Bid Title: Administration of Truro’s Childcare Voucher Program
Category: Town-Wide Bid Postings Status: Open Description: SCOPE OF SERVICESFor Administration of Truro’s Childcare Voucher Program The Town of Truro seeks a qualified Program Administrator to oversee and administer Truro’s Childcare Voucher Program. The program will provide vouchers for birth through four-year-old children enrolled in a state-licensed childcare program, or a licensed pre-school or pre-k program that is not the Truro Central School Pre-School Program, who are born by August 31, 2026, and are not five years or older as of August 31, 2026. If a child can be accommodated in the Truro Central School Pre-K program, approval must be granted to allow use of the voucher to attend a program outside of Truro. Children enrolled in the Truro Central School Pre-School program are not eligible for the voucher program in the same program year (September 1 - August 31). Only children of Truro residents, children of Town of Truro employees, and children of employees and business owners employed for more than 20 hours per week by a business with a physical location in the town of Truro, provided that the Truro location is the primary location of the employee’s work for each month for which tuition assistance is provided are eligible, in accordance with the Truro Select Board’s Eligibility Requirements. This program and the administration fees were approved as part of Article 12 of the 2023 Annual Town Meeting and Question 2 of the 2023 Annual Town Election Ballot. The Program Administrator will:
- Accept, review and approve applications from eligible applicants in accordance with Town of Truro eligibility criteria twice per year. Coordination with Truro Central School may be required for certain applications to determine eligibility. Verification of employment to meet criteria may be required for certain applications.
- Develop tuition allowance caps based on the NEW allocation process for FY27. Funds will be committed for the entire year for eligible children accepted during the first application period (up to $7,500). If available funding remains, a second application period will be opened to allocate the remaining uncommitted funds. If all funding is allocated with the first application period, a February application period may not open.
- Accept, review and approve required documents from eligible providers in accordance with Town of Truro eligibility criteria at least once per year and more as needed.
- Develop and manage contracts for applicants and providers.
- Accept, review, and approve monthly invoices from providers and provide invoices and monthly voucher allocation amounts to the Town of Truro Accounting Department for payment. Voucher allocation amounts shall not exceed total invoice amount in any given month.
- Provide monthly reports on number of eligible applicants, total childcare expenses, total voucher funds disbursed to date for each eligible child, total voucher funds remaining for the half year period.
- Provide other monthly, quarterly, bi-annual or annual reports as requested.
- Maintain program-related records on behalf of the Town of Truro and furnish all records as requested and at the end of the one-year contract period.
- Meetings and communications with the Town Manager or designee as needed.
- Meetings and communications with applicants and providers as needed, and the Program Administrator should have the general ability to support applicants or providers who need assistance with forms and applications due ability status, literacy status, language, or access to broadband.
- Provide final close out report with summaries and explanations of number of eligible applicants, total childcare expenses, total voucher funds disbursed for each eligible child, and total voucher funds remaining.
- Comply with any applicable requirements of the Department of Revenue.
Qualified applicants will have:
- A minimum of 3-5 years of clearly demonstrated experience in government grant administration by the lead contact.
- Demonstrated ability to complete the above tasks.
