PurposePursuant to provisions of the Mohave College Procurement Manual, the District intends to establish a contract(s)for charter bus services for the 2026/2027 Soccer season. The tentative 2026/2027 Men’s & Women’s SoccerTravel Schedule is attached for reference.All soccer team travel originates from the Bullhead City Campus: 3400 Hwy 95, Bullhead City, AZ 86442.2. Multiple AwardThe District intends to award a contract to a single offeror. However, the District reserves the right to make amultiple award if a single vendor is unable to provide charter bus services for each trip listed on the cost form.3. Non-Exclusive ContractAny contract resulting from this request for quote shall be awarded with the understanding and agreement that it isfor the sole convenience of the District. The District reserves the right to obtain like services from other sources.4. Term of AwardIt is the intent of the District to award a single-term contract, beginning July 1, 2026, and continuing until December31, 2026. However, no contract exists unless and until a purchase order is issued.5. Price ClausePrices shall be firm for the term of the contract. Prices as stated must be complete for the services offered and shallinclude all associated costs. Awarded Vendors can charge by mileage or hourly rate, but not by both.Overnight trips that include drivers’ hotel room shall be “passed thru” to the District at cost.6. Fuel SurchargesNo fuel surcharges will be accepted. No price increase will be accepted without proper request by the awardedvendor and response by the District’s Purchasing Division.7. Insurance RequirementsThe District requires a complete and valid certificate of insurance to be submitted with the quotation response. TheDistrict will notify the successful vendor(s) of the contract award. The successful vendor(s) must, at that time,submit an original copy of the certificate of insurance, naming Mohave College as additionally insured for thecoverage in the minimum amounts stated. The coverage shall be maintained in full force and effect during the termof the contract and shall not serve to limit any liabilities or any other contractor obligations.Awarded vendor agrees to maintain such insurance as will fully protect vendor and the District from any and allclaims under any workers’ compensation statute or unemployment compensation laws, and from any and all claimsof any kind or nature for damage to property or personal injury, including death, made by anyone, that may arisefrom work or other activities carried on, under, or facilitated by this Agreement, either by Offeror, its employees, orby anyone directly or indirectly engaged or employed by vendor. Vendor agrees to maintain such vehicle liabilityinsurance as will fully protect vendor and District for bodily injury and property damage claims arising out of theownership, maintenance or use of owned, hired or non-owned vehicles used by Offeror or its employees, whileproviding services to the District.P a g e 1|9Request forQuotationMohave College1971 Jagerson AvenueKingman, AZ 86409(928) 681-5653RFQ #:Description:01-2627Charter Bus ServicesVendor agrees to provide the District with a certificate of insurance evidencing such coverage and naming theDistrict as an additional insured. All insurance companies utilized shall be licensed to operate in the State ofArizona and insurance policies must provide said coverage and shall not be cancelled without thirty (30) dayswritten notice to the Vendor and District. Liability insurance shall be provided in accordance with the followingminimum limits:Comprehensive General Liability Insurance:$5,000,000 per occurrence$20,000,000 Aggregate Coverage$50,000 Fire Damage Limit$10,000 Medical Expense Limit for any one personAutomobile Liability:$5,000,000 Combined Single Limit$5,000,000 Each Occurrence Limit$20,000,000 Aggregate Coverage$10,000 Medical Expense Limit for any one person8. LicensesSuccessful vendor shall maintain in current status all federal, state, and local licenses and permits required by theoperation of the business conducted by the vendor.The District may periodically check the US Department of Transportation Federal Motor Carrier SafetyAdministration Safety and Fitness Electronic Records (SAFER) System to verify information and operation statusof the awarded vendor. Scope of Work/SpecificationsEach quotation response shall meet the following criteria or provide written clarification on how it deviates.# CriteriaMeets Deviates Explanation of Deviation9.1 Each bus shall be equipped to meet allapplicable federal and state highwayspecifications, Interstate CommerceCommission specifications and localspecifications, safety standards, and emissionrequirements.9.2 Each bus shall be maintained in good workingcondition meeting federal and state guidelines.Overall appearance, interior and exterior, mustbe clean, in good repair, and free of unpleasantodors.9.3 Buses shall provide adequate space for anyequipment or supplies needed for theevent/trip.9.4 All buses requested shall be equipped withfunctioning restroom facilities.9.5 All buses shall be fully fueled prior to pick-up.9.6 All drivers of the bus shall have specializeddriver training, appropriate CommercialDriver’s License (CDL), and meet anyInterstate Commerce Commission driverlicense and/or certifications. Drivers shall befully trained on the operation of the bus,including AC/Heating Systems, EmergencyEgress, Audio and Video Systems, etc.9.7 The contractor shall provide the drivers withcustomer relations training. All customerservice complaints received by the contractorshall be reported verbally to the DistrictContract Manager within 24 hours andfollowed up in writing within ten (10) workingdays.9.8 The contractor shall be responsible for payingall toll charges, licenses, fees, taxes, violationfines, fuel, and other operating costs incurredby the contractor as a part of this program.Parking fees and hotel room (as required) willbe passed to the District “at cost”. There shallbe no other add-on charges of any kind.9.9 All buses shall be equipped with two-wayradios, cellular telephones, or like equipmentP a g e 3|9Request forQuotationRFQ #:Description:01-2627Charter Bus Servicesthat will enable communication with theadministrative and maintenance facility.9.10 The contractor shall be responsible forproviding all other functions necessary for thesafe, reliable, and efficient operation of thecontract bus service that are not specificallydiscussed herein.9.11 The driver shall not smoke/vape or useinappropriate language while performing theservices provided for herein.9.12 Bus Maintenance:In the interest of safety and reliability, all busesmust be owned, operated and maintained by theofferor, with written maintenancedocumentation on file.9.13 Bus Maintenance:Storage of all buses shall exclusively be theresponsibility of the service provider.9.14 Bus Maintenance:The vendor shall be fully responsible for allmaintenance and service of buses. All busmaintenance shall be performed by qualifiedpersonnel possessing proper licenses andcertificates.9.15 Bus Maintenance:The contractor shall be responsible forproviding fuel, lubricants, and tools.9.16 Bus Maintenance:All buses shall have operable heating and airconditioning.9.17 Bus Maintenance:Tires shall always be inspected and replaced ifpre-trip inspection indicated tread or conditionis questionable as related to safety and/ordowntime for repair throughout the trip.9.18 Notice of cancellation of a trip afterreservations have been made shall be given 24hours before departure time at no cost to theDistrict. For service where less than 24 hours’notice is given or for curbside cancellations,vendor shall indicate cancellation charges onthe pricing form.9.19 Qualifications of Drivers:All Drivers shall have a valid permanent CDLwith all required endorsements, and undergo anannual physical examination, which shallMohave College1971 Jagerson AvenueKingman, AZ 86409(928) 681-5653P a g e 4|9Request forQuotationRFQ #:Description:01-2627Charter Bus Servicesinclude drug and alcohol testing. A certificateof physical fitness to perform all requiredduties should be on file with the vendor beforea driver transports any district students.9.20 Qualifications of Drivers:All drivers must satisfactorily complete a pre-employment review of their criminalconviction records and driving record.9.21 Qualifications of Drivers:Registered Sex Offender Restriction – Pursuantto this order the named vendor agrees byacceptance of this order that no employee ofthe vendor, who has been adjudicated to be aregistered sex offender will perform work onDistrict premises or at any time when Districtstudents are, or are reasonably expected to bepresent. The vendor further agrees byacceptance of this order that a violation of thiscondition shall be considered a material breachand may result in cancellation of the contract atthe District’s discretion.9.22 Qualifications of Drivers:The vendor shall require all drivers to have atimepiece with them while on duty to ensureadherence to established schedule times.9.23 Accident Reports and Records:The vendor is required to provide accidentreports and records within 2 working days ofsuch incident. Vendor shall immediately notifyDistrict of any accident involving a buscarrying students. Such notification may beverbal followed up with a complete writtenreport.
