The City of Seattle through its Department of Transportation (SDOT), requests Statement of Qualifications from a comprehensive team to provide the core design services identified in the scope of work to preserve and repair the identified bridge packages listed below. SDOT has identified 12 bridges that have been bundled into 3 packages listed below. The bridges require preservation and repair to maintain their operational performance, along with two structures slated for decommissioning.
The scope of work for these packages includes but is not limited to inspection verification, NEPA/SEPA permitting support, preliminary design, final design including plans, specifications & estimates (PS&E), prep for bid documents and may include construction phase support. .Additional services will also include public outreach in coordination with SDOT (Open houses, first line communications, website management, etc.). The bridges represent a diverse range of structure types, ages, and uses, including multimodal, freight, and transit facilities. Some are designated historic or span sensitive waterways.
The awarded consultant(s) may be considered to complete subsequent phases depending on the consultant(s) satisfactory performance on prior work and upon negotiation of an agreement of the subsequent phases(s). The City is not obligated to use the same consultant for all phases. Separate consultant agreements may be considered for each phase that the funding is authorized. 1. 24-047QP- Bridge Preservation Package 1
- Albro Pl over Airport Way S (1931): 6,800 ADT; fair condition. Last resurfaced and joints replaced in 1982; seismic retrofit completed in 2009.
- Colman Park – Lakeside Ave S Bridge (Build date unknown): 8,800 ADT; fair condition. Concrete arch bridge over a bicycle path in Colman Park.
2. 24-046QP- Bridge Preservation Package 2
- Yesler Way over 5th Ave S (1912): 6,600 ADT; fair condition. Reconstructed in 1977; seismic retrofit in 1993; painted in 1994.
- Roosevelt Way NE / Campus Parkway (1949): 2,600 ADT; freight route; fair condition. Traffic rail work completed in 1978.
- Phinney Ave N / N 57th St (Build date unknown): 7,000 ADT; freight route; fair condition. Surface improvements in 2005.
- S Main St over BNSF Railroad (1905): 2,350 ADT; fair condition. Reconstructed in 1983.
- W Howe St Bridge (1946): 7,500 ADT; good condition. History of repairs from 1975 to 2019, including seismic retrofit.
- W Galer St Flyover (2002): 2,200 ADT; freight route; fair condition.
- Jackson St between 4th–5th Ave (1910): 9,650 ADT; fair condition. Carries streetcar; rehabilitated in 1986.
- W Emerson St Viaduct (1949): 18,000 ADT; freight route; fair condition. Last seismic retrofit in 1996.
- N 79th St Pedestrian Underpass (1927, closed in 1997): Under SR 99 at N 79 th St.
3. 24-053QP- Bridge Preservation Package 3
- University Bridge (1915): 20,000 ADT; poor condition. Historic structure spanning the Ship Canal; prior work includes widening (1932), deck work (1968), and painting (2008). Designated as a local and state historic bridge.
- Fremont Bridge (1917): 25,000 ADT; fair condition. Freight route crossing the Ship Canal; on National Register of Historic Places.
- Abandoned Timber Trestle: Parallel to Westlake Ave near 2814 Westlake Ave N.
