Proposals must be received at the Purchasing Office beforethe date and time specified. Proposals are to be made less FederalExcise Tax and no charge for handling unless required by law.Proposals will be made available to the public after the time ofcontract. Results will be given by mail only if requested in writingand accompanied by a self addressed, stamped business sizeenvelope.SPECIFICATIONS. Vendors must submit on items as specified. Anychanges in specifications must be noted. Vendors shall be notified inwriting if any changes to the specifications are made.AWARD. The award will be made to the responsible vendorsubmitting a conforming proposal meeting specifications at thelowest cost unless other criteria are noted in the Request forProposals. Unless otherwise noted, the award may be made byindividual items. If there is a discrepancy between the unit price andthe extension, the unit price will prevail. Discounts will not beconsidered in making award but may be offered on the invoice forearlier payment and will be applicable on the date of completion ofdelivery or receipt of invoice, whichever is later.ASSIGNMENT PROVISION. The responding vendor hereby agrees toassign all causes of action that it may acquire under the antitrustlaws of New Hampshire and the United States as the result ofconspiracies, combinations, or contracts in restraint of trade whichmaterially affect the price of goods or services obtained by the cityunder this contract if so requested by the City of Laconia.CITY’S OPTIONS. The City of Laconia reserves the right to reject oraccept all or any part of any proposal, to determine what constitutesa conforming proposal, to award solely as it deems to be in the bestinterest of the City, and to waive irregularities that it considers notmaterial to the process.PUBLIC INFORMATION. The responding vendor herebyacknowledges that all information relating to this proposal and anyresulting order (including but not limited to fees, contracts,agreements, and prices) are subject to the laws of the State of NewHampshire regarding public information.PERSONAL LIABILITY. The responding vendor agrees that in thepreparation of this proposal or the execution of any resultingcontract or order, representatives of the City of Laconia shall incurno liability of any kind.PROOF OF COMPLIANCE. The responding vendor may be required tosupply proof of compliance with bid/proposal specifications. Whenrequested, the responding vendor must immediately supply thePurchasing Office with certified test results or certificates ofcompliance. Where none are available, the City of Laconia mayrequire independent laboratory testing. All costs for such testing,certified test results or certificates of compliance shall be theresponsibility of the responding vendor.FORM OF CONTRACT. INTRODUCTIONThe City of Laconia is seeking proposals from qualified vendors for the construction of a newbandstand on the Weirs Boardwalk (“Boardwalk”). The City has identified one potential locationand one preliminary design concept; however, vendors are required to propose additional feasiblelocations and design concepts as part of their submission.Proposals clearly marked “Bandstand on the Weirs Boardwalk” must be submitted to theFinance Department 2nd Floor Attn: Purchasing Specialist 45 Beacon Street East, LaconiaNH 03246 no later than 2:30pm February 10, 2026.II. GENERAL REQUIREMENTSThe City of Laconia reserves the right to accept or reject any or all proposals or any part thereofto waive any formality in the process and to accept the proposal considered to be in the bestinterest of the City. The City of Laconia reserves the right to cancel this proposal request at anytime for any reason. Failure to submit all information called for may be sufficient grounds fordisqualification.Any questions or inquiries must be submitted in writing, and, in order to be considered, must bereceived by the Purchasing Specialist gmastine@laconianh.gov no later than seven (7) calendardays before the Request for Proposals due date and time. Any changes to the Request forProposals will be provided to all Proposers as an addendum on the City’s websitehttps://www.laconianh.gov/Bids.aspxIII. PROJECT REQUIREMENTS/SCOPE OF WORKThe selected vendor will be responsible for the following:• Location Requirementso A possible location for the bandstand has been identified on the Boardwalk northwestof the Weirs Train Station. (Attachment A)o Interested vendors must propose at least one alternative location on the Boardwalkwhere construction of a bandstand is feasible.o The City will select the final location prior to the selected vendor performing anyengineering review, producing professional plans or beginning construction.• Design Requirementso Approximately 14’ 3’’ deep and 25’ wideo Minimum 10’ height clearanceo Pitched roof (see Attachment B example)• Vendor Musto Evaluate the feasibility of this concept, including functionality, suitability for theproposed location, and potential obstruction of views.o Provide at least one alternate design concept for consideration.o Understand that the City will select the final design concept before engineeringreview, plan development, or construction begins.• Engineering ReviewOnce the City selects the final location and design concept, the selected vendor will berequired to:o Conduct a full engineering review of the Boardwalk at the selected location todetermine whether the existing structure can support the bandstand.o If the boardwalk cannot support the structure in its current condition, the vendor mustproduce engineered plans to reinforce or replace the necessary portions of theBoardwalk.• Plans and Architectural Designo Professionally engineered plans for the bandstand and all supporting structureso Architectural design plans consistent with the existing architectural character ofsurrounding structures on the Boardwalk and in the Weirs Beach area.• Construction RequirementsUpon approval of the engineered and architectural plans, the selected vendor will beresponsible for:o Constructing the bandstand and all required supporting structureso Ensuring construction aligns with the City-approved location, final design concept,and approved engineered plans.o Delivering a completed structure that meets all safety, structural and aestheticrequirements.IV. SUBMISSION REQUIREMENTSProposals must include the following:• Company informationo Background and relevant experienceo Examples of similar projects completed within the last five yearso Resumes of key personnel assigned to the project• Proposed Locationso At least one alternate feasible location on the Boardwalko Rationale for each proposed location, including accessibility, structuralconsiderations, and public impact• Design Conceptso Evaluation of the City’s preliminary design concepto At least one alternate design concept including sketches or conceptual renderingso Discussion of functionality, aesthetics, and potential view obstructions.• Engineering approacho Description of the methodology for conducting the boardwalk structural reviewo Preliminary assessment of potential reinforcement needs (if any)• Project Scheduleo Proposed timeline for engineering review, design development, permitting andconstruction• Cost Proposalo Itemized cost estimate for engineering review, design, and constructiono Cost breakdown for potential Boardwalk reinforcement or replacemento Hourly rates for key personnelProposal Submission, Deadline and Location:One original and two copies of the Proposal must be submitted to the Finance Department 2ndFloor Attn: Purchasing Specialist 45 Beacon Street East, Laconia NH 03246 no later than2:30pm February 10, 2026.
