MANDATORY PRE–BID MEETING:

December 1, 2025 @ 10:00 a.m. CST

A mandatory pre-bid meeting will be held at EC Meadows, 4810 Meadows Parkway, St. Charles, MO

63304 during which we will visit each site to review project requirements. Attendance at this meeting is

required for all bidders; no follow-up site visits will be allowed to minimize disruption to school

operations.

Exterior Remodel of Early Childhood Centers

The Francis Howell R-III School District will accept separate sealed proposals for the exterior remodel of

the Districts Early Childhood Centers as described in the attached request. Qualified organizations

(Respondents) are required to submit one (1) physical copy as described herein.

Section 1.0 - Introduction

The Francis Howell School District is the top-rated school district in St. Charles County and 13th in the

state, as ranked by Niche.com. Encompassing more than 150 square miles in the southeast corner of St.

Charles County, the District empowers students to be lifelong learners prepared for the future. Currently

the District serves over 17,000 students and employs over 2,200 people, over 23 campuses. Additional

Section 2.0 – Project Overview

The Facilities and Operations Department of the Francis Howell School District (District) is requesting

sealed proposals from qualified contractors to remodel the exterior of three (3) Early Childhood Centers.

●​ Meadows Parkway Early Childhood

●​ Central School Road Early Childhood

●​ Hackmann Road Early Childhood

The purpose of this RFP is for the removal and replacement of vinyl siding, installation of water-resistant

house wrap, fascia capping, guttering replacement, and site maintenance during the project. The District

will be looking for a proposal that has a price option for each center individually and as an entire project.

Section 3.0 – Scope of Work

1.​ Siding Replacement:

●​ Remove and replace all vinyl siding.

●​ New siding to be Double 5 profile in a standard color with a minimum thickness of .045”.

●​ Install water-resistant house wrap before siding installation. All seams must be taped.

●​ Cover all painted surfaces at the top of walls with house wrap and vertical siding.

●​ All transitions to be flashed with corrosion-resistant flashing and sealed weather tight.

2.​ Fascia Capping:

●​ Cap all fascia using white aluminum coil stock.

●​ Ensure installation is secure and weather-tight.

3.​ Guttering and Downspouts:

●​ Remove all existing guttering and downspouts.

●​ Install new 7” white guttering with appropriate drainage solutions.

4.​ Site Maintenance & Clean-Up:

●​ Remove all debris from the site daily or place it in a contractor-provided dumpster.

●​ Maintain a clean and professional job site.

●​ Stock materials in a manner that does not interfere with school operations.

●​ Park away from buildings to leave priority spots open for patrons.

●​ Provide and maintain an on-site restroom facility for contractor use.

Section 5.0 - Contractor Requirements

●​ All workers must undergo a background check prior to working on site.

●​ Contractor must adhere to prevailing wage requirements.

●​ Contractor must be properly licensed and insured.

Section 6.0 – Timeline for Process

The timeline listed below is the District’s estimation of time required to complete the process. All efforts

shall be made to abide by this schedule; however, changes may occur if necessary.

Section 7.0 – Proposal Evaluation Criteria

Proposals will be evaluated by the District and designated staff. The following will serve as the basic

criteria for the selection.

1.​ Offeror's demonstration of a complete understanding of the District’s requirements and needs.

2.​ The qualifications and experience of the Company

3.​ The Proposed timeline for project completion.

4.​ Evaluation of past performance, references, interviews, presentations, etc.

5.​ The total cost of the services offered to the District

Section 8.0 – Proposal Requirements

1.​ The Certification Form must be completed and included.

2.​ Proposed timeline for project completion.

3.​ Cost breakdown by center and total project bid amount.

4.​ The Company shall complete Attachment 1, Company Identification Form.

5.​ The Company shall complete Attachment 2A and 2B, providing the District a listing of all similar

projects completed within the last five years. The Company shall additionally provide the District a

listing of all public school clients that have discontinued service from the Company in the past five

years due to poor performance or non-performance.

6.​ The Company shall complete Attachment 3, Federal Work Authorization Program Addendum.

7.​ The Company shall complete Attachment 4, Federal Work Authorization Program Affidavit.

8.​ The Company shall complete Attachment 5, Felony Conviction Notification.

9.​ The Company shall provide proof of Registration with the Missouri Secretary of State.

Section 9.0 – Selection Process

After evaluating all Proposals properly submitted, the District staff responsible for the evaluation will

make a recommendation for selection to the District’s Board of Education. The Board of Education shall

make the final selection of the Company that will provide the services. However, no contract shall be

formed and the District shall not be bound to any selection until such time as a final, written contract with

the selected Company is approved by the Board of Education. The District reserves the right to negotiate

the contract terms with the Company that will be recommended to, or that is selected by, the Board of

Education. The District further reserves the right to reject any and all Proposals and to waive any

"informalities" in the Proposals received whenever such selection, rejection, or waiver is in its best

interest. All Proposal documents become public record once a negotiated contract has been executed.
