I. INTRODUCTION

Through this Request for Qualifications (RFQ), the City of Durham’s Department of Water Management

is soliciting Statements of Qualifications (SOQs) from firms to provide professional engineering services

for the maintenance of its finished water storage tanks and water treatment plant (WTP) clearwells. Due

to the varying ages of these tanks across the distribution system, the level and type of annual

maintenance required can differ significantly. The selected consultant will provide comprehensive

services, including inspections, engineering evaluations, and construction support to ensure that all

finished water storage tanks remain structurally sound, watertight, and fully operational in accordance

with design specifications and all applicable North Carolina State regulations.

The selected firm shall perform detailed inspections of the City’s finished water storage tanks and

provide professional recommendations and schedules for future inspections, cleaning, interior and

exterior coating applications, and any additional maintenance or repair activities necessary to ensure

the continued safe, reliable, and regulatory-compliant operation of these assets.

To support this work, the City will provide the selected consultant with the following information, as

available:

• Record drawings

• Previous inspection reports and recommendations

• Operation and Maintenance (O&M) documentation

• Historical maintenance records

The consultant will be selected based on all tasks in the scope of work as outlined below. The initial

contract will include the scope of items described in Sections A and B.

II. SCOPE

A. Tank Inspections

The selected consultant shall conduct a comprehensive inspection of tank structures and coating

systems. Services shall include, but will not necessarily be limited to, the following tasks:

1. Sanitary and Safety Evaluation

Assess the sanitary conditions, safety features, watertightness, and overall site security for

each finished water storage tank.

2. Structural Integrity Assessment

Evaluate the structural integrity of each tank to ensure compliance with applicable design

standards, regulatory requirements, and sound engineering practices.

3. Coating Condition Assessment

Assess the condition of both interior and exterior coating systems, noting the degree of

deterioration and effectiveness of protective measures.

4. Deficiency Identification and Documentation

Identify and document all observed issues or deficiencies, including a description of each

issue with associated measurements, locations, and classification. (e.g., Severity level, Risk

level, Type, and Urgency)

5. Photo Documentation

Provide photo documentation highlighting all noted deficiencies and general features of

each tank.

6. Dive Inspections

Obtain services from a qualified dive inspection company to evaluate the interior

submerged areas of tanks that cannot be taken out of service. This is expected to include

two (2) ground storage tanks and four (4) clearwells.

7. Condition Assessment Report

Submit a detailed Condition Assessment Report to the City within forty-five (45) days of

each inspection. The report shall summarize all findings, document all deficiencies, and

include recommendations for corrective or maintenance actions.

8. Technical Memorandum for CIP Planning

Develop and submit a Technical Memorandum prioritizing and providing high-level cost

estimates for the recommended corrective actions and maintenance activities. This

document will be used to support the City’s Capital Improvement Plan (CIP) and operating

budget development.

B. Urgent Response Requirements

Occasionally, the City may experience urgent situations requiring immediate engineering

support. Under such circumstances, the selected consultant shall:

1. Mobilize to the Job Site:

Be capable of mobilizing to the affected location within the maximum timeframe specified

in the contract. The consultant shall specify in their proposal a maximum mobilization time

(expressed in hours) to respond to urgent situations.

2. Conduct On-Site Investigations:

Perform field assessments, troubleshooting, or emergency inspections as requested by the

City.

3. Provide Ongoing Assistance:

Remain engaged until the issue has been satisfactorily resolved, providing technical support

and coordination as necessary.

Future contract amendments may consist of the following tasks:

C. Develop Bid Documents

Development of bidding documents shall include, but not necessarily be limited to, the following

tasks:

1. Prepare Plans and Specifications:

Develop detailed plans and specifications for the procurement of contractor(s) to perform

the corrective actions and/or maintenance activities necessary to address deficiencies

identified in Task A (Tank Inspections).

2. Produce Bid-Ready Documents:

Provide complete, bid-ready documents utilizing City-provided front-end templates, as

required. Document format and content shall be determined based on the estimated cost

and type of contract (e.g., service contract vs. construction contract). Anticipated activities

include, but are not limited to:

• Tank interior washout and cleaning

• Interior and exterior coatings removal and replacement

• Miscellaneous mechanical, electrical, and instrumentation repairs

• Structural repairs

3. Contract Structuring and Packaging:

CIP projects and vendor-led maintenance activities may be issued as stand-alone contracts

or bundled projects, depending on the consultant’s recommendations and the City’s budget,

scheduling, and resource constraints.

4. Opinion of Probable Construction Cost:

Provide an itemized opinion of probable construction cost for each project or contract

package, based on current market conditions and project scope.

5. Permitting:

Identify and prepare all necessary permit applications required for project execution, and

coordinate with applicable agencies to ensure timely approvals.

D. Bidding Assistance

Bidding assistance shall include, but not necessarily be limited to, the following services for each

project bid:

1. Distribute Bid Documents:

Ensure the timely distribution of complete bid documents to all interested parties and

potential bidders.

2. Respond to Bidder Inquiries:

Receive and respond to bidder questions and assist in the preparation and issuance of

addenda as needed to clarify or amend the bid documents.

3. Facilitate Pre-Bid Conferences:

Attend and facilitate pre-bid conferences to provide an overview of the project scope,

answer questions, and ensure bidder understanding of key requirements.

4. Attend Bid Openings:

Attend and assist in the formal bid opening process.

5. Assist in Bid Review:

Support the City in reviewing submitted bids for completeness, accuracy, and compliance

with bidding requirements.

6. Prepare Bid Tabulation and Recommendation:

Develop a detailed bid tabulation and provide a formal recommendation for award based on

the analysis of bid submissions.

E. Construction-Related Services and/or Vendor Project Management Assistance

The selected consultant shall provide construction-related services and/or assistance with

vendor-managed projects, which may include, but are not limited to, the following:

1. Provide construction oversight and inspection services during the execution of maintenance

or rehabilitation activities.

2. Attend construction progress meetings and assist with coordination between the City and

contractor(s).

3. Review contractor submittals and respond to requests for information (RFIs).

4. Assist with the interpretation of design documents and specifications during construction.

5. Provide recommendations and technical guidance for field modifications or unforeseen

conditions.

6. Assist the City in reviewing and evaluating contractors' change order requests.

7. Perform final inspection and prepare a punch list of outstanding items.

8. Assist in review of project closeout documentation, including warranties, test results, and

as-built drawings.
