JACKSON STREET, ROOM 305GLENDALE, CALIFORNIA 91206HTTPS://GUSD.NET/8467_3NOTICE IS HEREBY GIVEN that Glendale Unified School District, acting by and through its Board ofEducation, hereinafter the “District” will receive up to, but not later than the above stated date and time,sealed Proposals for the Contract for the Work generally described as: RFP #P-012-25/26 – BundledInternet Services.No Withdrawal of Proposals. No Bidder shall withdraw its Proposal for a period of ninety (90) days afterthe award of the Contract by the District’s Board of Education. During this time, all Bidders shall guaranteeprices quoted in their respective Proposals, and as it relates to E-Rate parameters.Waiver of Irregularities. The District reserves the right to reject any or all Proposals or to waive anyirregularities or informalities in any Proposal or in the bidding.Award of Contract. The Contract for the Work, if awarded, will be by action of the District’s Board ofEducation to the Bidder that meets the qualifications established by the RFP documents.E-rate Requirements. The project is contingent upon the approval of funding from the USAC’s Schoolsand Libraries E-Rate Program. The District may or may not proceed with the project, in whole or in part,even in the event E-rate funding is approved. Execution of the project, in part or in whole, is solely at thediscretion of the District. Bidders wishing to bid may do so solely at their own risk. The District is not liableor responsible for any costs, loss, fees, or expenses, of any kind, associated with bid and/or a decision notto proceed with the project, even after award of the contracts. By submitting a proposal, each bidder agreesto bear all of its own costs, fees, expenses, and losses, of any and all kind, should the District cancel theproject.Inquiries and Clarifications. This document is for informational purposes and shall not relieve the Bidderof the requirements to fully become familiarized with all the factors affecting the Project and Proposal. TheBidder is advised that all inquiries and clarifications about the RFP documents, specifications, etc., shall besubmitted to the District in writing no later than December 30, 2025, 2:00 PM. The District will respondat its earliest possible opportunity. Verbal communication by either party with regard to this matter isinvalid. OverviewThe Glendale Unified School District (“GUSD,” “District,” or “Owner”), acting by and through itsGoverning Board, is seeking competitive proposals for Bundled Internet Services. In addition to issuingthis Request For Proposals (RFP) and in conformity with the FCC Schools and Library Division (SLD),“Universal Service Fund” (also known as E-Rate funding), GUSD will post a Form 470 to seek E-Ratediscounts for the services sought by this RFP.The primary point of contact for this RFP is Barbara Howard, Director, Procurement & Contract Services.Proposals in response to this RFP are due by 2:00 PM (Pacific Time) on January 21, 2026, at theDistrict’s Purchasing Department. The Glendale Unified School District Purchasing Department is locatedat 223 N. Jackston Street, Room 305, Glendale, CA 91206. Respondents are required to submit one (1)original and one (1) digital format (i.e. flash/pen/thumb drive) of the proposal to the District. The originalshould be bound, but contained together within one (1) sealed envelope or container. The envelope orcontainer must be clearly labeled and include the: Service Provider Name, Address, Phone number, as wellas the RFP number and title.B. Scope of WorkThe Service Provider will include in their proposal, all costs necessary to provide the services requestedbelow. All costs associated with any on-site premise equipment, provided as an integral part of the service,shall be the sole responsibility of the Service Provider. Per the requirement of the Erate program, the on-site premise equipment shall at no point, nor in the future, become the property of the District. Thesuccessful bidder will include in their bid price, at a minimum, the following Bundled Internet Services:1. Cost to provide Internet Access (Bandwidth). Bidder’s price shall include the following:1.1. The available bandwidth shall be a minimum of 10Gbps (or higher).1.2. Owner shall be able to upgrade bandwidth as needed. Bandwidth demand over the nextthree years is expected to reach 100Gbps.1.3. The service hand-off shall be directly to the Owner’s supplied Local Area Network.1.4. Internet access availability of 24 hours, 7 days a week, 365 days a year.1.5. Route all Owner’s TCP/IP data traffic from their network to the internet.1.6. Service Provider must maintain connections to multiple Tier 1 internet Serviceproviders.2. Cost to provide two Internet Connections (Circuits) for load balancing. Bidder’s price shallinclude the following:2.1. The necessary physical connections from the Service Provider to the Owner, includingbut not limited to any/all one-time special construction cost(s), permits and licensing,and Service Provider’s supplied on-site premise equipment, necessary to successfullytransmit the requested service.2.2.
