INVITATION FOR BIDS

Avenida Vista Grande Bridge Reconstruction Project

IFB 2026-0131-PW/DK

The Santa Fe County Public Works Department requests bids for the purpose of procuring a licensed,

insured, and qualified Contractor to provide construction services for the Avenida Vista Grande Bridge

Reconstruction Project at Eldorado Community in Santa Fe County utilizing construction plans and

technical specifications from WSP Engineers. Bids may be held for ninety (90) days subject to all action

by the County. Santa Fe County reserves the right to reject any and all bids in part or in whole.

A completed bid package must be submitted in a sealed container indicating the bid title and number

along with the bidding firm’s name and address clearly marked on the outside of the container. All bids

must be received by 2:00 PM on Thursday, February 19, 2026, at the Santa Fe County Purchasing

Division located at 102 Grant Avenue, Santa Fe, NM 87501. By submitting a bid for the requested

materials and/or services each firm is certifying that their bid is in compliance with the regulations and

requirements stated within this IFB.

A MANDATORY Pre-Bid Meeting and Site Visit will be held at 10:00 AM on Thursday, January

29, 2026, at NE Parking area of 20 Avenida Vista Grande (La Tienda Shopping Center)–

Coordinates (35°32'13.0"N 105°53'22.7"W), Santa Fe County. All bidders must be in attendance

and on time in order to submit a bid.

BID INSTRUCTIONS

Bids are requested by Santa Fe County for construction services for the Avenida Vista Grande

Bridge Reconstruction Project in the Eldorado Community, in accordance with the plans and

specifications prepared by WSP Engineers and Santa Fe County. The project involves the repair

and rehabilitation of an existing concrete box culvert bridge which has experienced significant

deterioration of the headwalls and wingwalls and erosion and scour at the outlet and

downstream.

The bids shall be based upon the material descriptions, units, and estimated quantities shown on

the attached bid sheets. Final payment will be made upon quantities completed in accordance

with the specifications, measured and accepted by the County, paid at the unit prices contained

in the bid.

The Contractor shall supply all labor, materials and equipment necessary to complete the work

in accordance with the construction plans and specifications. The bid shall include all permits,

fees, tie-in fees for all utilities, overhead and profit, and incidental costs in the bid amounts. All

applicable taxes shall not be included in the bid amounts.

All applicable laws and ordinances and the rules and regulations of all authorities having

jurisdiction over the project shall apply to the Contractor and all agreements between the

Contractor and the County.

1. LOCATION AND DESCRIPTION OF WORK:

The work of this contract comprises the repair and rehabilitation of Bridge No. 9695, an

existing concrete box culvert structure buried approximately three feet beneath Avenida Vista

Grande, consisting of five 8’ x 8’ cells and extending approximately 43 feet in length. The

bridge crosses the Cañada de Los Alamos waterway, with project limits beginning

approximately 100 feet northwest of the NM 64 and Avenida Vista Grande intersection and

extending 0.104 miles.

The project includes structural repairs to the bridge and associated roadway improvements to

address documented deterioration and scour. Work items include, but are not limited to,

removal and replacement of degraded concrete; preservation and replacement of

reinforcement bars as necessary; epoxy injection of concrete cracks; application of water-

repellent treatments to exposed concrete surfaces; asphalt paving repairs along roadway

shoulders; and replacement of guardrails, pavement markings, and signage. Drainage

improvements include scour countermeasures consisting of removal of existing riprap and

installation of a new concrete apron and gabion baskets at the outflow.

Additional work includes clearing of vegetation and debris within the channel, adjustment of

downstream channel grading, and installation of erosion protection measures as shown in the

contract documents. The Contractor shall provide and maintain approved traffic control,

implement site-specific safety and quality control measures, perform required testing, and

coordinate construction activities to maintain public safety and access.
