System integration and ongoing supportThe City reserves the right to award one or multiple contracts, to combine orseparate scopes of work, to phase implementation, and to select different vendorsfor different components if determined to be in the City’s best interest.2. BackgroundThe City of Balch Springs operates multiple municipal facilities and servicelocations that require enhanced security, access management, and monitoringcapabilities. The City intends to implement a unified security infrastructure thatsupports real-time monitoring, recorded surveillance, and controlled accessacross City operations.Overview of Current EnvironmentThe City currently maintains security cameras at several municipal locations. In2025, the City completed a camera replacement project at the Municipal Courtfacility to modernize that system. While these improvements addressed localizedneeds, the City does not yet have a fully unified, standardized, or centrallymanaged security platform across all facilities. Existing systems vary by location,age, and capability.This RFP is intended to support the transition from fragmented systems to acoordinated, scalable, Citywide security and access ecosystem.Current estimated scope includes:• Approximately nine City facilities• At least three operational yards• Approximately 200 - 300 access-controlled doors• Multiple exterior access points and gated areasThe selected vendor will be expected to provide a comprehensive, end to endsolution including assessment, system design, equipment procurement,installation, testing, training, and ongoing support.3.
