on PCH consists of two travel lanes in each direction as well as a two-way left turn lane. The roundabout design shall include a transition from two travel lanes to one travel lane entering the roundabout. The design shall maintain the two travel lanes exiting the roundabout. The design will include new striping and signing to accommodate the new roundabout. A stormwater pollution prevention plan and traffic control plan shall be prepared and implemented for the project.
