The County reserves the right to negotiate separately with any sourceswhatsoever in any manner necessary to attend to the best interest of the County, to waiveirregularities in any bid and to accept a bid which best meets the needs of the County,irrespective of the bid price.The County reserves the right to make an award without further discussion of any bid submitted.Therefore, the bid submitted initially should be the most favorable terms which the Bidder canpropose. There will be no best and final offer procedure.
