The Iowa Judicial Branch is requesting Proposals for the purpose of providing asynchronous online diversion educational courses for delinquent and at-risk juveniles in all five (5) counties included within the Seventh Judicial District of Juvenile Court Services (JCS D7). JCS D7 seeks to select one or more vendors capable of delivering evidence-based, accessible, and effective online courses that address behavioral concerns, prevent reoffending, and reduce formal involvement with the juvenile justice system. JCS D7 includes the counties of Cedar, Clinton, Jackson, Muscatine and Scott.

The IJB intends to award a Contract(s) beginningand ending on the dates listed on the RFP cover sheet, and the IJB, in its sole discretion, may extend theContract(s) for up to the number of annual extensions identified on the RFP cover sheet.1.2 DEFINITIONSFor the purposes of this RFP and the resulting Contract, the following terms are defined.“Agency” means the agency identified on the RFP cover sheet that is issuing the RFP.“Bid Proposal” or “Proposal” means Respondent’s proposal submitted in response to the RFP.“Contract” means the Contract(s) entered into with Respondent(s) as described in section 6.“Contractor” means the awarded business/person to provide the contractual services agreed upon.“General Terms” and “General Terms and Conditions” shall mean the General Terms for Juvenile CourtServices service contracts as linked on the RFP cover page.“IJB” shall mean the Iowa Judicial Branch.“Invoice” means a Contractor’s claim for payment. At the IJB’s discretion, claims must be submitted onan original invoice from the Contractor and on a claim form accepted by the IJB, such as a GeneralAccounting Expenditure (GAX) form.“Juvenile Court Officer” or “JCO” means a person appointed as a juvenile court officer under section602.7202 of the Iowa Code and also includes a chief juvenile court officer appointed under section602.1217 of the Iowa Code.“Juvenile Court Services” or “JCS”, for the purposes of this RFP, means a unit of the Iowa Judicial Branchin which juveniles adjudicated by the Iowa Juvenile Court as delinquent and youth at risk of entering thecourt system receive services as directed by the Chief Juvenile Court Officer or designee.“Respondent” means the company, organization or other business entity submitting a proposal inresponse to this RFP.“Responsible Respondent” means a Respondent that has the capability, as determined in the solediscretion of the IJB, in all material respects to perform the scope of work and specifications of theContract. In determining whether a Respondent is a Responsible Respondent, the IJB may consider variousfactors including, but not limited to, the Respondent’s competence and qualifications to provide the goodsor services requested, the Respondent’s integrity and reliability, the past performance of the Respondentand the best interest of the IJB and the State.Iowa Judicial BranchJCS Update 10/15/25Page 3 of 37RFP# JUV-27-OD-07-002“Responsive Proposal” means a Proposal that complies, in the sole discretion of the IJB, with the materialprovisions of this RFP.“RFP” means this Request for Proposals and any attachments, exhibits, schedules or addenda hereto.“State” means the State of Iowa, the IJB, and all state agencies, boards, and commissions, and any politicalsubdivisions making purchases from the Contract as permitted by this RFP.“Vendor” means anyone who provides goods or services to another entity.1.2.1 Additional Definitions specific to this RFP:Example definitions below:“Case Plan” is a written document, developed with input from the child, custodians/guardians, serviceprovider and Juvenile Court Services that identifies criminogenic needs and risk factors and includes aplan for how to address, lower and ultimately resolve the risk areas.“Contract Administrator” (CA) means the person responsible for administering and tracking districtallocation, drafting and overseeing district service contracts for JCS District 7, and overseeing assignedstatewide contracts. This person prepares, negotiates, reviews, oversees, and administers contractsincluding both formal and informal procurement processes as well as contract terms to ensure contractsconform to legal requirements and meet objectives.“Chief Juvenile Court Officer” (CJCO) means the person responsible for overseeing Juvenile Court Services’operations to promote safe and positive outcomes for at-risk youth, victims, and communities. The CJCOacts as a community leader, collaborating with support agencies, law enforcement, and institutions toimplement effective youth initiatives, rehabilitative programs, and coordinated responses. This CJCOenforces research-based best practices and ensure compliance with applicable rules and directives. ThisCJCO administers efficient budgets, contracts, funding, and grant management.“Evidence Based” means practices, programs and policies grounded in the best available research anddata, that have been scientifically tested and shown to be effective through rigorous evaluation.“JCS D7” or “Seventh Judicial District” means a geographical area in Iowa that includes Cedar, Clinton,Jackson, Muscatine and Scott counties.“JCS Supervisor” means the responsible person providing oversight to Juvenile Court Officers.“Referring Juvenile Court Officer” or “Referring JCO” means the person who manages and determinesthe appropriate course of action for a juvenile’s case.1.3 OVERVIEW OF THE RFP PROCESSThe RFP process is for the IJB’s benefit and is intended to provide the IJB with competitive information toassist in the selection process. It is not intended to be comprehensive. Each Respondent is responsible fordetermining all factors necessary for submission of a comprehensive Proposal.Respondent should review Attachment 3, Form 22 Request for Confidentiality, for more information if itsProposal contains confidential information. Any Proposal marked “Confidential” or “Proprietary” on everypage may be disqualified.Iowa Judicial BranchJCS Update 10/15/25Page 4 of 37RFP# JUV-27-OD-07-002Respondents will be required to submit their Proposals electronically via email to the Issuing Officer.1.4 BACKGROUND INFORMATIONEarly intervention and follow-up programs/graduated sanctions services are services to be provided tochildren adjudicated delinquent and to children who have been referred to juvenile court services for adelinquency violation or who have exhibited behaviors that put them at risk of a juvenile delinquencyreferral. The services are directed to enhance personal adjustment to help the children transition intoproductive adulthood and to prevent or reduce criminal charges, out-of-home placement, andrecidivism.The Iowa Judicial Branch is requesting Proposals for the purpose of providing asynchronous onlinediversion educational courses for delinquent and at-risk juveniles in all five (5) counties included withinthe Seventh Judicial District of Juvenile Court Services (JCS D7). JCS D7includes the counties of Cedar, Clinton, Jackson, Muscatine and Scott.Diversion programs are a critical component of juvenile justice reform, offering alternatives to formalcourt involvement for youth exhibiting early signs of behavioral issues. Online education platforms havedemonstrated success in engaging youth and promoting behavioral change through interactive andpersonalized learning experiences.JCS D7 seeks course offerings to address topics including:1. Theft or Shoplifting Prevention2. Anger Management3. Healthy Decision Making4. Alcohol Abuse Prevention5. Marijuana Abuse Prevention6. Combined Alcohol and Marijuana Abuse Prevention7. Conflict Resolution8. Emotional Regulation, including appropriate self-expression and respect for authority figures9. Driving Under the Influence Prevention Awareness10. The Respondent may propose additional course topics that support the goal of reducing juvenilerecidivism. These optional topics should be evidence-based, developmentally appropriate foryouth ages 12–18 and aligned with the overall purpose of promoting positive behavior changeand preventing further system involvement.The Respondent(s) must offer administrative tools for monitoring course completion progress and providecompletion data reporting to JCS D7. Additionally, the Respondent(s) must issue completion certificatesto juveniles that successfully complete each assigned course along with notification of completion to theReferring JCO and JCS Supervisor.JCS D7 has previously offered online diversion services to juveniles since August 2022 through otherfunding sources.
