Everett McKinley Dirksen ParkwayPeoria, IL 61607cbsloan@flypia.com** MAAP bears no responsibility for emailed proposals that are notreceived.Emailed proposals with attachments greater than 10MB may not be receivedand no error message will be generated.All questions must be submitted in writing to: cbsloan@flypia.comRFP documents may be obtained by emailing: cbsloan@flypia.comMAAP reserves the right to accept or reject any and all proposalsdetermined to be in its best interest.3|PageGENERAL INFORMATIONThe “Digital Marketing Strategy RFP” is a stand-alone RFP, running the entire Fiscal Year,March 1, 2026 – February 28, 2027.Digital Marketing Strategy RFP includes: Search Engine Marketing, Online Video,Targeted and Retargeted Display Ads, Connected and/or Streaming Video, Social Media,and other General, Overarching, Online Media Strategies including ai.The “Traditional Advertising RFP” will run for 6 months, March 1, 2026 – August 30,2025, then rebid every 6 months. MAAP considers traditional advertising: RegionalRadio, TV, Billboards, Print and any online products that accompany these agencies.i.e. Banner ad on XYZZ Radio Home Page.An Agency must submit their information accordingly to be considered for either RFP.Submitting 1 RFP does NOT automatically submit you for BOTH. These are consideredSEPARATE RFPs, and should be treated as such when you are submitting your proposals.INTRODUCTIONMAAP is currently accepting proposals from qualified vendors to provide traditionaladvertising as described in this document from March 2026 through August 2026.RFP INFORMATIONSealed proposals will be accepted by MAAP until NOON on February 12, 2026. RFPs shallbe submitted in a sealed envelope or package with the RFP name and date marked onthe outside or submitted via email in the format of a PDF to cbsloan@flypia.com.Proposals received after the stated date/time will not be considered.These are minimum specifications. MAAP reserves the right to waive technicalitiesand accept the proposal that best suits its needs.AWARD of RFPThe RFP will be awarded to the lowest responsive and responsible bidder that best fitsMAAP’s advertising needs, based on the given requirements. MAAP reserves the rightto award to multiple vendors.QUESTIONSAll questions regarding the RFP must be submitted in writing to cbsloan@flypia.com.Vendors may not contact any other MAAP staff or MAAP board member with inquiriesregarding this bid.4|PageSCOPE OF WORK/STATEMENT OF PURPOSE:The purpose of this Request for Proposal (RFP) is to solicit proposals from traditionalmedia and advertising companies (television, radio, outdoor billboards, print, etc.) withexperience reaching Central Illinois audiences, with a focus on business and leisuretravelers who fly. Preference will be given to creative proposals that help PIA promoteand advertise its messages. Though the RFP is for traditional advertising, it can includedigital pieces that are specific to the advertising companies’ website. (i.e. Banner ad onXYZZ Radio Home Page)Background: The Metropolitan Airport Authority of Peoria oversees both the Gen.Wayne A. Downing Peoria International Airport (PIA) and the Mount Hawley AuxiliaryAirport (3MY). PIA currently has numerous nonstop destinations, and offers convenientconnectivity to major hubs.Overview: MAAP has approved up to $75,000 for paid advertising of PIA fromMarch 1, 2026 through August 31, 2026.No one company will be awarded the full approved budget. MAAP will determine themost appropriate mix of advertising to best reach Central Illinois/PIA audiences andachieve their advertising goals. The intent of this RFP is to identify the most responsiveand responsible companies capable of providing the best value and reach to ourtargeted Central Illinois markets, for this amount.Scope of Services: The successful vendor(s) shall provide the following:• Develop and implement an advertising strategy or promotion for PIA thatconveys the airport to diverse audiences through the use of multiple advertisingformats. Preference will be given to creative proposals with promotions andadvertising that help PIA promote its “Fly PIA” messaging.• MAAP also prefers to use a broad range of ads, therefore, proposals that includeseveral levels of pricing are typically preferred.• Specific pricing – i.e. per print ad, radio spot, website banner ad, etc. – forstrategy implementation. Rate cards are appreciated.• Most current reach/coverage area from an independent, accredited source,specific to each ad format.• Chosen vendor(s) will need to provide a monthly invoice and monthly proof ofperformance (POP)/ analytics.
