Addenda will NOT be sent directly to vendors. Vendors will be responsible forperiodically checking this website for any related addenda up to and including the due date.Vendors should print out, sign, and return written acknowledgement(s) with their RFQ. Failure tosign and return the addenda may cause a response to be determined as non- responsive forreview purposes.The City of Indianapolis and Marion County by and through the Department of Business and NeighborhoodServices is seeking Request for Qualifications (RFQ) submittals in regard to the contents herein. The City islooking for a qualified consultant to provide technical plan review services.1. General InformationThe Division of Construction and Business Services within the Department of Business and NeighborhoodServices (DBNS) is looking for qualified consultants to provide technical plan review in relation topermitting. Technical plan review in relation to this RFQ includes three scopes: 1) structural plan review for Class Ibuildings; 2) technical plan review for stormwater drainage infrastructure and best management practices; and 3)technical plan review for transportation infrastructure.Due to the level of licensure and certification necessary to complete technical plan review, the City is seekingpartners to provide as-needed technical services for plan review. Partner(s) will be responsible for completingtechnical plan review of permit applications (including construction plans) for Class I building construction, stormwaterdrainage infrastructure, and transportation infrastructure to determine compliance with relevant regulations andspecifications. It is desirable for the potential partner(s) to be capable and knowledgeable in all three scopes,however, it is not required, and should not hinder firms from responding to this RFQ in regard to one of thecomponents and not multiple.This is a qualifications-based selection; submission of qualifications does not guarantee selection or award of work. Itserves only as a notice of interest and proposal of potential approaches. Pricing will not be requested as part of theStatement of Qualifications.2. BackgroundProgram BackgroundDBNS is the permitting and inspection authority for construction projects in the City of Indianapolis. The City utilizesboth staff and consultants to complete plan review and permitting processes. The review team includesapproximately 30 in-house staff members, who – along with contracted technical review staff – are responsible forDBNS Plan Review Services RFQualRFQual-1ABNS-2026-52reviewing approximately 17,000 construction permits each year. In addition to standard technical review for structural,drainage, driveway, and street permits, DBNS also offers limited accelerated review services based upon projecteligibility and team capacity. The primary function of the consultant firm is to provide technical plan review of permitapplications in order to confirm compliance with applicable code, regulation, and design specifications.Upon assignment of a project, consultants are responsible for technical review of construction plans, documentationof deficiencies, coordinating with the applicant and the internal review team to ensure that all comments on a givenplan set are addressed, and preparing a notice of technical approval once the plans are in compliance. Theconsultant also provides real-time project updates via electronic communication and DBNS’ case managementsystem.DBNS is currently implementing, in partnership with sister departments, the Streamline Indy initiative – a concertedeffort to reevaluate, update, and streamline development process in Marion County. Despite already achieving anearly 50% reduction in times to issuance in 2025, DBNS continues to place great emphasis on communication,coordination, consistency, and efficiency in its permitting processes, and welcomes innovative approaches to workingwith consultants in this RFQ.Program ObjectivesThe goal of permitting and plan review is to ensure that all structural, drainage, driveway, and street permits issuedwithin Marion County meet building codes and regulatory requirements to ensure the safety and health of citizens ofMarion County. It also provides a means to document infrastructure assets, operations and maintenanceresponsibility, and provides a record of private development for mapping, compliance, and future developmentpurposes.3. Anticipated Scope of WorkVendor will be responsible for performing technical plan review of each application to assess the application’scompliance with applicable local, state, and federal standards relevant to the scope of the project and the scopeof the consultant’s review. More specifically, this includes:• Serving as subject matter expert on code, statute, standards and specifications, and best practice in thescope area• Performing technical review to assess application/plan compliance with local, state and federal standards• Researching information and reviewing plans, project narratives, technical reports, calculations, historicalcontext, and other supporting documentation• Assessing proposed development plans in relation to the site, nearby environmental resources, andsurrounding development• Preparing requests for information, notices of review, comment letters, and staff reports in relation to planreview and compliance documentation• Coordinating with DBNS internal staff and other City departments• Communicating and liaising with permit applicants/other stakeholders• Utilizing electronic software and communications systems, including case management software, toperform the above tasks• Providing technical consultation and project management support to the City in relation to cases underreview, including attending meetings with permittees and internal coordination meetings• Offering consultation and coordination in relation to processing of requests for design variances on anassigned project, statements of professional opinion in relation to enforcement and complianceproceedings, and related permitting and compliance support when requested by the City.The scope of review for structural permitting and plan review includes:DBNS Plan Review Services RFQualRFQual-1ABNS-2026-53• Indiana Building Code and Indiana Residential Code• Indiana Mechanical Code, Electrical Code, and Plumbing Code• Indiana Building Systems Code, Fire Prevention Code, and Fuel & Gas Code• Indiana Energy Conservation Code• Indiana Swimming Pool Code• National Fire Protection Association Code• City of Indianapolis ordinance and regulation, including Chapter 526 of the Revised Code• All rules, laws, and standards as adopted by the State of Indiana Fire Prevention and Building SafetyCommission (or designee) in Title 675 of the Indiana Administrative CodeThe scope of review for drainage permitting and plan review includes:• Municipal Separate Storm Sewer Permit (specifically, construction and post-construction minimum controlmeasures)• Indiana Construction Stormwater General Permit• Applicable City of Indianapolis ordinances (561)• Applicable City of Indianapolis regulations (DPW Stormwater Design and Construction Manual, DPWTechnical Specifications, DPW Design Memos, INDOT Standard Specifications)The scope of review for transportation infrastructure permitting and plan review includes:• Municipal Separate Storm Sewer Permit (specifically, construction and post-construction minimum controlmeasures)• Indiana Construction Stormwater General Permit• Applicable City of Indianapolis ordinances (441, 645, 691, 740-744)• Applicable City of Indianapolis regulations (City of Indianapolis Thoroughfare Plan, DPW TransportationSection Standards Manual, DPW Technical Specifications, DPW Design Memos, DMD SubdivisionControl Ordinance, INDOT Standard Specifications, Manual for Uniform Traffic Control Devices)Responses should specifically address a respondent’s experience with each scope, ways in which the respondenthas performed similar services for other clients in the past, and propose models of work for how a partnershipcould be structured. The City is particularly interested in assessing options that utilize staff augmentation models.Cost information should be assembled in a separate Cost Proposal document, to be provided to the Departmentof Business and Neighborhood Services upon request only after qualification is determined. Any vendorsubmission of compensation/costs without the request of the Department will cause your submittal to be rejected.4. Submission RequirementsAll submittals must include the following:4.1. Cover Letter▪ Organization name, contact name, address, phone number, and email address. The cover lettershould document the organization’s capacity and intent to proceed without delay if selected forthis work.4.2. Qualifications Criteria▪ General Information – Responses to this portion should total no more than five (5) pages.•Description of the organization & team.•Organizational chart with names and titles.•Special certificates and/or licenses held by the organization.DBNS Plan Review Services RFQualRFQual-1ABNS-2026-54▪ Team Experience and Qualifications – Responses to this portion should total no more than five (5)pages.•Detail each team member’s role on this project.•Firms must have at least one licensed professional engineer on staff.•Firms must have a minimum of two appropriately qualified plan reviewers for thescope(s).•Plan reviewers must be qualified by license or certification to review structural andinfrastructure plan reviews.• To be qualified for structural review, a plan reviewer must be certifiedthrough the International Code Council as a Building Plans Examiner.• Reviewers that hold additional certifications from ICC(Building Official, Electrical Plans Examiner, MechanicalPlans Examiner, Plumbing Plans Examiner, AccessibilityPlans Examiner, and/or Fire Inspector I and II) arepreferred.• To be qualified for drainage and transportation infrastructure review, aplan reviewer must have a degree in civil or construction engineering anda stormwater certification in pollution prevention and construction/post-construction best management practices.• Pre-approved certifications that meet the stormwatercertification requirement include Envirocert CISEC, CPESC,and CESSWI or NPDES Institute MS4CECI; equivalentsapproved by the City in writing will also qualify.• Reviewers that hold additional certifications relevant toinfrastructure review, such as CFM or INDOT certifications,are preferred.•Office and staff local to the Central Indiana region are preferred.4.3. Relevant Organizational Experience▪ An outline of experience in performing similar services for each plan review service (as describedin the Anticipated Scope of Work) your firm wishes to provide. NOTE: A statement of interest isnot required for each service.• The outline should include examples that demonstrate the firm’s relevant experienceand qualifications. Responses to this section should total no more than five (5) pages.▪ Provide the firm’s proposed approach to the Anticipated Scope of Work, as described in Section3, including but not limited to the staffing structure (traditional vendor engagement, on-site staffaugmentation, etc.,), and the number of staff available to achieve the scope. Responses to thissection should total no more than five (5) pages.• Proposals may include multiple options for approach. If selected to proceed to theinterview stage of the procurement process, firms will be expected to provide costestimates for all proposed staffing structures.▪ Three (3) business references; preference will be given to references where similarly requestedservices were performed.
