THIS PROJECT IS BEING ELECTRONICALLY BID AND HARD COPY BIDS WILL NOT BE ACCEPTED. Please review the instructions in the bid documents on how to register as an electronic bidder. The bids are to be prepared and submitted at www.biddocsonline.com.

The City through its Department of Capital Assets and Construction (DCAC) is seeking bids from qualified firms to enter into an agreement for the complete removal of three elevator systems including cabs, motors, equipment, controls and connections. Installation of three new custom elevator systems within the existing hoistway. Estimated cost of the project is $1,500,000.00.

Bids for Prime/General Contractor will be received until 2:00 PM on November 25, 2025, publicly opened, forthwith online.

Filed sub-bids for the trades listed below will be received until 2:00 PM on November 13, 2025, and publicly opened, forthwith online.

The City of Springfield, invites electronic bids from Prime Contractors and Filed Sub-Bidders through biddocsonline. Bidding procedures are per Massachusetts General Laws Chapter 149 as amended and other applicable statutes. Chapter 149 requires that the Prime/General Contractor be certified by the State Division of Capital Asset Management in the category, “General Contractor.” Filed sub-bidders must be DCAMM certified for the trades listed below, and bidders must include a current DCAMM Sub-Bidder Certificate of Eligibility and signed DCAMM Sub-Bidder’s Update Statement. All Bidders will be required to pay Prevailing Wages whenever applicable.

SUBTRADES: Elevators, HVAC, and Electrical.

Site Visit: Bidders are strongly encouraged to attend a site visit at 1250 State Street, Springfield MA 01109 scheduled for November 5, 2025 at 10:00 AM. Contact: Peter Garvey, Project Manager DCAC, PGarvey@springfieldcityhall.com, with inquiries concerning the pre-bid site visit. This meeting will provide an opportunity for interested parties to inspect the site and all particulars and resolve questions regarding the scope of work, existing conditions and the specifications.

Bid Forms and Contract Documents will be available October 29, 2025 at www.biddocs.com (may be viewed electronically and downloaded at no cost) or hard copies may be purchased at Nashoba Blue, Inc. at 433 Main Street, Hudson, MA 01749 (978-568-1167).

Questions must be submitted in writing to the City (nwalker@springfieldcityhall.com) by close of business on 11/7/25 for sub-bidders, and 11/17/25 for general contractors in order to be considered. The City of Springfield goal of twenty percent (20%) MWBE participation applies. Massachusetts Division of Occupational Safety Prevailing Wage rates may apply. The Chief Procurement Officer/Designee reserves the right to waive any informality in, or to revoke, any or all bids, if in the public interest to do so.
