CARROLL COUNTY, GEORGIAREQUEST FOR PROPOSALSDesign Professional ServicesforSheriff's Office Replacement and Jail Modernization Project,including Mental Health Addition(RFP No. SO26-A002)The CARROLL COUNTY BOARD OF COMMISSIONERS, as “Owner” or the "County," is seekingProposals from firms interested in providing design professional services for a County Sheriff’s OfficeReplacement and Jail Modernization Project including a Mental Health Addition. These Instructions("Instructions") seek to select the most qualified provider of the above-mentioned services. Owner reservesthe right to reject any or all proposals, and to waive technicalities and informalities at the discretion ofOwner.RESTRICTION OF COMMUNICATION: Other than responses to the Owner's designee as required herein,from the issue date of these Instructions until a successful proposer is selected and the selection isannounced, proposers are not allowed to communicate for any reason with any members of the EvaluationCommittee or the County elected officials, employees or agents, except for submission of questions andproposals as instructed in these Instructions, or during the proposer's conference (if applicable), or asprovided by any existing work agreement(s). For violation of this provision, the Owner reserves the rightto reject the Proposal of the offending proposer.1. GENERAL PROJECT INFORMATION GENERAL PROJECT INFORMATIONProject Background:The County desires to design and construct a Sheriff’s Office Replacement Facility up to 71,750 squarefeet and Women’s Jail Replacement and Mental Health Addition up to 32,288 square feet, for a total of105,000 square feet. The Project shall also include upgrades to the existing men’s Jail tower. The DesignProfessional selected shall use the County’s existing Conceptual Design.Project Delivery Method:The delivery method for this Project will be construction manager at-risk (CM/GC), and, at a minimum, willemploy the services of a Design Professional, in addition to the services of a CM/GC.Project Budget:The preliminary stated (construction) cost limitation (SCL) for the Project is estimated to be $60,000,000.00.The final SCL may differ due to actual program requirements, funding, and other circumstances.Project Schedule:Design is anticipated to start within 30 days of the execution of the contract with the completion ofconstruction documents by the fourth quarter of 2026. Construction will start sometime thereafter. The startof construction is contingent on the availability of funding. Construction is anticipated to start the fourthquarter of 2026 duration to reach substantial completion is estimated at approximately 20 months. (All ofthe dates above are estimates which are subject to change.)#1441150.4Page 1Design Professional Requirements:The Owner is seeking the services of an architectural firm (the “Design Professional” or “DP”) to provideall design services, including the development of plans and specifications. The DP will performprogramming and provide the complete schematic, design development, and construction documents andwill be expected to attend design review meetings every two weeks throughout design. In addition, the DPwill provide construction contract administration services which include, but are not limited to review ofRequests for Information, Submittals, attendance at bi-weekly OAC meetings, cover up inspections,review of payment applications, Punchlist, etc. This should represent the scope of work included in theproject. The successful Design Professional will be expected to contract with the Owner in a timely manner.The offering firm shall be the primary contracting firm as the individual firm held responsible for fulfillingall contractual obligations. The primary contracting firm shall perform a minimum of 50% of thearchitectural design services (exclusive of engineering and specialty consultants) in-house. The Projectwill be constructed by a general contractor to be selected and contracted with separately by the Owner.It is expected the Design Professional will work closely with the selected contractor and any otherconsultants engaged by the Owner and in the best interest of the Owner and the project.It is anticipated that the Agreement between the County and the selected firm (architect) will contain thefollowing scope of work:A. Serve as the County’s professional architectural consultant in all phases of the Project described inthe Agreement, and will assist the County by verifying the architectural design program for the Projectafter which the Firm will describe the major functional elements, space requirements and relationshipsbetween the elements, requirements within each space (environmental, acoustical, lighting, electrical,communications, cabinetry, security, etc.), site development requirements, code requirements,American Correctional Association standards, aesthetic requirements and other specialconsiderations.B. The Basic Services of the selected architect shall include programming efforts such as reviewingexisting Program, existing site conditions, interviewing personnel, reviewing inventories, or projectedlists of furniture, equipment and materials prepared by County or County’s representatives, attendingmeetings and taking other actions as necessary to establish the scope of the Project as dictated bythe County’s needs.C. Provide a preliminary evaluation of the County’s operating program and the Project budgetrequirements, each in terms of the other, and shall review with the County.D. Enter into an Agreement with the County substantially in the form of a standard AIA B101-2017document with the Contract Addendum attached hereto as Exhibit “D”. The Basic Services fordesign shall consist of normal architectural services; structural, mechanical (including plumbing),electrical, physical and electronic security systems and civil engineering services; audiovisual/telecommunications; networking; landscape architectural services; roofing consultant services;FF&E layout and any other services included in the Agreement as part of Basic Services.E. Accept that Carroll County has entered into an agreement with a Program Manager (CPS) to workwith and on behalf of the County through the entire design, construction and transition period of theProject. This firm will assist the Evaluation Committee during the procurement process of the Project.F. Accept that Carroll County will procure the services of a Construction Manager-at-Risk through CarrollCounty Purchasing for the construction phase of the work. They will be contracted to work diligentlywith the Team to provide budgeting, constructability reviews and Bid Package assistance throughoutthe entire design phase of the Project typical with a Construction Manager-at-Risk procurementprocess.Please provide a list of design team members and consultants and their background. The approved designteam member and consultants will be included in the contract between Carroll County and the architectural#1441150.4Page 2firm. Any changes to the design team members and consultants listed must be approved by Carroll County.All local, county, state, and federal codes and regulations must be followed, especially in regard to BuildingCodes, Life Safety Codes, and the Americans with Disabilities Act.Once a contract is executed between the County and the successful proposer, the successful proposer will berequired to provide the services as required by this RFP by the members of the proposed project team, includingany and all consultants. Carroll County must first approve any change in or substitution of project teammembers, including any consultant, in writing.The successful proposer will provide full architectural and engineering services including, but not limited to:• Project program review and design• Preparation of all specifications and bid documents• Assistance with evaluation of bid package proposals.• Interior and exterior signage• Building plaque• Landscaping plan including irrigation• Site Lighting• Americans with Disabilities Act Code Compliance• Preparation of all change order documents• Construction contract administration• Assistance with project documentation• Provide reproducible as-built drawings per Owner’s direction• Provide reproducible drawings to Owner through project development and other stages• Upgrades to the existing men’s jail tower, as requested by Owner.• The Design Professional selected shall use the County’s existing Conceptual Design.2. SELECTION PROCESSReview of the proposals will be made by an Evaluation Committee consisting of representatives of theOwner and possibly a third party representative (i.e., another County representative, consultant, etc.). TheEvaluation Committee will receive and review proposals submitted in response to these Instructions usingthe criteria listed below and may conduct interviews of finalists. The Evaluation Committee will make arecommendation to the Carroll County Board of Commissioners who shall make the final selection; whichmight be different from the recommendation of the Evaluation Committee. The Board of Commissionerswill hear presentations of the top finalist(s).Criteria for the Evaluation of Project Proposals50% Factor: Experience and Qualifications: Stability of the firm, including the firm’s corporate history,growth, resources, form of ownership, litigation history, evidence of stability, financials, etc.Firm’s relevant project experience and qualifications, including the demonstrated ability offirm in creating effective design of projects comparable in complexity, size, and function tothe contemplated hereby. Experience with owners such as the County and/or other localgovernments. This includes relevant experience and qualifications of the principal DesignProfessional(s) and lead staff, and evidence of relevant competencies for this project.Evaluators may also consider personal or agency past experience with firms.The Proposer should demonstrate experience as a Design Professional on a minimum ofthree projects of similar scope and complexity, with at least one being a county jail or prisonor mental health facilities.#1441150.4Page 330% Factor: Methodology Presented: The firm’s ability to assure success to complete the project withinthe time and cost budgeted. The firm’s presentation of the proposed design Plan, and thecommittee’s overall impression of the firm and key team members (lead designer, projectmanager, project director, project executive, etc.)10% Factor: Firm’s suitability to provide services for project, including the firm’s apparent fit to the projecttype and/or needs of the Owner, any unique qualifications for the project, current andprojected workloads, the proximity of office to project location and/or the ability for the firm'srepresentative to arrive on location in a timely manner as needed, non-discriminationpolicies, and record of addressing public safety, social, environmental concerns, accessibilityfor persons with disabilities and special needs, and special services for project-relatedconcerns.10% Factor: Previous Performance of the firm including level of quality of the services of the firm toprevious customers, customer’s statements of that quality, the firm’s ability to meetestablished time requirements, the firm’s response to project needs during design andconstruction, the firm’s control of design schedule, quality and budget. The EvaluationCommittee may use references from stakeholders from previous projects of the finalists,among other information as necessary.3. SCHEDULE OF EVENTSThe following Schedule of Events represents the Owner’s best estimate of the schedule that will befollowed. All times indicated are prevailing times in Carrollton, Georgia.
