Request for ProposalsFederal Lobbying & Government RelationsFor the City of Brooklyn ParkProposals Due: 04/10/2026Desired Start Date: 06/01/2026Compensation: NegotiableI. Background & PurposeThe City of Brooklyn Park is seeking services from a registered federal lobbyist to support theCity’s advocacy efforts in Washington DC. Brooklyn Park operates under a Council-Managerform of government with one Mayor and six Council Members. The City Manager is the chiefadministrative officer of the City and controls and directs the administration of all City matters.Brooklyn Park is a regional hub home to diverse residents. The City provides public safetyservices, reliable utilities, and recreation and park amenities to residents and visitors fromthroughout the northwest metro. In 2024, the State of Minnesota designated 250 acres ofundeveloped land as the Brookyln Park BioTech Innovation District, and the long-planned BlueLine Light Rail Extension is slated to begin in the northern part of Brooklyn Park. Capitalizing onthese opportunities will be critical for the Brooklyn Park community moving forward.The City seeks to federally promote the following priorities: light rail transit, PFAS remediationinfrastructure, development of the Brooklyn Park BioTech Innovation District, workforcedevelopment resources, community emergency management, regional public safetycoordination, and broader community development tools.A successful RFP submission will include a demonstration of performing work on behalf of oneor more cities, particularly around the aforementioned topics of interest. Scope of Work & DeliverablesAdvocacy – As directed by City staff, promote Brooklyn Park’s federal priorities and proposalsfor funding to the federal government by aligning priorities with those of City elected leaders.Community Project Funding – Assist City staff in planning and making requests forCommunity Project Funding in periods when funding becomes available.Facilitate meetings – Coordinate issue-based meetings with federal officials, City electedleaders and staff leadership.Legislative consultation – As legislation is identified which aligns with the City’s priorities or isrelevant to the City in any way, provide consultation on what approaches would best position theCity to achieve desired outcomes.Research and monitor – Provide research and recommendations on bills and/or proposedlegislation as requested by the City. Alert the City of crucial developments to anticipate andrespond to shifting conditions in a timely manner. Monitor legislative developments that mayimpact Brooklyn Park priorities.Liaison with elected officials – Serve as the primary contact for City staff seeking tocommunicate with federal officials.Strategy development – Consult on long-term methods for the City to advance the federalpriorities of the City Council and position the City for funding opportunities as they arise onmajor projects. Attend regular strategy meetings with members of Council and City staff.III. Proposal Submission ProcessDue Date – 04/10/2026Potential Interviews – Week of 04/13/2026 or 04/20/2026Potential Council Approval – 05/11/2026Content of Proposals –Cover Page• Title• Company: Name and Address• Contact person: Name, title, phone number, and email addressCover Letter• Describe company’s prior experience providing these services to similar cities.Please include similar-sized cities you represent in Washington DC.• Describe the directly related experience and qualifications of key personnel involvedin the services provided.Statement of Proposed Work• Methodology: Given our priorities, how would you approach advocacy for theseissues on our behalf?• Timeline: Propose a concrete, reasonable timeline for advancing our priorities byincluding a realistic congressional and/or administrative pathway to achieve results.• Budget & Deliverables: Provide a detailed budget, including description of cost foreach service, and clear identification of optional services and reimbursable costs notincluded in fees for service (including hourly rates).Conflict of Interest• Identify any known potential conflicts of interest or any direct or indirect financialinterests or the appearance of potential conflicts.Successes• What relevant examples can you provide regarding previous results achieved foryour municipal clients?References• Provide three references.Submission Responses & Questions – Submit via email to Zach Kramka, Assistant to theCity Manager, at zach.kramka@brooklynpark.org and 763-493-8159.IV. Proposal Evaluation & SelectionAll proposals will be evaluated and the proposal or proposals that best demonstrate the ability toperform the work requested with integrity will be selected to move forward. The next step in theprocess will include an interview with a team of City representatives. The evaluation committeewill make a recommendation to the City Council for awarding the contract.The City reserves the right to reject any and all proposals, request additional information fromany and all proposers, and to renegotiate in the best interest of the City of Brooklyn Park.
