August 27, 2025NOTICE OF BIDWayne Mason Raw Water Intake ImprovementsBL113-25The Gwinnett County Board of Commissioners is soliciting competitive sealed bids from qualified contractors forthe Wayne Mason Raw Water Intake Improvements.Bid submittal date and location:Sealed Bids will be received until 2:50 P.M. local time on October 10, 2025, at the Gwinnett County FinancialServices - Purchasing Division – 4th Floor Charlotte J. Nash Building, 75 Langley Drive, Lawrenceville,Georgia 30046. Then publicly opened and read aloud at 3:00 P.M. Any bid received after this date and timewill not be accepted. NOTE THAT THE PURCHASING DIVISION HAS TEMPORARILY RELOCATED. ALL BIDSMUST BE SUBMITTED AT THIS LOCATION. The bid envelope must be marked on the outside with BidNumber, name of Bidder, date and time of opening. Contractors providing the utility work must have a currentvalid Utility Contractors License.Project Description:The project involves the removal of the existing intake pipes, check valves, and butterfly valves at the WayneMason Raw Water Intake site. New Check valves, butterfly valves and a freight lift with enclosure will beinstalled. The contractor will install two new intake pipes with tee screens at elevations of 1,025 and 1,042.5ft in the lake. A concrete meter vault will be installed at the site, and a new flow meter will be provided by theOwner for installation on the 78-inch raw water transmission line. The project also involves the coring of anew wet well penetration for the pipe at elevation of 1,042.5 ft. The successful bidder will be required to furnish acontract Performance Bond and Payment Bond, each in the sum of 100% of the total amount bid and provideinsurance coverage as required by the contract documents.Bonding Company should be licensed to do business in Georgia, licensed to do business by the GeorgiaSecretary of State, authorized to do business in Georgia by the Georgia Insurance Department, listed in theDepartment of the Treasury's Publication of Companies Holding Certificates of Authority as AcceptableSurety on Federal Bonds and as Acceptable Reinsuring Companies and must have an A.M. Best rating of A-10or higher.All bonds should be submitted on forms provided by Gwinnett County and agencies providing bonds andinsurance should provide proof that they meet the criteria outlined in the bid and contract documents.Bid Withdrawal:No Bidder may withdraw his Bid within sixty (60) days after the actual date of the opening thereof.Liquidated Damages:Bidder agrees to complete the Contract awarded within the "allowable calendar days for completion" from thedate of the "Notice to Proceed" and he further agrees that the Owner may retain from the monies which maybecome due the amount of $2,500.00 (Substantial) / $700.00 (Final) for each and every day that thecompletion of the work may be delayed.Bids in the case of Corporations not chartered in Georgia, must be accompanied by proper certification statingthat said Corporation is authorized to do business in the State of Georgia.The County will award the Contract to the lowest "qualified" bidder, subject with the Owner's right to reject any orall bids, to waive technicalities, and to make an award deemed in its best interests.
