Submissions that are incompleteor fail to meet the specified requirements will be rejected without review. NHCC operates:• Nassau University Medical Center (NHCC): A 530-bed tertiary care teaching hospital.• A. Holly Patterson Extended Care Facility (AHP): A 589-bed skilled nursing facility.• Community Health Practices (CHP): Operated in partnership with Long Island FQHC, Inc.,a non-profit, consumer-driven organization serving the region’s most vulnerablepopulations.NHCC is committed to delivering high-quality care, advancing medical education, and serving asthe safety-net health system for Nassau County residents.Nassau University Medical Center (NHCC): Founded in 1935, NHCC is the County’s primarysource of advanced medical care. Proposal OverviewNassau Health Care Corporation (“NHCC”) is soliciting proposals from qualified Proposers toprovide an evidence-based Case Management Decision Support Software Tool that supportsappropriate patient status determinations, utilization review workflows, documentation, reporting,and payer audit readiness. All Proposers must demonstrate experience providing robust, clinicallyvalidated software tools that support inpatient, observation, and outpatient level-of-caredeterminations across diverse patient populations.Proposals must align with the requirements set forth in this Request for Proposal (“RFP”). NHCCreserves the right to reject any submission that is incomplete or fails to comply with thespecifications of this RFP. All communications and submissions must reference RFP #012-2025 toensure proper handling.2II. SPECIFICATIONS OF THE SERVICESA. Scope of Work / Requested ServicesNassau Health Care Corporation (“NHCC”) seeks to procure evidence‑based, software‑basedclinical decision support tools used by the Case Management and Utilization Review departments todetermine appropriate patient status. The software must assist with evaluating inpatient,observation, and outpatient level‑of‑care determinations and must support regulatory compliance,payer audit defensibility, and standardized documentation.The requested software must:• Provide clinical criteria for adult, pediatric, behavioral health, and emergency departmentpopulations.• Supply evidence‑based, nationally recognized guidelines updated at least annually.• Deliver a searchable, intuitive software interface.• Support documentation and audit trails for UR and Physician Advisor review.• Provide reporting functionality and administrative dashboards.• Offer licensing for all required NHCC staff.B. Scope of Services1. Clinical Criteria Content RequirementsThe system must include:• Medical and surgical criteria• Emergency department utilization criteria• Behavioral health criteria• Pediatric criteria• Procedure‑ and condition‑specific criteria2. Functional Requirements of the Software• Searchable criteria engine• Documentation tools for level‑of‑care determinations• User activity audit trails• Role‑based access controls• Administrative dashboards and usage metrics• Exportable reports for payer audits and internal compliance3. Technical & Integration RequirementsThe solution must:• Support Single Sign‑On (SSO)• Provide API or HL7 interoperability• Meet HIPAA security standards• Integrate with NHCC systems, including SCM, Eagle, Aprima, CarePort, andrevenue cycle platforms4. Implementation & Training RequirementsProposers must outline:• Implementation timeline and milestones• Staff training plan3• Configuration and testing approach• Ongoing support structure5. Support, Maintenance & Update RequirementsThe proposal must describe:• Annual criteria update process• Software release cycles• Help desk response standards• Escalation pathways• Disaster recovery6. Performance Standards & KPIsMinimum KPIs:• System uptime ≥ 99.9%• Criteria updates within 30 days of release• Help desk response within 1 business day• High‑priority issue resolution within 72 hours• ≥ 90% user satisfaction7. Compliance RequirementsVendor must demonstrate compliance with:• HIPAA standards• CMS Conditions of Participation• NYS confidentiality laws• Joint Commission requirements• NHCC internal data protection policiesIII. DeliverablesThe selected Proposer shall provide the following deliverables throughout the engagement:1. Implementation Deliverables• System installation and configuration• Data integration and interface testing reports• Implementation schedule and milestone tracking• End‑user and super‑user training materials• Go‑live readiness assessment2. Evaluation CriteriaNHCC will evaluate all responsive proposals in accordance with the criteria outlined below.Proposers are advised that award will not be based solely on price; rather, it will reflect the overallbest value to the organization, taking into consideration the technical, operational, and financialmerits of the proposal.Each proposal will be reviewed using the following evaluation factors:1. Clinical and Technical Merit of the Proposed SoftwareThis includes an assessment of the platform’s ability to meet NHCC’s operational andregulatory needs, with emphasis on:• Evidence-based clinical criteria content• Breadth of adult, pediatric, ED, surgical and behavioral health criteria• Accuracy and clarity of decision support outputs• Frequency and reliability of criteria updates• Compliance with applicable federal and state regulations• System performance, uptime, and overall stability5
