BackgroundCounty of Rockbridge is located in the Shenandoah Valley on the western edge of theCommonwealth of Virginia. As of the 2024 census, the population is 22,368. The County’s FleetServices Department oversees approximately 60 vehicles for the County and the Sheriff’s Office.In addition, several government-related organizations are serviced by the County’s Fleet ServicesDepartment. The Rockbridge County Public Schools (“RCPS” or “School Division”) servesapproximately 2,500 students in kindergarten through 12th grade. The RCPS TransportationDivision currently manages ~70 school buses (~50 active & ~20 back-ups) and over 30 vehicles(cars, trucks, vans, & utility maintenance).III. Scope of ServiceCounty of Rockbridge is requesting delivery services of specified fuels to various locations withinthe County. The transportation of the specified fuels will be delivered on an agreed uponschedule or as-needed basis to ensure that County Departments and the School Division canmeet mission requirements during fiscal year 2027 (July 1, 2026, to June 30, 2027). Failureto submit any of the required information will result in the bid being marked non-responsive.Changes in the IFB forms or formats are prohibited except where clearly instructed andpermitted.3. Without exception, bids submitted outside of the eVA system, such as via email, mail, fax orhand delivery WILL NOT be accepted.4. Prior to the due date, Bidder should check the status of the solicitation on eVA atwww.eva.virginia.gov by clicking on Business Opportunities and then click on Virginia BusinessOpportunities (VBO) for any updates, changes, amendments, cancellation, etc.The following are instructions for submitting an electronic bid:a. Go to www.eva.virginia.gov;b. Click on “I Sell To Virginia”;c. Click on “eVA Supplier Training”; andd. Click on “Viewing and Responding to Solicitations Video”Page | 3If a Bidder needs assistance submitting an electronic response, the Bidder must contacteVA Customer Care at 866-289-7367 or email eVACustomerCare@dgs.gov.5. All Bidders are required to submit bids on the Bid Form. Bidders are not required to submitbids on all five bid categories. The Bidder certifies by signing the Bid Form that the Bidder has atleast five (5) consecutive years of experience in providing requested services of the delivery offuel to either federal, state or local government bodies.6. All Bidders must complete the SCC (State Corporation Commission) form (Appendix B).7. Ownership of all data, material, and documentation, originated and prepared for County ofRockbridge pursuant to this IFB shall belong exclusively to the County and be subject to publicinspection in accordance with the Virginia Freedom of Information Act. Trade secrets orproprietary information submitted by the Bidder are not required to be subject to publicdisclosure under the Virginia Freedom of Information Act. However, to prevent disclosure, theBidder must invoke the protections of Section 2.2-4342(F) of the Code of Virginia, in writing,either before or at the time the data or other materials are submitted. The written request mustspecifically identify the data or other materials to be protected and state the reasons whyprotection is necessary. The proprietary or trade secret material submitted must be identified bysome distinct method such as highlighting or underlining, and must indicate only the specificwords, figures, or paragraphs that constitute trade secret or proprietary information. Theclassification of an entire bid document, line-item prices, and/or total bid prices as proprietaryor trade secrets is not acceptable.8. To ensure the same-day basis for the bid prices, bids must be as of the close of business onFriday, May 8, 2025. The total price per gallon of product must include a rate sheet price (i.e.,OPIS report; the County has no specification for the type of OPIS report to use) plustransportation cost and profit margin. Vendor must provide a copy of the rate sheet used as thebasis for their bid. Bidders must use lowest cost provided to Bidder shown on Bid Form.V. General Terms and ConditionsA.
