INTRODUCTIONThrough this Request for Qualifications (RFQ), the City of Durham’s Department of Water Managementis soliciting Statements of Qualifications (SOQs) from firms to provide professional engineering servicesfor the maintenance of its finished water storage tanks and water treatment plant (WTP) clearwells. Dueto the varying ages of these tanks across the distribution system, the level and type of annualmaintenance required can differ significantly. The initialcontract will include the scope of items described in Sections A and B.II. SCOPEA. Tank InspectionsThe selected consultant shall conduct a comprehensive inspection of tank structures and coatingsystems. Services shall include, but will not necessarily be limited to, the following tasks:1. Sanitary and Safety EvaluationAssess the sanitary conditions, safety features, watertightness, and overall site security foreach finished water storage tank.2. Structural Integrity AssessmentEvaluate the structural integrity of each tank to ensure compliance with applicable designstandards, regulatory requirements, and sound engineering practices.3. Coating Condition AssessmentAssess the condition of both interior and exterior coating systems, noting the degree ofdeterioration and effectiveness of protective measures.4. Deficiency Identification and DocumentationIdentify and document all observed issues or deficiencies, including a description of eachissue with associated measurements, locations, and classification. (e.g., Severity level, Risklevel, Type, and Urgency)5. Photo DocumentationProvide photo documentation highlighting all noted deficiencies and general features ofeach tank.6. Dive InspectionsObtain services from a qualified dive inspection company to evaluate the interiorsubmerged areas of tanks that cannot be taken out of service. This is expected to includetwo (2) ground storage tanks and four (4) clearwells.7. Condition Assessment ReportSubmit a detailed Condition Assessment Report to the City within forty-five (45) days ofeach inspection. The report shall summarize all findings, document all deficiencies, andinclude recommendations for corrective or maintenance actions.8. Technical Memorandum for CIP PlanningDevelop and submit a Technical Memorandum prioritizing and providing high-level costestimates for the recommended corrective actions and maintenance activities. Thisdocument will be used to support the City’s Capital Improvement Plan (CIP) and operatingbudget development.B. Urgent Response RequirementsOccasionally, the City may experience urgent situations requiring immediate engineeringsupport. Under such circumstances, the selected consultant shall:1. Mobilize to the Job Site:Be capable of mobilizing to the affected location within the maximum timeframe specifiedin the contract. The consultant shall specify in their proposal a maximum mobilization time(expressed in hours) to respond to urgent situations.2. Conduct On-Site Investigations:Perform field assessments, troubleshooting, or emergency inspections as requested by theCity.3. Provide Ongoing Assistance:Remain engaged until the issue has been satisfactorily resolved, providing technical supportand coordination as necessary.Future contract amendments may consist of the following tasks:C. Develop Bid DocumentsDevelopment of bidding documents shall include, but not necessarily be limited to, the followingtasks:1. Prepare Plans and Specifications:Develop detailed plans and specifications for the procurement of contractor(s) to performthe corrective actions and/or maintenance activities necessary to address deficienciesidentified in Task A (Tank Inspections).2. Produce Bid-Ready Documents:Provide complete, bid-ready documents utilizing City-provided front-end templates, asrequired. Document format and content shall be determined based on the estimated costand type of contract (e.g., service contract vs. construction contract). Anticipated activitiesinclude, but are not limited to:• Tank interior washout and cleaning• Interior and exterior coatings removal and replacement• Miscellaneous mechanical, electrical, and instrumentation repairs• Structural repairs3. Contract Structuring and Packaging:CIP projects and vendor-led maintenance activities may be issued as stand-alone contractsor bundled projects, depending on the consultant’s recommendations and the City’s budget,scheduling, and resource constraints.4. Opinion of Probable Construction Cost:Provide an itemized opinion of probable construction cost for each project or contractpackage, based on current market conditions and project scope.5. Permitting:Identify and prepare all necessary permit applications required for project execution, andcoordinate with applicable agencies to ensure timely approvals.D. Bidding AssistanceBidding assistance shall include, but not necessarily be limited to, the following services for eachproject bid:1. Distribute Bid Documents:Ensure the timely distribution of complete bid documents to all interested parties andpotential bidders.2. Respond to Bidder Inquiries:Receive and respond to bidder questions and assist in the preparation and issuance ofaddenda as needed to clarify or amend the bid documents.3. Facilitate Pre-Bid Conferences:Attend and facilitate pre-bid conferences to provide an overview of the project scope,answer questions, and ensure bidder understanding of key requirements.4. Attend Bid Openings:Attend and assist in the formal bid opening process.5. Assist in Bid Review:Support the City in reviewing submitted bids for completeness, accuracy, and compliancewith bidding requirements.6. Prepare Bid Tabulation and Recommendation:Develop a detailed bid tabulation and provide a formal recommendation for award based onthe analysis of bid submissions.E. Construction-Related Services and/or Vendor Project Management AssistanceThe selected consultant shall provide construction-related services and/or assistance withvendor-managed projects, which may include, but are not limited to, the following:1. Provide construction oversight and inspection services during the execution of maintenanceor rehabilitation activities.2. Attend construction progress meetings and assist with coordination between the City andcontractor(s).3. Review contractor submittals and respond to requests for information (RFIs).4. Assist with the interpretation of design documents and specifications during construction.5. Provide recommendations and technical guidance for field modifications or unforeseenconditions.6. Assist the City in reviewing and evaluating contractors' change order requests.7. Perform final inspection and prepare a punch list of outstanding items.8. Assist in review of project closeout documentation, including warranties, test results, andas-built drawings.
